Professional Experience Mr. Wages personal experience entails over eleven years of direct work history with the Mississippi Development Authority (MDA) in analyzing and developing proposed industrial sites for presentation to automotive or large industrial facility representatives and site selection consultants. Mr. Wages experience working with MDA includes not only preliminary engineering analysis and presentation but also participation with MDA officials in defining prospective needs and requirements. This experience has given Mr. Wages a broad depth of understanding of the automotive industry, megasite development and the processes and procedures that are undertaken in the site selection process. Efforts included the development of a new interchange and frontage road for site access, water and wastewater facilities, site grading, preliminary environmental coordination, coordination with State Agencies and presentation of proposed development to site consultant. Site was approximately 800 acres Project Cougar (Michelin) Project Engineer for the site layout and conceptual design of infrastructure to meet site criteria, including interchange and access roads, rail spur, construction access, water and wastewater facilities and environmental mitigation. Responsible for development of drawings and materials for presentation to site consultant. Prepared preliminary site development and infrastructure costs for 1000 acre site. Project Sierra (Aviation Related) Project Engineer for the development of conceptual layout of an over 3000 acre site which included a parallel runway and taxiway next to an existing airport, layout of interchange and access roads, rail lines and spur track, water and wastewater facilities, coordination of preliminary geotechnical analysis and preliminary environmental assessment. Provided preliminary opinion of construction costs and prepared drawing of proposed improvements for submittal to consultant. Project Bluebell (Daimler Chrysler) Project Engineer for the presentation of proposed sites to site consultants and company officials for the initial project and the second site search. Developed preliminary plan for infrastructure improvements and opinions of construction costs.

Project Longspur/Delta/Delta II (Nissan) Lead Engineer for MDA, beginning in June 2000, for the Nissan recruitment. Responsible for the development of preliminary engineering and development of an opinion of probable construction costs. Worked with MDA officials and consultants to develop an approach to meeting the site criteria and address the company s specific questions and concerns. Assisted in the development of the Memorandum of Understanding and negotiation of incentives. Upon successful recruitment of Nissan, Mr. Wages was named Engineering Manager for the Nissan Implementation Team by the Mississippi Major Economic Impact Authority. Since December 2000, Mr. Wages has had responsibility for managing all engineering and construction activities related to the design and construction of all infrastructure committed by the State for the Nissan Project. Infrastructure improvements have included but are not limited to a cloverleaf interchange, access and frontage roads, water and wastewater facilities, site building pad grading, rail loading track and yard, and industrial waste treatment facility. Mr. Wages was directly involved in the Nissan Delta II expansion negotiations and MOU development and has managed the design and construction of additional infrastructure committed for the Delta II expansion, including a second interchange, 12.5 miles of surface water transmission line and wastewater facility expansion. Mr. Wages successfully managed the engineering and construction budgets to bring the overall State of Mississippi expenditures in under the approved overall budget. This included approximately $200 million in infrastructure projects. Mr. Wage s oversight included directing and communicating with eight different engineering consultants and more than nine different public agencies, including Federal, State and Local. Mr. Wages participated fully in the ROW and easement acquisition process for the project. He was called and named an expert witness in two eminent domain trials in the acquisition of ROW. He worked hand in hand with the attorneys to develop strategies and alternatives to minimize legal conflicts in the acquisition process.

Project Beach (Hyundai) Assisted MDA in the review of site criteria and development of proposed infrastructure improvements. Accompanied MDA officials to Seoul, South Korea, for final presentation to Hyundai officials. Project eventually went to Montgomery, Alabama. Project Starbright (Toyota) Lead Engineer for the development of the proposed site to meet company criteria. Coordinated all environmental and archeological assessments, developed preliminary infrastructure improvements and opinions of costs. Made presentations to company officials and assisted in the preparation of responses to company questions. Was in direct communication with company engineers in addressing questions and concerns. Project eventually went to San Antonio, Texas. Project World II (Daimler Chrysler) Assisted MDA with the conceptual design and development of a proposed site for an automotive engine plant. Accompanied MDA officials to Detroit for presentation to corporate officials. KIA Project Assisted Entergy and MDA in search for additional megasite capable property for presentation to KIA Motors in their site search. Project eventually went to Georgia. Project Tiger (RailCar) Assisted MDA and Entergy as the Lead Engineer in identifying and developing conceptual development plan for site presented for proposed rail car facility. The project eventually went to Northwest Alabama. Project Tango (Toyota) Assisted MDA as Lead Engineer in the final development and presentation of the Wellspring Megasite to Toyota. Coordinated the completion of all proposed site development, infrastructure and environmental issues to help land the project. Developed all infrastructure budgets. Currently serving as Project/Engineering Manager for Mississippi Major Economic Impact Authority overseeing all State funding expenditures on infrastructure. o Mr. Wages managed all State funded expenditures for infrastructure on the Toyota project. He communicates directly with PUL Alliance officials that hold the engineering contracts in regards to design, budget and schedule for infrastructure improvements. Currently the project is projected to be completed within budget even though the rise in fuel and material prices has made significant impacts on the budget reserves.

Supplier Projects: Hisan Plant Carthage, MS. Assisted local economic development agency in recruitment of Nissan supplier to Carthage and Leake County. Provided site development, roadway, water and wastewater design and construction administrative services for the City and County. Toyota Boshoku Itawamba County, MS. Assisted ICDC with project recruitment by preparing preliminary site development layout, cost, and schedule and made presentation of information to company officials and consultants. Coordinated permit activities and communication with MDOT and other state agencies. Chosen to provide design services for access roadway and utilities by Itawamba County. Vuteq Facility New Albany, MS. Assisted UCDA with the project recruitment by preparing preliminary site development layout, opinion of probable construction cost, and schedule. Made presentations to company officials and consultants. Coordinated all permitting activities and communication with other State agencies. Selected by City of New Albany to provide engineering design services for roadway and utility improvements for the project. TSUSHO Facility Union County, MS. Assisted PUL Alliance with the project recruitment by preparing site development layout, opinion of probable construction cost and schedule. Made presentations to company officials and consultants. Mega Site Development: Consultant to TVA on Haywood County, TN mega site. Provided consultation on site layout and development of support infrastructure. Consultant to Entergy, MS, in review of information related to Entergy sites in MS.
