PP I. PURPOSE OF THE FEDERAL WORK STUDY (FWS) PROGRAM Federl Work-Study (FWS) is need-bsed, federlly funded progrm designed to help students meet the cost of eduction. It provides students with prt-time work on cmpus or off-cmpus community ctivities while enrolled t Clrk Atlnt University. To the mximum extent prcticble, the Clrk Atlnt University Office of Finncil Aid nd Federl Work Study Coordintor will mke every effort to mtch students for positions bsed on their course or study (mjor), tlents, knowledge nd supervisors need. Clrk Atlnt University fculty nd stff hve n understnding tht FWS students re students first nd their jobs nd secondry. Supervisors re to work round student s clss schedules s much s possible. School comes first nd FWS student cnnot replce full-time employees. As federl funded progrm, totl complince with regultions is essentil for its continution. Filure to comply with ll federl regultions could result in the loss of or reduction in Federl Finncil funds provided to the University. II. FEDERAL WORK-STUDY PROCESS A. Applying for Federl Work-Study 1. Federl Work Study students must hve completed FAFSA (free ppliction for federl student id). B. Awrding Federl Work-Study 1. Our University initilly wrds Work Study through system bsed rndom selection tht wrds bout 175-200 students in Bnner if they re PELL eligible nd hve their FAFSA's completed by Mrch 1 st. Eligibility must be met every yer nd with the rndom selection students will vry from one yer to the next. 2. At our University we re ble to plce bout 200 students, however bout 3,000 of our students qulify so work study funding is very limited. In some cses, grdute students my be wrded work- 2

PP study if they hve no other options vilble within their grdute deprtments should grdute professor request one nd the students qulifies (hs completed ffs, low efc, room in budget, be meeting SAP bsed on the grdes nd grdute progrm guidelines). Grdute Work-Study is cse by cse bsis nd will be tken into considertion. 3. The FWS mount listed on student Finncil Aid Awrd is the mximum mount of FWS funds student my ern. Once students obtin their FWS jobs they re pid on bi-weekly bsis for the hours they hve worked, up to the mount of the wrd. Any funds unused will be forfeited. C. Students Accepting Federl Work-Study 1. After being selected nd wrded FWS in Bnner, students then hve the option to ccept their Work Study or decline in Bnner s they do ll of their wrds. The nnul mximum is $4,200 nd for the semester the mx is $2,100. 2. If they ccept work study, they will be notified vi emil by August 1 st by the Work-Study coordintor or designted officil in Finncil Aid. They will be sent new hire pcket, smple timesheet nd due dte clendr. The hire pcket is to be returned s soon s possible. Once tht informtion is reviewed nd submitted, students re plced in deprtments bsed on mjor or specific requests from supervisors. 3. If students decline work-study wrd, there is more funding vilble to ssist supervisor requests should the requested students meet the bove criteri. (Tht is when it will be bsed on dditionl criteri such s GPA s nd room in budget.) Students re required to ccept nd/or decline the FWS wrd; he/she will be directed to Bnner-Web Self-Service: 3

PP The Steps: Step 1: Login onto your Bnner Web by Enter secure Are nd entering your usernme (student id) nd Pin (6 digit # in cceptnce pckge). Step2: Once there, click on Student Services nd Finncil Aid. Then click Finncil Aid Step 3: Click on the third link which is, My wrd informtion. Step 4: Next clock Awrd by id yer enter the pproprite school yer (2013-2014 for now) nd click submit. Step 5 : Choose the tb Accept wrd offer, nd continue to ccept full or prtil mount or decline. When you click submit, you will see forbidden screen messge, however once you click bck, the nvigtion key will show you hve ccepted your wrds. D. Off-Cmpus Community Service The University hs reserved n lloction of (7%) of FWS nnul funding for students performing off-cmpus community service work t nonprofit gencies in res of reding tutors for children, fterschool progrmming nd fmily litercy ctivities. Pyment for resonble mount of time spent in trining nd trvel, in ny wrd yer will be fctors into the FWS wrd mount, which is currently $10/hour. Our off-cmpus community services positions re held t two Boys nd Girls Clubs in the re nd will be expnding. Off-cmpus community service work t designted gencies must not impir existing service contrcts, displce employees, fill jobs tht re vcnt becuse the employers regulr employees re on strike, nd involve the construction, opertion, or mintennce of ny prt of the fcility used or to be used for religious worship or sectrin 4

