Chairman s Message As I reflect on my tenure as Chair of the WestCare Foundation Board, I realized that I am still amazed at the dedication of our 1100 employees and hundreds of volunteers who provide health and human services to adults, youth, adolescents and families in need at 87 different facility sites. Volunteers are the key to a successful non-profit organization. From our 30-bed homeless shelter in the Appalachian Mountains of Kentucky to the 950 treatment beds at the Sheridan Correctional Facility in Illinois, and from 33 beds in the Florida Keys to 584 beds in California, each WestCare volunteer unselfishly and willingly brings their own unique skills, perspectives and commitment to provide countless hours of their time to "uplift the human spirit" of those who come to WestCare. Now, as the need for our services increases, it is time to reinvigorate our culture of volunteerism and civic engagement within each community. Therefore, a "call to action" is being given to you as Leaders in your community; a call to enrich not only your life as a volunteer but to invite others to help the lives of those in need. Volunteering with your local WestCare Organization and encouraging others to do so will, "uplift the human spirit." Throughout WestCare's 35-years of service, it has been our mission to empower individuals to engage in a process of healing, growth and change benefiting themselves, their families, coworkers and communities. President s Message As we at WestCare approach our 35th anniversary from our very humble beginnings at Fitzsimmons House in Las Vegas, we have much to celebrate and look forward to. There is no question that WestCare has experienced some growth pains and financial challenges this past year but, as always, there is light at the end of the tunnel. We are committed to reaching out into the diverse communities that we serve throughout seven states and the U.S. Virgin Islands to restore lives that have been broken by substance abuse, mental illness, domestic violence, and homelessness. The success stories found in this report attest to the work that WestCare, its staff and volunteers are doing on a daily basis to bring hope to so many whose lives appeared to be on the brink of hopelessness. Arizona WestCare Arizona has been providing a full continuum of community-based, family-oriented social service and behavioral health programming to youth, adults and families in the tristate area of Arizona, California and Nevada since 1992. WestCare Arizona outpatient programs include DUI screening, drug court, urinalysis testing, legal and victim advocacy, Arizona Families F.I.R.S.T. (Families in Recovery Succeeding Together), First 5 San Bernardino, outpatient substance abuse treatment, domestic violence offender treatment, transportation services and school-based counseling. WestCare Arizona also operates a thrift store where donations are accepted and proceeds help support all programs. Outpatient services are provided at Community Involvement Centers located in Bullhead City, Lake Havasu City and Kingman, Arizona, as well as Laughlin, Nevada, and Needles, California. WestCare Arizona residential programs include the Colorado River Region Youth Shelter (CRRYS), SafeHouse domestic violence shelter for women, Blossom House sober living for women, Emery House sober living for men, Legacy House transitional living and Diamond House transitional living. Current services provide a full, comprehensive, seamless continuum, and include: In October of 2006, a new baseball field was completed at CRRYS by the Mohave County Probation Department and community volunteers/neighbors. Provided items included sod, fill dirt, grass seed, backstops, fencing, irrigation system, lighting, signage and a scoreboard. The first annual softball tournament was held in November where Mohave County Probation staff members from Lake Havasu City, Kingman and Bullhead City played each other. WestCare staff and volunteers provided food and drinks. A new school classroom was completed at CRRYS in November of 2006. All labor and materials were donated by Apple Construction and local Kiwanis Clubs. The classroom is state-of-the-art, complete with 20 computers where students can do their school work online and at their own pace, earning credits toward graduation. Also in November, the pool at CRRYS was filled in with donated rock, gravel and sand. The site now serves as an outside picnic area with tables and a canopy. During January of 2007, the Thrift Store took on a new name, the WestCare Arizona Thrift Store, was remodeled and placed under new management. New signage was also installed. In February of 2007, a new basketball court was completed at CRRYS by Mohave County Probation Department staff, community volunteers and neighbors. California WestCare California currently offers a diverse continuum of services including substance abuse treatment, case management and HIV education/prevention at locations throughout the State. WestCare California s administrative offices, located in Fresno, provides support for staff members, as well as an expanding array of treatment and prevention services. GulfCoast Florida In 2001, WestCare established a community involvement center in St. Petersburg and began building partnerships with local treatment providers and community organizations. Early in 2003, WestCare Florida became a partner with the Mustard Seed Inn and Turning Point, two programs that serve homeless, drug-dependent individuals in Pinellas County. Turning Point is a homeless shelter for men and women with substance abuse