1 WINTER PARK POLICE DEPARTMENT Strategic Plan 2012 Update A report card and status highlighting our accomplishments after the first year of our multi-year plan FY20111 FY2015

2 Goal 1 has four strategies with a total of 29 Objectives, of these Objectives, 28 have been implemented and 1 is pending GOAL #1 To promote public safety through effective enforcement, education and community partnerships: Strategy #1 Reduce crime & the fear of crime: Implementation of DDACTS, continuation of Selective Enforcement Operations and Extra Patrols Monitoring of reported crime/ traffic crashes and updates to officers in the field Assignment of officers based on reported crime and citizen requests Implementation of CPTED at the building permit process level Contact with 5 citizens on a random basis each quarter to obtain feedback and discuss the level of service provided Strategy # 2 Ensure an effective response to citizen calls for service: Reviewing the number of events and calls for service within each patrol zone Response times are compiled and reviewed on a quarterly basis Staffing levels are discussed with City Management on an ongoing basis and during budget preparation Officers in the field are routinely re-assigned calls depending on the number and nature of calls being held. Supervisors also respond to calls when necessary Strategy #3 Increase public awareness through public education & community involvement: Social networking has increased through the use of Twitter, the Department website, the city Website and City Newsletters Aggressively meeting with citizens and scheduling information meetings, during the year, the Department had a 14% increase in the number of organized Neighborhood Watch Groups Ongoing meetings with business owners to encourage participation in the Business Watch Program Re-assignment of the citizen ride along program within the Department and increased public knowledge of the program During the year, the Department conducted a Citizens Police Academy and Citizens Crime Prevention Academy

3 Strategy #4 Ensure safety on Winter Park s roadways and waterways through effective enforcement, education & engineering: Attending monthly meetings with traffic engineering and Public Works (streets department) Attending monthly Community Traffic Safety Team (CTST) meetings and continued participation with CST initiatives and programs Traffic supervisor participates in monthly Bicycle and Pedestrian Board meetings Continued participation in local, county and state DUI initiatives. During the year, the Department had a 59% increase in DUI Arrests and a 33% reduction in traffic fatalities involving alcohol Written warnings are now issued and tracked through (CAFÉ) Computer Aided Forms Entry Conducted vehicle, bicycle and pedestrian traffic safety campaigns 8 red light, 6 intersections with cameras in operation Currently participating in the International Association of Chief of Police (IACP) Law Enforcement Challenge, application will be submitted Currently participating in the Florida Law Enforcement Challenge Active participation in all Click it or Ticket initiatives Participation in local and multi-agency and State of Florida DUI Enforcement initiatives Junior Boatsman safety and education classes are conducted when requested

4 Goal 2 has five strategies with a total of 30 Objectives, of these Objectives, 26 have been implemented and 4 are in progress GOAL #2 To provide effective and progressive equipment, resources and technology to ensure community safety: Strategy #1 Ensure the effective use of human, fiscal and capital resources: Assessment of job responsibilities completed by Human Resources Personnel are assigned to positions within the Department based on qualifications and requirements of the position Skills inventory completed by Human Resources Department Annual inventory completed Continued partnership with Webster Vocational Center has increased the number of volunteer opportunities Strategy #2 Provide proven technology fitted to the needs of this department: Implementation of (CAFÉ) Computer Aided Forms Entry and a new (CAD) Computer Aided Dispatching Integration with Seminole County law enforcement agencies through CAFÉ and with Orange County agencies through CJNET and FINDER Implementation of an online crash report retrieval system, electronic dissemination of Subpoenas, electronic court notification and case disposition system Purchased new MDT s for all sworn personnel and upgraded selected PC workstations Continue with quarterly employee meetings to discuss and assess equipment capabilities and enhancements Purchase of a new composite identification system (Identi-Kit) Purchase and implementation of state of the art traffic reconstruction software and laser mapping system Purchase of a camera surveillance system to monitor evidence and vault activities, submittal of digital photographs and evidence bar coding system Strategy #3 Provide proven equipment fitted to the needs of the department: Conduct regular assessments of equipment and upgrade when necessary to ensure the needs of the Department are met Continue with quarterly employee meetings to discuss and assess technology capabilities and enhancements

