Fostering Global Citizenship for a Peaceful and Sustainable Future Fostering Global Citizenship for a Peaceful and Sustainable Future I. foreword II. Introduction Expanding the cooperative network between stakeholders from all levels in the promotion of Global Citizenship Education (GCED) was our focal strategy in 2014. This year, particularly, with the deadline of the United Nations Millennium Goals fast approaching, APCEIU doubled its efforts in realizing an education that addresses the needs of the 21 st century. I am pleased to present the hard-earned fruits of this year, APCEIU s contribution and commitment to the post-2015 education agenda. The Asia-Pacific Centre of Education for International Understanding (APCEIU) under the auspices of UNESCO was established in 2000, the International Year of a Culture of Peace, to promote Education for International Understanding (EIU) towards a Culture of Peace in the Asia-Pacific region, according to the agreement between UNESCO and the Government of the Republic of Korea. As a UNESCO Category 2 Centre, APCEIU makes a valuable contribution to the implementation of UNESCO s strategic programme objectives. To fulfill its mandate, the Centre works in collaboration with UNESCO, National Commissions for UNESCO, governments, academia and civil society in the UNESCO Member States of the region. As emphasized by Mme Irina Bokova, Director-General of UNESCO, in her official visit to APCEIU last February 2014, the interconnectedness between education and peace can be defined as the notion about dialogue, tolerance, mutual respect, mutual understanding. In her speech, the Director-General commended APCEIU for relentlessly exercising its core function of promoting a Culture of Peace through education across the Asia-Pacific region and encouraged APCEIU to continuously act as a pioneer for GCED. foreword Her supportive remarks are in line with the various collaborative projects between APCEIU and UNESCO that flourished in 2014. APCEIU co-developed the UNESCO GCED Clearinghouse website, aimed to provide information on GCED and facilitate interaction among practitioners of GCED and supported the publication of the Topics and Learning Objectives of GCED as well. In this respect, APCEIU will ceaselessly seek to fulfil its role as a local and global hub for GCED. MISSION To promote and develop Education for International Understanding within the framework of a Culture of Peace in the Asia-Pacific region Programme introduction Area 3 MANDATE Additionally, I am also delighted to report that APCEIU, with the South Asian Centre for Teacher Development (SACTD), successfully co-organized the Consultation Meeting of the UNESCO Category 2 Centres in Education in Sri Lanka last November, under the theme of Towards Post- 2015: Fostering Global Citizenship for a Peaceful and Sustainable Future. The meeting explored a variety of issues, including institutional strategies on GCED in the post-2015. Strengthen regional and sub-regional capacities in planning and implementing a broad range of practices in EIU/GCED Encourage and facilitate collaborative links between Asia-Pacific initiatives and other regional, international and global efforts in education Implement research and development related to the philosophy, teaching methods Partnership is the heart of our plan of action in reaching a wide audience stipulated in our mandate. Programme Area 1 Capacity Building of Educators in EIU S ince its establishment, APCEIU has successfully conducted various training programmes for educators in the region to strengthen their EIU capacities. In recent years, APCEIU has accelerated its efforts to more effectively respond to the changing needs of educators in the region. In carrying out the capacity building programmes in 2014, APCEIU (a) further incorporated Global Citizenship Education (GCED) into the programme content, (b) further strengthened the curricula segments for action plans and follow-up activities, (c) increased the joint implementation of different training programmes and other APCEIU programmes to maximize synergy effects, and (d) enhanced the linkages between programme alumni and other APCEIU programmes to motivate sustained follow-up activities of the participants. This year, the 14 th Asia-Pacific Training Workshop provided the priority target group of teacher educators with the opportunities to enhance their knowledge, skills and commitment for education to foster global citizenship. The workshop led the participants to strengthen capacity in designing and implementing EIU/GCED initiatives by developing action plans in their local, national and regional contexts. APCEIU continued to organize the Asia-Pacific Leadership Academy for School Principals as a platform to sensitize and fortify school leadership towards actively adopting EIU/GCED in the school setting. This allowed schools to strengthen exchanges and partnerships amongst themselves. This year s APLASP expanded Programme Area 1 Capacity building of Educators in EIU 9