issues. The program accepts individuals who are inebriated and those who have not yet begun recovery from alcohol and/or drug abuse. Staff members attempt to engage these individuals to the greatest extent possible by offering a supportive and welcoming environment for recovery, including: a safe place to sleep, three meals and snacks each day, laundry and shower facilities, case management, supportive counseling, skills building groups and 12-step meetings. In 2007, Turning Point served 2022 men and women, many of whom were veterans or coming out of jail. The Mustard Seed Inn provides transitional housing for up to 73 homeless men and women who have already begun their recovery from alcohol, drug abuse and/or mental illness. The Mustard Seed Inn was licensed in 2007 by the Department of Children and Families as a Residential level V facility. The Mustard Seed Inn provides counseling, case management, job support and recovery based services that help with the development of skills needed to transition back into the community. In 2007, the Mustard Seed Inn served approximately 273 men and women, 15 percent of whom were veterans. WestCare Florida began serving the Pensacola area in 2004, and continues to provide programs for children, adolescents and adults with severe emotional and behavioral difficulties and for adults with severe and persistent mental illness. Georgia In early 2003, WestCare entered into a partnership with the Department of Children and Families (DHR) in DeKalb County, Georgia, to provide residential care and treatment for children and adolescents in the child protective service system. In 2007, WestCare Georgia, Inc., also received new contracts from the Mental Health, Developmental Disabilities and Addictive Diseases (MHDDAD) division of DHR, and from the Georgia Department of Juvenile Justice (DJJ) to begin new substance abuse treatment programs throughout the State of Georgia. Today, the WestCare Children s Center of DeKalb County, a 52- bed residential treatment campus, is revamping its services in a partnership with DHR to provide services to adolescent girls, homeless and runaway youth and sexually exploited girls from the greater Atlanta and regional area. A mental health clinic, a crisis stabilization unit and specialized school will be co-located on the campus, along with: A 24-36-hour child and adolescent assessment center A short-term residential therapeutic environment that addresses each child s individual physical, social, mental and emotional needs Planning for placement in permanent, loving homes A full array of enhanced/comprehensive residential services In addition, WestCare Georgia s Independent Living Program provides independent living for youths age 16-21 in Stone Mountain and Tucker. The program offers a full array of vocational services designed to prepare youth for independent living. A 16-bed adolescent substance abuse intensive residential treatment (IRT) center is now located in Keysville, Georgia (Burke County), to provide structured, 6-month residential and re-entry services to boys meeting dependency criteria and referred by DHR, the courts, criminal justice, police and families throughout the State of Georgia. A 30-bed intensive residential program (IRP), adjacent to the grounds of a DJJ-secure juvenile detention center, is being operated by WestCare Georgia for adolescent boys involved with the juvenile justice system in Augusta, Georgia (Richmond County). While in residence, boys receive full therapeutic, educational, vocational and health care services. Also, three new outpatient methamphetamine treatment programs have been funded by MHDDAD for WestCare Georgia to provide services using the matrix model to adults and families with drugendangered children in Regions 1, 2 and 3 of the State of Georgia, including rural Northeast and Northwest Georgia, as well as the greater Atlanta area and its surrounding counties. Outpatient treatment clinics have been established in Rome (Region 1), Augusta (Region 2) and Atlanta (Region 3), Georgia. Illinois In November of 2006, WestCare Illinois began a relationship with the Illinois Department of Corrections (IDOC). They assumed responsibility for the substance abuse treatment program at the Sheridan Correctional Center, a male, 950 + bed, medium-security institution. Recognized as a national model, this program is the largest prison-based treatment program in the country. It is expected to increase in population to 1,300 clients by Fall 2008. The WestCare Sheridan Program uses a three-phase (orientation, treatment and prerelease reentry/reintegration) modified therapeutic community model to treat drug and alcohol problems and related life problems. Peers assist in each other s treatment by pointing out behavior and attitudes that need to change. Clients are also assigned a counselor and have group and individual counseling. WestCare has partnered with the Amity Foundation, Inc., to implement the well-researched and recognized Amity Model for in-custody therapeutic community, and with Extensions LLC to provide the therapeutic community staff training and specialized therapeutic community curriculum. It is the first program to have resources such as TASC (Treatment Alternatives for Safer Communities) and Safer Foundation on-site to assist clients in finding placements, jobs and other resources upon release. Clients are on orientation status for approximately 30 days. They must pass a test and meet short-term treatment goals to complete orientation and move to the next phase of treatment. At that time, they become