PP instruction or include employment for the U.S. Deprtment of Eduction. E. Student Appliction Process 1. If student is wrded FWS it will pper on his/her wrd letter (first yer students) or emil. A student employment ppliction will be ttched to the wrd letter. The student is required to complete the ppliction nd return it to the OSFA (Office of Student Finncil Aid) with required documents within the time specified on the letter (first yer students) nd emil (subsequent yer) to be considered. If Federl Work-Study is not listed on student s wrd letter or emil, then he/she WILL NOT BE wrded Federl Work-Study. 2. Students wrded Federl Work-Study must complete 3 steps in order to obtin their wrd:.) Student employment pcket (locted in ppendix) When the Student employment requests re received the student is either emiled or picks up new hire pcket comprised of stte nd federl forms. They must submit their ID, Socil Security crd or Birth Certificte long with license or stte ID or pssport. b.) The students hire pperwork will not be processed if he/she does not submit copies of their ID. c.) Job Plcement Once the OSFA receives the pcket with ll the required hire documents, the student is given deprtment ssignment to meet nd interview with the hiring mnger nd n employment contrct. If the student is hired It is their responsibility to get the contrct signed nd returned to OSFA. d.) Orienttion Sessions 5

PP All FWS students re encourged to ttend (mndtory for ll new students) the session held (end of August) to discuss ny questions, concerns nd/or submit documenttion needed for employment. They re instructed how to complete timesheets nd/or web time-entry s well s hve discussions on dress code, conduct, etc. 3. Students who re not originlly wrded work-study my inquire t the OSFA to see if they re ble to qulify if dditionl funds should become vilble. F. FWS Time Lines of Events: Jn 1- Mrch 1 By July 31 Aug 1- Sept 1 Students complete the FAFSA process Potentil Supervisors emiled. They my strt submitting requests for students t tht time. Pperwork nd interview process for wrded students begins. In Mrch, OSFA beings generting officil Finncil Aid Awrds for students for the upcoming cdemic yer. When student is wrded, n utomted emil is sent to the students CAU emil ccount instructing them to log into Bnner nd Accept the FWS nd other wrds, if offered. III. ELIGIBILITY AND CONDITIONS OF FWS 6

PP A. FWS students must mintin eligibility throughout the cdemic yer. (undergrdute student finncil id pplicnts nd recipients must demonstrte tht they re mking mesurble progress towrd erning degree by successfully completing minimum of 67% of ll cdemic ttempted hours t the University nd ll hours tht re ccepted in trnsfer, including those hours ttempted when the student did not receive federl student id.) Grdes of A- D or S re successfully completed hours s long s credit is erned. Grdes of F, W, WF, WP, I, IP, U, NR, nd ER or repeted courses re not successfully completed hours. Audited courses do not count s ttempt of successful completion. (Eligible students cnnot receive finncil id once they hve ttempted 150% of the number of hours required to complete n undergrdute degree progrm. B. FWS jobs re for the cdemic yer (fll nd spring semesters ). C. FWS students re to be enrolled t lest 6 credit hours per semester to prticipte in the progrm. D. Students cn only be employed in one FWS position. The student cnnot ccept one job nd trnsfer to nother until the next semester. E. Once student is terminted, he/she is ineligible for work-study for tht semester. The student must be reviewed for the following semester. F. Students must be enrolled in degree seeking progrm. G. Students cnnot be in defult on student lons. H. Students cnnot hve previous blnce, holds or pending documents. 7

PP IV. FEDERAL WORK-STUDY STUDENT EMPLOYMENT A. Student Employment Requests Students referred for n interview must present supervisor nme for Work-Study Coordintor or designted officil to contct unless n emil request from the supervisor ws sent to the Coordintor. After the student is interviewed nd hired, the supervisor must complete nd sign the contrct with the student nd return the contrct to the Office of Finncil Aid. At no point should student be permitted to begin work without Student Employment hire pcket nd contrct being completed nd returned to the Finncil Aid Office. When the contrct period expires, the student will no longer continue to ern Federl nd/or Institutionl work-study wges, even if the entire mount wrded hs not been erned. In ddition, if the student erns his/her totl dollr mount before the expirtion dte of the contrct, the student my no longer be pid out of the Federl Work-Study budget. The student must stop working or the deprtment they re working in must cover the expense. Supervisors re sent n emil informing them of the hours the students hve remining to work. When those hours hve been depleted, they must stop working or the deprtment is responsible for the overges. V. FEDERAL WORK-STUDY STUDENTS RIGHTS A. Ech FWS student hs the right to: 1. Receive informtion regrding his/her FWS wrd mount, rte of py, nd the verge number of hours to be worked ech week. 2. A specific job description, s well s the supervisor s expecttions nd stndrds. 8