its beneficiaries through the School Fair which was opened to the general public, an initiative combined with the UNESCO/ROK Co-Sponsored Fellowship Programme The Sub-regional Workshop on EIU was held under the theme, Global Citizenship Education for a Culture of Peace and Sustainability, in Myanmar as a follow-up to the Mekong region workshop held in Vietnam in 2009. Key educators from the Mekong region gathered to strengthen their capacity in EIU/ GCED and to explore future collaboration in implementing EIU/GCED related projects and programmes in their own countries as well as in the region. In 2014, the national level teacher training workshops on EIU/GCED were held to better respond to teachers needs in the local context and to enhance synergy effects with other APCEIU training programmes. The Training Workshop for Korean Educators was held as an advance course with a theoretical session in the Republic of Korea and a field study in Malaysia. During the Sub-regional Workshop on EIU, APCEIU carried out a workshop for the teachers of Myanmar to sensitize them on EIU/GCED. Another training workshop for Korean teachers was conducted at the request of Incheon Metropolitan City Office of Education which included an interactive workshop as well as opportunities for networking with the UNESCO/ROK Co-Sponsored Fellowship Programme participants. As one of the main inter-regional programmes of the Centre, UNESCO/ROK Co-Sponsored Fellowships Programme continued to provide educators from the Asia-Pacific and Africa with opportunities of transformative learning. The programme continued to place stronger emphasis on developing action plans, and provided more opportunities for participants to interact with educators participating in other APCEIU programmes. Asia-Pacific Training Workshop on EIU Two-month residency programme by the MOU between UNESCO and Korea International Cooperation Agency (KOICA) Acknowledging the critical importance of preparing educators towards a Culture of Peace, APCEIU has been organizing capacity building training workshops on EIU for educators. The Asia-Pacific Training Workshop on EIU (APTW), APCEIU s flagship training programme, has been held annually since 2001. As a Training of Trainers (TOT), APTW aims to enhance participants knowledge, skills and commitment to EIU and further enable them to 10 Capacity building of Educators in EIU 11

competently design and implement EIU activities in their local and national contexts. In 2014, under the theme, EIU, Fostering Global Citizenship, APTW provided a platform that enabled participants to learn, experience, share and reflect upon various issues on education to foster global citizenship in today s complex, interconnected society. The 14 th APTW included lectures, discussions, workshops, in-depth seminars, field visits, action plan development as well as group activities within the 9 days of its duration. learned from the series of experiences encountered during the workshop and from each other. (2) 14 th Asia-Pacific Training Workshop on EIU Dates: 21-29 August 2014 Venue: APCEIU and Korea DMZ Peace-Life Valley, Republic of Korea : A total of 27 key professionals in the field of teacher education from 17 Asia-Pacific countries Theme: EIU, Fostering Global Citizenship - Lectures, seminars and discussions on key EIU/GCED themes and pedagogical issues - On-site activities to enhance the capacity for contextualization and implementation of EIU/GCED - Guidance and development in drafting EIU/GCED action plans Achievements Reinforced participants motivation in and commitment to EIU/GCED Broadened and deepened participants perspective on and knowledge in EIU/GCED Developed feasible action plans by 27 educators from 17 countries in the Asia-Pacific region Enhanced cooperative network among teacher educators in the field of EIU/GCED Main Activities (1) Expert Workshop and Consultation Meeting for the 14 th APTW Dates - Consultation Meeting: 8 April 2014 - Expert Workshop: 19-20 August 2014 Venue: APCEIU - Consultation Meeting: 1 resource person and APCEIU coordinating team - Experts Workshop: 5 resource persons and APCEIU coordinating team - Review and evaluation of the existing APTW curricula - Discussion of programme contents and design for the 14 th APTW 1.2. Asia-Pacific Leadership Academy for School Principals While the quality of education hinges substantially upon the competence of teachers, the degree of effectiveness and impact also relies heavily upon the nature of school administration, environment, and curricula. Therefore, school leadership assumes an indispensable role in shaping school environment conducive to mutual respect, constructive dialogue emerging from flourishing diversity, a Culture of Peace and sustainability. Upon this conviction, APCEIU has been holding the Asia-Pacific Leadership Academy for School Principals (APLASP) since 2010 to encourage the promotion of EIU in schools through the leadership of school principals. APLASP is designed particularly to provide participating school principals with positive first-hand Programme Area 1 12 Capacity building of Educators in EIU 13