5 Strategy #4 Seek alternative funding sources for department activities: The Department received $21,000 dollars in state and federal grant funding Obsolete equipment is evaluated, sold and / or disposed of in compliance with city policy Officers are recognized through the Awards Committee and are awarded quality time off by the Police Chief for outstanding performance Project account has been established for the acceptance of donations from citizens Forfeiture monies are expended for equipment and training in compliance with state and federal guidelines. During this year, forfeiture monies were utilized to purchase new handguns, mobile data terminals and a firearms training simulator Strategy #5 Ensure the fiscal integrity of the Department and maximize accountability for the effective use of public funds and resources: Agency was recommended for reaccreditation through (CFA) Commission for Florida Accreditation Department fiscal activities are audited by the City of Winter Park Finance Department Informant fund accounts are monitored and audited on a monthly basis by the Division Commander Evidence audits of property and evidence are completed in compliance with Department policy and CFA Accreditation Standards Quarterly reviews of the Department s Strategic Plan are conducted by members of the senior command staff Department s Strategic Plan will be updated prior to the initiation of budget preparations

6 Goal 3 has five strategies with a total of 27 Objectives, of these Objectives, 23 have been implemented and 4 are in progress GOAL #3 To provide a professional work environment that attracts and retains diverse, qualified members, recognizes employee excellence and, develops leadership through education and training: Strategy #1 Provide appropriate personnel placement through an effective personnel management system: Statement of Management Philosophy has been completed by the Police Chief Enhancements have been made through the online and electronic application process Communication Operators are now attending patrol shift briefings Communication Operators have been selected and trained for on-call SWAT and Hostage Team Operations Department has a certified Crime Scene Technician to facilitate the crime scene investigation and processing needs of the Department. The Property and Evidence Specialist attended and has graduated from the University of Tennessee National Forensic Academy Strategy #2 Enhance the well-being of our members: Implementation of employee representative meetings along with union leadership meetings Department currently provides outside professional training for newly hired personnel in the proper utilization of the fitness equipment. Research is being conducted to determine the need for a wellness program Regularly scheduled staff meetings, labor/management meetings and employee meetings with representatives from all units/shifts in attendance to enhance intradepartmental communications

7 Strategy #3 Recognize employee excellence: Good Conduct Award created and still working on longevity recognition Quality time is awarded by the Chief on a regular basis Good Conduct Award created and officers now receive quality time off for accident free driving on a monthly basis No formal on-line program has been developed for receiving citizen commendations from citizens, however, members of the Command Staff receive citizen commendations through via the Department website Annual Department meeting was reinstituted and occurred in October 2012 Monthly recognition for accident free driving Strategy #4 Promote development of our current and future leaders of the Department: Training needs assessments are conducted annually for all personnel in positions of leadership Officers and civilians are encouraged to attend leadership, management and supervisory courses and have attended Leadership Winter Park, the Public Safety Leadership Academy, the Florida Department of Law Enforcement Executive Development Seminar, Line Supervision and Middle Management Courses Training for new supervisors was developed and has been implemented as part of the FTO Program Command Staff personnel have attended the Florida Department of Law Enforcement Future Executives Seminar and have become members of the of the Florida Police Chiefs Association Training for the Command Staff was provided by attorneys representing Risk Management Strategy #5 Commit to the professional development of our members: Department and State required training is monitored and administered by the training staff on a quarterly basis Department training needs are assessed by the Command Staff and training officer on a quarterly basis Department provides high liability training in compliance with the Field Training Program and Department policy. During the year, the Department provided high liability Pursuit Driving Training and has purchased a firearms training simulator Officers are provided reactivation training through the FTO Program when transferring back to patrol Scenario based training has been incorporated with quarterly block training including firearms and pursuit driving Department training is conducted at other law enforcement training facilities and includes sharing of resources with the Orange County Sheriff s Office, the Apopka Police Department and Rollins College Participation of multi-agency training is conducted with personnel from other law enforcement agencies Currently, employees participate and are members in 18 outside professional associations/ service clubs