PP 3. A clerly defined work schedule tht llows the student sufficient study time. Study time is not pid from Work-Study funds. 4. Adequte trining to perform ssigned tsks. 5. Regulr supervision nd review of work performed. 6. A cler explntion of the procedures for submitting completed timesheets nd receiving their py. 7. Instructions regrding procedures to be followed if the student cnnot report for scheduled work period. 8. A procedure stting concerns relted to the job or the supervisor. VI. FEDERAL WORK-STUDY STUDENTS RESPONSIBILITIES A. Clrk Atlnt University s Generl Expecttions.) Students will only receive FWS funds for the hours ctully worked. FWS students re NOT entitled to ny unerned FWS monies. b.) Py for student FWS employment is not pplied to the student ccount nor pplied towrd fees for subsequent semesters. c.) FWS students re not expected to be ble to study during scheduled work hours. d.) FWS student employees re expected to be prompt, relible nd coopertive. e.) FWS student employees must dhere to the policies set by the employing deprtment. f.) FWS students must become fmilir with informtion provided regrding the terms of the Federl Work-Study/Institutionl wrd nd with pplicble University policies nd procedures. g.) FWS students must understnd the specific job responsibilities s well s the supervisors expecttions nd stndrds. h.) FWS student employees cnnot work during scheduled clss meetings, even if clss meeting hs been cncelled by the instructor. The student is expected to rrnge his/her work schedule so tht it does not conflict with his/her clsses, lbs, or other scheduled clss ctivities. 9

PP i.) FWS students must report to the plce of employment within two (2) dys of receipt of the Student Employment Referrl nd/or the Student Employment contrct. j.) FWS students must rrnge mutully greeble work schedule with their supervisor nd work the regulrly ssigned hours. k.) If student is prticipting in extrcurriculr ctivities, the prctice hours re not to be counted s work-study hours nd re not to be recorded on the work-study timesheet. l.) The FWS student must notify their supervisor immeditely if scheduled work period must be missed. m.) FWS students must ccurtely record hours worked nd submit completed time sheets with the proper time ccording to the schedule provided by the Pyroll Office. n.) Ensure tht his/her supervisor submits his/her work-study timesheets on the designted dte. Perform ssigned work tsks in n efficient nd timely mnner. o.) Work 15 hours or less per week nd 30 hours or less bi-weekly s contrct sttes. p.) FWS students my work until My 2 of tht school yers (or first week of My) unless their fund llotment hs been exhusted ($2,100 or $4,200). B. Proper Office Attire: Requirements for ttire re determined t the discretion of the employing deprtment nd should be communicted t the time of the job offer. If the student employee is dressed inppropritely, the employer hs the right to express the concern nd sk for the student's complince, which cn include dismissing the student from the work site for tht dy. C. Absenteeism IF the FWS student is unble to report for work s scheduled, notifiction must be mde by the student to the supervisors or the 10

PP deprtment hed, preferble one hour before but no lter thn 30 minutes fter the scheduled strt time. FWS students must cll in ech dy of bsence unless grnted nd uthorized in dvnce. If FWS student is bsent three dys without clling in, the student my be terminted from their deprtment. Excessive unexcused bsences or trdiness (more thn three) re grounds for termintion by the deprtment s well s FWS progrm for the reminder of the cdemic yer. Work missed due to unexcused bsences cn only be mde up t the discretion of the supervisor, providing hours worked do no exceed 15 hours per week. D. Confidentility The student employee must ct in professionl mnner in deling with college records nd other informtion regrding other students by virtue of his/her work. The student will be required to sign confidentility greement before beginning work (See Exhibit A). Breches of confidentilly nd other cts of dishonestly re justifible resons for termintion from the Federl/Institutionl Work Progrm. E. Telephone nd Computer Courtesy Proper telephone etiquette is required of ll employees. Telephone clls should be nswered promptly nd courteously. If the student employee is responsible for nswering the telephone, they must check with their supervisor to scertin if there is prticulr greeting tht should be used. Students re prohibited from excessive use of the telephone for personl business. Unless it is n emergency, students, should not receive personl phone clls nor plce personl phone clls while t work. Students should not use computers for socil websites (Fcebook, Twitter, Instgrm, etc.) or personl emils while t work. They my perform only work relted ctivities online. VII. SUPERVISORS RESPONSIBILITIES 11