experience of diversity as well as a platform for school-to-school exchange and networking. Bearing in mind the significance of GCED, APCEIU carried out the 5 th APLASP under the sub-theme, Towards a Sister School Network for Global Citizenship Education, focusing on networking and exchanging aspects of the programme. Moreover, APLASP provided school principals from the Asia- Pacific region with opportunities to internalize the values underpinning EIU/ GCED through interactive workshops and cultural immersions. The School Fair and school visits allowed participants to lay the groundwork for global school networks. This year s APLASP provided its beneficiaries with enriched EIU/GCED content throughout the workshop sessions, including the School Fair opened to the general public, combined with the ROK-UNESCO Fellowship Programme. Main Activities (1) Consultation Meetings with Alumni for Programme Development Date: 8 May 2014 Venue: APCEIU : A total of 14 persons including the participants of the 1-4 th APLASP - Evaluation of the previous curricula - Drafting the programme outline and details of the 5 th APLASP (2) Pre-Workshop Orientation for Korean Dates: 10 July, 22 July, 2 September, 23 September 2014 (4 times) Venue: APCEIU : A total of 30 persons including the Korean participants of the 5 th APLASP, programme alumni and associate teachers - Provision of guidelines for programme preparation and sharing of information on the participating schools - Alumni experience sharing on programme participation - Seminars to enhance understanding on the cultural diversity and the Asia-Pacific region - Lectures and seminars to enhance participants understanding of EIU/ GCED - Workshops and the School Fair to enhance the participants understanding of the diverse conditions and dimensions of education and schools of participating countries - School visits and cultural exposures to develop networks for future exchanges and professional networking (4) Evaluation Meeting with the Korean of the 5 th APLASP Date: 28 November 2014 Venue: APCEIU : A total of 10 persons including Korean participants of the 5 th APLASP and APCEIU coordinating staff : Evaluation of 5 th APLASP and discussion on the improvement of the programme Programme Area 1 (3) 5 th Asia-Pacific Leadership Academy for School Principals Dates: 16-22 October 2014 Venue: APCEIU and participating schools in Seoul : A total of 19 school principals from the UNESCO Member States in the Asia-Pacific region * Approximately 300 persons including participants, associate teachers, students, parents and other stakeholders participated in the School Fair, 18 October 2014. 1.3. Sub-Regional Workshop on EIU The Sub-Regional Workshop on EIU is designed to bring together key education professionals from neighboring countries of each year s selected subregion to enhance educators capacity, identify local needs and strategies in promoting EIU and strengthen sub-regional networks and collaborations. In particular, to effectively implement the Workshop, APCEIU has closely worked with UNESCO field offices and local partners from planning to implementation and follow-up stages. - Presentations on key issues and challenges in the Mekong countries with reference to EIU/GCED - Showcase of good practices and innovative strategies for EIU/GCED - Workshop to identify the priority action areas and to develop action plans for EIU/GCED - Field visits to local schools in Myanmar Achievements Increased motivation of the participants to play a critical role in advocacy and promotion of EIU/GCED in their sub-regional, national, local and organizational contexts Introduced key concepts and transformative pedagogies of EIU/GCED Facilitated the participants to identify and think through key challenges and innovative strategies in promoting EIU/GCED within their respective context Shared good practice cases and ideas in promotion of EIU/GCED in teacher education Initiated a sub-regional network of teacher educators for the promotion of EIU/GCED This year, under the theme, Global Citizenship Education for a Culture of Peace and Sustainability, the workshop was held in Myanmar as a follow-up to the Mekong region workshop held in Vietnam in 2009. Key educators and stakeholders from Cambodia, Lao P.D.R., Myanmar, Thailand and Vietnam gathered to further strengthen their capacity in EIU/GCED and to explore future collaboration by identifying priorities, challenges and strategies in implementing EIU/GCED in their own countries as well as in the region. 