eligible for visitors; there are no visitation privileges while clients are in orientation. If eligible, Earned Good Conduct Credits are earned 45 days for every 90 days at WestCare/Sheridan. Clients must be participating in the program to earn credits. WestCare works in conjunction with IDOC administrative, security, program and support staff through regular meetings, development of shared procedures and planned cross-training to achieve a seamless and well-articulated set of expectations for both staff and client participants. WestCare values its Sheridan partnerships and has a commitment to work closely with IDOC, TASC, Safer Foundation, the Illinois Valley Community College, the Illinois Manufacturing Foundation and the National Homebuilder's Association to provide the men at Sheridan with the opportunity to set a firm foundation, allowing them to empower themselves and become productive members of society and their community. Kentucky WestCare Kentucky was incorporated in 2004 to provide treatment for individuals and families affected by substance abuse. Operations began in mid-2005 at a donated treatment facility in Ashcamp, located in Pike County. The Ashcamp facility, now known as the WestCare Kentucky Hal Rogers Appalachian Recovery Center, is licensed for 72 beds and provides long term residential substance abuse treatment for adult males. Services offered at the facility include: Assessments and referrals Residential substance abuse treatment Individual and group counseling Relapse prevention education Substance abuse education and prevention Anger management classes Cognitive behavioral therapy classes Parenting classes Alumni groups Adult literacy and GED courses WestCare Kentucky also assumed operation of the Pikeville Emergency Shelter, the only full-service facility in the five-county Big Sandy Area Development District. It is also the only facility in the district that provides temporary shelter, food and essential services to men, women and children for more than three days. The shelter also has three family units with a full bath and three dormitory units (two male, one female) with a bath adjoining the sleeping area. The Pikeville Emergency Shelter serves more than 200 men, women and children each year. Located in the same building, the Community Involvement Center offers regular meetings of NA, AA, Domestic Violence Support Groups and Lifeline support groups. The Estill County Community Involvement Center, located in Irvine, opened in August of 2006. The Center provides Lunch and Learn, community outreach, referrals, assessments, DUI assessments and classes and domestic violence classes. WestCare Kentucky also operates 6-month, in-jail treatment programs in Pike and Floyd counties. During fiscal year 2006-2007, the program served 48 individuals in Pike County and 36 in Floyd County. Nevada WestCare Nevada, Inc., has been providing a full continuum of substance abuse, mental health and addiction treatment services for more than 35 years. Founded in 1973, WestCare was created to provide community-based substance abuse treatment for people who are indigent or from low-income households, and who would not otherwise have access to the services they need. WestCare specializes in serving those historically considered difficult to treat, such as those who are indigent, have multiple disorders or are involved with the criminal justice system. WestCare facilities provide a full, comprehensive, seamless continuum of care for all who access services. The face of WestCare Nevada continues to evolve. In January 2007, WestCare Nevada completed its long-range strategic plan. This planning process came about as a result of the demands placed upon the agency to provide for the growing substance abuse and mental health service needs in the community and the agency s desire to compete in the global market and maintain the integrity of the mission and vision of WestCare to provide quality, comprehensive services to all who access services. WestCare Nevada s strategic plan is designed to promote continued excellence and expansion of services to meet the community s growing need for substance abuse, addiction and mental health services and related programs. It also encompasses the needs of adults, youth and families who access WestCare services. Birthed out of this planning process have been newly established collaborative relationships with state and local government and community and faith based organizations. As an example, the Community Triage Center (CTC) Reno, currently under development in Reno, Nevada, will provide safe, medically supervised detoxification services, as well s triage services for individuals in need of acute mental health treatment. The goal of the CTC-Reno is to relieve the burden placed on local hospitals and emergency rooms by treating individuals not requiring emergency care in a more appropriate setting. WestCare Nevada has become a critical resource for addressing substance abuse, mental health and services for homeless individuals in the community. WestCare Nevada manages 45 separate contracts and grants and employs over 150 staff in 14 programs. In 2007, WestCare Nevada provided direct services to more than 21,000 men, women and children. WestCare has created a new Charter School which is publicly-funded, geared at assisting youth with behavioral and/or emotional problems. The school will combine middle and high school educational programs with emotional wellness training and behavioral modification techniques and innovative educational programs for the youth of Southern Nevada.