PP A. Hiring FWS Student Employees 1. Supervisors must send Student Employment Request Form nd detiled job description to the Federl Work Study Coordintor vi emil or in person. A job description must be ttched. Supervisors must keep in mind when submitting job description tht some of the students re entering the work plce for the first time nd my or my not hve hd ny job experience. 2. Correspondence is forwrded to ll deprtments ech semester (before semester strts nd during) reiterting Federl Work- Study procedures. 3. Supervisors re not to hire more FWS student workers thn they need or hve been pproved for. Employing too mny students will result in students not receiving meningful work experience or not being ble to work the minimum hours required. 4. Requests for student employees will only be filled in person or by e-mil. No telephone clls or fxes will be responded to. B. Generl Responsibilities of Supervisor: Supervisors will: 1. Ensure students do not work when they re scheduled for clss or lb time. 2. Not use students for personl services. (Federl regultions nd University policies prohibit FWS students from performing personl services, i.e. errnds on nd off cmpus for their supervisors or other University employees. 3. Cnnot employ more FWS student workers thn vilble deprtment work. 4. Contct the OSFA when nticipting chnges in the deprtment s needs so temporry ressignments of student workers cn be explored. 5. Ensure FWS students do not work more thn 15 hours per week. 6. The supervisor will not pprove FWS student timesheets for hours not worked. To do so would be in violtion of University policies nd federl regultions). 12

PP 7. Provide the FWS student with orienttion/trining; or the opportunity to develop new skills. Supervisors re required to trin nd orientte new FWS students on the requirements nd expecttions of their office. 8. Arrnge mutully greeble work schedule with their student employee tht does not conflict with his/her clss, lb, nd study or ctivity schedule. 9. Accurtely nd legibly complete ll forms ssocited with their student employee. Forwrd pproprite documents to the Office of Student Finncil Aid. 10. Monitor the totl hours worked by the student for ech py period. Mke certin his/her mximum hours (15) nd ernings re not exceeded. 11. Explin clerly the job nd performnce expected of ech student nd provide sufficient opportunity for questions, nswers nd clrifiction. 12. Provide job description to ech student employee. 13. Discuss with the student his/her performnce level (both stisfctory nd/or unstisfctory) in crrying out job duties s needed. 14. Provide ssistnce where needed to improve the work performnce of the student. Students who repetedly do not meet the expecttions of the deprtment should be recommended for termintion in consulttion with the Federl Work-Study Coordintor. 15. Termintions Violtion of confidentility, uncceptble office conduct, theft, excessive trdiness or bsences, working under the influence of lcohol nd drugs, nd other violtions of the University policies for employees or students re ll justifible resons for terminting student s employment. The supervisor should provide dvnce notice of the reson(s) for termintion nd effective termintion dte in writing to the student. This should lso be forwrded to the Federl Work-Study Coordintor. Consulttion with the Humn Resources Office prior to termintion my be pproprite. Students involved in destruction of property, theft, flsifiction/forgery of timesheets or web time entry re other offenses tht re grounds for immedite termintion from the FWS progrm. Possible prosecution my be necessry; it cn be reported to the University s Complince office, Generl Counsel nd possibly to the U.S. Deprtment of Eduction, nd/or the Office of the Inspector Generl for investigtion. 1. Pychecks nd Direct Deposits As condition of employment, effective summer 2014, ll student pyments must be pplied vi direct-deposit. Student employees shll hve pychecks directly deposited into n ccount t finncil institution of their choice. Direct deposit forms re vilble through Humn Resources. The lterntive option for student employees without direct deposit ccount shll be monies pplied to the employee s CAU PAW crd vi the Money Network. For initil setup for pyment onto the crd the forms nd instructions re vilble in Humn Resources. 15

PP Direct Deposit Form: This form provides the University with necessry informtion to deposit your py directly into your bnk ccount or onto the CAU PAW Crd. For the initil setup of direct deposit into your bnk ccount, the student employee must bring voided check long with the Direct Deposit form to the Humn Resources Office. (See Appendix) For deposits on the CAU PAW Crd, the student must complete the necessry informtion on Money Network Cmpus Crd Site nd bring the completed form to Humn Resources. B. Blnce nd Unused Work-Study Awrds Unused Work-Study ernings cnnot be crried over from one employment period to the next. C. Txes The student, during the ppliction process, should complete Federl nd Stte Income Tx forms. Federl nd Stte txes re deducted from student s wges t the students request (see ppendix) D. Time Reports A student s timesheet (see Appendix) must be submitted to the OSFA Work-Study Coordintor in seled envelope by the supervisor.