1.4. Country-based Capacity Building Workshops To effectively deliver and implement EIU/GCED programmes, it is crucial to examine the different educational and societal issues and situations as well as the demand for EIU/GCED in the UNESCO Member States of the Asia-Pacific region. In this vein, APCEIU has provided country-based capacity building workshops in UNESCO Member States, taking the individual country's interest and situation into consideration and tailoring the programmes to the needs of each country. The Workshop was designed to strengthen the individual participant s competencies in EIU/GCED and to produce outcomes applicable in classrooms. In addition, upon the request from the Incheon Metropolitan City Office of Education of the Republic of Korea, APCEIU conducted two training workshops (basic and advanced) for teachers in the city of Incheon. APCEIU also held a capacity building workshop for educators in Myanmar, in conjunction with the 2014 Sub-Regional Workshop on EIU held in Myanmar in June 2014. UNESCO/ROK Co-Sponsored Fellowships Programme As the main inter-regional programme of APCEIU in its 8 th run this year, the UNESCO/ROK Co-Sponsored Fellowships Programme is a training programme that invites educators from the Least Developed Countries (LDCs) in the Asia-Pacific region and Africa for two months to participate in workshops covering a broad range of topics in education. With themes based on the most pressing educational needs of the participating countries, such as EIU, basic education, teacher training and ICT education, the Programme has been successfully implemented annually since 2007 upon the signing of the Memorandum of Understanding between UNESCO and the Korean Government in 2006. The programme has effectively promoted EIU and raised APCEIU s visibility and profile not only in the Asia-Pacific, but also in the African region. The programme was comprised of subject-based projects, skill-set training, lectures and discussions to cultivate critical knowledge and action plan development. Programme Area 2 EIU Research and Policy Development T o align its overall framework for research and policy development with post- 2015 agenda-setting process, APCEIU further expanded its work on Global Citizenship Education (GCED), a newly included education target, in 2014. First, APCEIU was invited to the GCED Measurement Ad-Hoc Team (MAT) organized by the UNESCO HQ and the Learning Metrics Task Force on GCED convened by UNESCO HQ, Brookings Institution and the GEFI Youth Advocacy Group (YAG). In order to dispel concerns over the measurability of GCED, APCEIU along with other education experts and professionals identified core GCED competencies and available measurement methods. Also, APCEIU participated in the Experts Advisory Group (EAG) organized by UNESCO HQ and shared its expertise in developing a global guiding framework for GCED. Set to highlight GCED topics and learning objectives by age group, the guiding framework will aid policymakers and curriculum developers particularly for national-level adaptation and implementation. Moreover, a policy research on GCED was duly carried out to propose recommendations in line with the promotion of GCED in the Republic of Korea. Programme Area 2 Moreover, APCEIU, together with UNESCO HQ, developed a clearinghouse website in response to the increasing call for valid and relevant materials on GCED. Serving as an online repository for GCED policies, curricula, case studies, etc., GCED Clearinghouse aims to play an important role in promoting and disseminating GCED worldwide. In 2014, APCEIU continued to collaborate with its long-time partner organization, SEAMEO, in the Educational Material Development for Cultural Understanding project by selecting representative paintings and everyday objects from Southeast Asian countries and the Republic of Korea. The final products, a board game utilizing paintings and a sourcebook containing everyday objects, will be distributed mainly to secondary EIU Research and Policy Development 23

schools in the region to share ideas of mutual understanding and intercultural dialogue in students and teachers. Furthermore, as part of the Development of International Organizations Series initiated in 2013, APCEIU continued its research on international organizations in various fields including human rights, immigration, society, culture, children, food, agriculture, and so forth. A study on issues of economic development, trade, finance, science, technology, regional cooperation and the future of the Republic of Korea and international organizations is also in progress. Eight publications as the outcomes of these researches will be published in 2015, as a culmination of the three-year project. 2.1. EIU Programme Monitoring Project Global Citizenship Education (GCED) has emerged as one of the priority targets of the global education agenda, while also being incorporated into the development agenda. Set as a global target, GCED needs a reliable monitoring mechanism to track its global achievements across different populations for its further improvement and development. As an emerging target, GCED s monitoring mechanism also has to satisfy new trends under the global monitoring framework, which now attempts to go beyond access and aims to measure learning outcomes. Therefore, a number of UNESCO s initiatives to devise such a monitoring mechanism were set in motion in 2014. APCEIU has been actively involved in such pioneering endeavors in 2014, in partnership with UNESCO HQ. In cooperation with UNESCO HQ, APCEIU held an expert meeting to identify and operationalize key measurable GCED competences as learning outcomes. In addition, APCEIU co-chaired the Learning Metrics Task Force (LMTF) on GCED, convened by UNESCO, Brookings Institution and GEFI Youth Advocacy Group and spearheaded the development of the global framework for measuring GCED learning outcomes through a series of consultations with various countries and stakeholders. Building on the momentum of its pioneering works achieved in cooperation with UNESCO HQ in 2013, APCEIU collaborated once more with UNESCO HQ on its development of the guiding frameworks for GCED in 2014. With an aim to foster a sense of community in the Southeast Asian region by exploring shared histories, APCEIU has organized the second UNESCO International expert meeting on the Shared History of Southeast Asia in cooperation with UNESCO Bangkok in 2014. High-ranking officials and experts in history and culture were invited to the meeting to concretize project implementation strategies on the development of a common history textbook based on research outputs from the first expert meeting held in 2013. More specifically, the second segment of the conference provided an intensive roundtable of policy dialogue on EIU/GCED among key stakeholders, such as superintendents of metropolitan or provincial offices of education, renowned scholars, school principals and teachers from the Republic of Korea. For the policy promotion of GCED in the Republic of Korea, APCEIU also organized a policy study, where EIU/GCED experts from the Republic of Korea participated. With an effort to maintain the focus of the project on Southeast Asia, APCEIU chose Cambodia as a target country in 2014 following the last year s Myanmar. This EIU material vividly recreates the world heritage sites of Cambodia through panoramic photography and also allows the learners to explore the historic sites without actually having to visit the locations. Furthermore, learners can view specific places in and around the sites more closely through the equipped zoom function. This material provides a teaching guide which includes various photographs with descriptions. (2) SEAMEO-APCEIU Educational Material Development for Cultural Understanding through Everyday Objects In another collaborative project of APCEIU and SEAMEO, the Educational Material Development for Cultural Understanding through Everyday Objects, 100 representative everyday objects containing stories of various topics including distinct history and culture of ASEAN Member States and the Republic of Korea were selected to be incorporated into an English sourcebook. This educational material will be published in February 2015 in eight different languages (Bahasa Indonesia, Bahasa Malay, Filipino, Khmer, Korean, Lao, Thai and Vietnamese) to be utilized as a basic learning material for cultural understanding in secondary schools in the region. Development of International Organizations Series International organizations play a pivotal role in formulating and implementing various policies for common global values, such as peace, human rights, globalization, sustainable development and cultural diversity. EIU, as well as GCED, with its holistic approach on these common global values, reinforces the activities of international organizations and agencies. In this vein, APCEIU s three-year project, the Development of International Organizations Series initiated in 2013, is expected to strengthen the foundation of EIU and GCED. In 2014, as part of this systematic study on international organizations, APCEIU carried out the research on 16 international organizations in 13 different fields, such as human rights, refugees, immigration, society, culture, sports, population, health, women, children, food, agriculture and environment to publish the outcomes of four books in March 2015. Programme Area 3 Dissemination of Information on EIU W ith an aim to foster global citizenship, APCEIU has widely spread quality and up-to-date information on EIU/GCED by building reliable information infrastructure and implemented various field-based programmes to promote global citizenship, has international understanding and cultural diversity. Recognizing the emerging power of ICT, the Centre strived to promote the general public s awareness on APCEIU and EIU/GCED by enhancing online communication channels through social networking sites. Furthermore, APCEIU s programmes and activities were broadly publicized through e-newsletters and by active participation of APCEIU Supporters. Published three times a year, the Centre s English magazine, SangSaeng, played a critical role in fostering global citizenship through introducing various themes related to EIU/GCED. In order to benefit the entire global community, the online distribution of SangSaeng has been expanded utilizing social networking sites and publishing digitally. As a result, SangSaeng s readership has broadened around the world, and the latest and quality information has been delivered more effectively. Programme Area 3 The EIU Best Practices project continued to promote local initiatives and encourage innovative practices in different local contexts in the Asia-Pacific region. After thorough evaluation by five cases from Australia, Indonesia, Philippines, Thailand and Uzbekistan were selected this year to be shared with educators, scholars, policy makers and activists in the region. Lastly, in order to foster global citizenship among the young generation, APCEIU has implemented programmes targeting the youth including the 12 th EIU Photo Class and China Japan Korea Children s Story Exchange Programme. The EIU Photo Class in 2014 was conducted in Turkey with a special focus on GCED. It allowed the participants to learn basic photography skills and to engage in cultural exchange activities. As for the China Japan Korea Children s Story Exchange Programme, a preparatory meeting was held to discuss implementation strategies for 2015. EIU Photo Class The 12 th EIU Photo Class was conducted in various sites in Turkey under the theme, Discovering Peace through Ancient Wonder. Participating secondary school students from Turkey and the Republic of Korea learned photography skills from professional photographers, utilized what they have learned in field trips and engaged in cultural exchange activities with one another. The programme allowed the participants to see culture through their own eyes and capture it through their camera lenses. This has enabled 44 Dissemination of Information on EIU 45

them to become active EIU content producers and first-handedly learn EIU in the process. As culmination of the programme, a photo exhibition was held where participants shared their work to others. In addition, the 12 th installment of the programme gave a special focus on GCED through the GCED Passport activity. Finally, in 2014, the online EIU Photo Class Archive was established to showcase photos of the participants taken since the launch of the programme in 2006. The pictures are displayed in various exhibitions on the archive open for the use of teachers and learners of EIU. China Japan Korea Children s Story Exchange Programme Programme Area 3 The China Japan Korea Children s Story Exchange Programme intends to provide children (grade 4-6) of the three countries with experience of understanding one another s culture through a cooperative task of storybook making. This annual programme was carried out in Japan since 2002 until 2011 when the three countries have agreed to host in rotation. In 2014, partner organizations from China, Japan and the Republic of Korea convened for a preparatory meeting to consult the overall implementation of the 2015 programme. Meanwhile, in order to hold exchange programmes for programme alumni on a regular basis, was signed by the three countries based on mutually agreed regulations. Programme Area 4 International Teacher Exchange Programme G lobalization has brought about unforeseen changes in the educational environments around the world, tasking teachers to the challenges of a more increasingly multicultural classroom. In response to such needs, APCEIU s International Teacher Exchange Programme has trained teachers to be equipped with global educational capacity and has connected classrooms of different countries to share common values and diverse cultures. In particular, APCEIU acknowledges the importance of enhancing teacher s capacity in teaching EIU/GCED to nurture global citizens with a wider perspective on common global social issues and proactive leadership in finding solutions. APCEIU s International Teacher Exchange Programme consists of Asia-Pacific Teacher Exchange for Global Education and Teaching Abroad for Global Competency. With the financial support from the Korean Ministry of Education in 2012, APCEIU launched the Asia-Pacific Teacher Exchange for Global Education, a teacher exchange programme between the Republic of Korea and the countries closely related to the multiculturalization of the Republic of Korea, launched beginning with Mongolia and the Philippines. Building upon the positive outcome of the first year, the programme s scope has broadened to include Indonesia in 2013 and Malaysia in 2014. By participating in this teacher exchange programme, teachers engaged in various educational activities, such as developing EIU/GCED curricula and teaching/learning materials, as well as co-teaching and cultural exchange thus strengthening their inter-cultural communication skills and teaching capacity. Programme Area 4 Going beyond exchanges within the Asia-Pacific region, the Teaching Abroad for Global Competency was developed to connect the Asia-Pacific region to other continents. In 2014, this exchange programme was offered to primary and secondary school teachers in the Republic of Korea, UK, USA, Australia, Russia and Singapore, enabling the cultivation of the participants global education competency and enhancing understanding between Asia-Pacific and beyond. 4.1. Asia-Pacific Teacher Exchange for Global Education The Asia-Pacific Teacher Exchange for Global Education was designed to enhance global education competency of participating teachers and to increase multicultural awareness of schools through teacher exchange programmes between the Republic of Korea and its partner countries. The programme was launched in 2012 with two partner countries: Mongolia and the Philippines. Now, it has a total of four partner countries as Indonesia and Malaysia were added in 2013 and 2014, respectively. A total of 72 teachers from Mongolia, Philippines, Indonesia and Malaysia and 72 teachers from the Republic of Korea participated in the 2014 programme. Not only did its scale increase, the programme's quality was reinforced as well first, by enriching the orientation content with classes more focused on promoting local adjustment and educational activities to better prepare teachers for the exchange experience; and second, by developing supplementary guide manuals for teachers and schools to engage in activities required of them. 4.2. Teaching Abroad for Global Competency The Teaching Abroad for Global Competency Programme is comprised of the Long-Term Teaching Abroad Programme for in-service teachers and the Short-Term Teaching Abroad Programme for pre-service teachers. In 2014, participants of the Short-Term Teaching Abroad Programme continued to grow in number as Australia and Singapore were additionally added in the list of partner countries. The quality improvement was also furthered by reinforcing co-teaching lessons and connecting schools/classrooms as a result of the teacher exchange. Through these activities, participating teachers were empowered to become EIU practitioners to promote Global Citizenship Education in respective schools. In order to enhance pre-service teachers global educational capacity and foster cross-cultural communication skills, APCEIU implemented the Long- Term Teaching Abroad Programme for pre-service teachers who were trained to become teachers with global competency. Programme Area 5 Strengthening Institutional Capacities of APCEIU AND Enhancing EIU Network R ecognized for its dedication in promoting EIU towards a Culture of Peace, APCEIU continued to highly contribute to the realization of UNESCO s programme objectives and priorities, strengthening UNESCO s global outreach and impact. The importance that APCEIU puts in its key role was renewed through the Director-General of UNESCO Irina Bokova who visited the Centre in 2014. She noted that, APCEIU is extremely important as it exercises its core function of fulfilling UNESCO s mandate and provides innovative ways of solving the pressing needs of the globalized community and humanity. As a result, requests for cooperative projects from various partners with the Centre have seen a steady incline, and APCEIU has been mounting efforts to meet these demands. Acknowledging the vital importance of GCED in realizing its mandate, APCEIU has played a leading role in spearheading initiatives to include GCED in the post- 2015 education agenda. APCEIU has been actively promoting GCED in important global meetings, which include the Global Education for All (EFA) Meeting in Muscat, Oman and the World Conference on Education for Sustainable Development (ESD) in Aichi-Nagoya, Japan. In promoting GCED, APCEIU has been engaged in dialogue with partners from all levels through various activities to strengthen international understanding and provide support to initiatives relating to GCED. Programme Area 5 In 2014, APCEIU, constant with its commitment in ensuring transparency and consistency of its management and operational processes, has held two Governing Board sessions. In addition, two Steering Committee meetings were held to decide on matters entrusted by the Board and those related with the implementation of approved Board resolutions. Lastly, APCEIU underwent a situational analysis of UNESCO Category 2 Centres in Education looking into the various aspects of the different centres including its programmes, organizational structures and facilities among others. - Report on the Minutes of the 10 th Session of the Governing Board - Consideration and Approval of the Draft Programme and Budget for 2015 5.1 Governing Board Pursuant to the Integrated Comprehensive Strategy for UNESCO Category 2 Centres, the Governing Board, consisting of eleven members, including the representatives from the Korean Government, UNESCO, Member States and EIU Experts was established in 2010. The Board determines the general policies and the directions of APCEIU s activities in accordance with UNESCO s goals and objectives, decides on the programme and budget, and ensures the implementation of all activities. In 2014, two Governing Board sessions were held, one each in written consultation and roundtable meeting format. In addition, two Steering Committee meetings were convened to review and decide on the matters entrusted by the Board on matters related to the implementation of the Board resolutions. Achievements Reinforced APCEIU s programme alignment with UNESCO s strategic objectives of education programmes Enhanced the visibility of APCEIU in the UNESCO network and participation of the Member States Developed strategies to facilitate programme implementation and sharpen institutional capacity as the foremost EIU expert organization 5.2. Exchange and Cooperation with Relevant Organizations The number of requests from UNESCO, Member States, and educational institutions for APCEIU s participation in major meetings, development of cooperative projects, and official visits to APCEIU has grown considerably. In response to this demand, APCEIU continued to actively engage in the proposed activities and thus expand and strengthen its EIU/GCED network. In 2014, Director-General of UNESCO Irina Bokova paid a visit to APCEIU and recognized the significance of APCEIU s achievement of fulfilling UNESCO s mandate through various programmes and activities. Furthermore, APCEIU maintained to take an active part in post-2015 global agenda setting process. As a result, APCEIU has improved its international profile and enhanced its staff competency in international relations and cooperation. In 2014, APCEIU co-organized a consultation meeting of UNESCO Category 2 Centres in Education in Colombo, Sri Lanka. This gathering enabled different partner institutions within the education sector to connect and form strategies for collaboration. Moreover, it has renewed the importance of strengthening the partnership between UNESCO Category 2 Centres in realizing action towards the post-2015 education agenda and Global Citizenship Education (GCED). In light of its leading role, APCEIU has undergone a situational analysis of UNESCO Category 2 Centres in Education covering areas including operation and management of different centres. The report, which was published by APCEIU, introduced good practices among different centres and aimed to serve as a guideline to newly established ones. It discusses as well the enabling conditions for the promotion and implementation of GCED and acknowledges that there are a number of ongoing tensions with the concepts of global citizenship and global citizenship education. Translated into Korean, it aims to reach policy makers, educators, civil society and youth leaders in the Republic of Korea for the promotion of GCED following the Technical Consultation on GCED in Seoul (9-10 September 2013) and the 1 st UNESCO GCED Forum in Bangkok (2-4 December 2013). Angkor: The World Heritage of Cambodia This educational multimedia resource utilizes panoramic photography which allows the users to appreciate the historic sites in Cambodia more vividly and without actually having to visit the locations. Furthermore, the users can view the specific places more closely using the zoom functions.
