Sailing Instructions 14 Mile Bank Pursuit Race October 3, 2015 Newport Ocean Sailing Association (NOSA) is the Organizing Authority for the 14 Mile Bank Pursuit Race. Balboa Yacht Club (BYC) will be the host yacht club and venue for trophies, protest hearings and scoring results following the race. Balboa Yacht Club s address is 1801 Bayside Drive, Corona del Mar, CA 92625.
1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2. The Race is classified a Near Shore Race for purposes of the US Sailing Equipment Rules. 1.3. The following prescriptions of the national authority will not apply: R 60.3, R 63.2, R 63.4. 1.4. The Class Rules of the Performance Handicap Racing Fleet of Southern California (PHRF) will apply for monohull entries. 1.5. The Class Rules of the Ocean Racing Catamaran Association (ORCA) will apply for multihulls entries. 1.6. The Marine Industry Racer (MIR) rule of PHRF of Southern California will not apply to this race. 1.7. All monohulls shall enter using their PHRF SoCal Area D RLC Rating. The NOSA Handicapper will assign a Handicap Rating based on the PHRF data submitted. 1.8. All multihulls shall enter using their current ORCA rating. The NOSA Handicapper will assign a Handicap Rating based on the ORCA data submitted. 1.9. Rule 55 is changed to allow for discarding of biodegradable materials used to band spinnakers. 2. ELIGIBILITY AND CLASSIFICATION 2.1. The race is open to all monohull boats in the PHRF fleet with a current PHRF Rating Information and all multihull boats with a current ORCA Rating Information. 3. CAMERAS AND ELECTRONIC EQUIPMENT 3.1. Boats may be required to carry cameras, sound equip ment or positioning equipment as specified by the organizing authority. 4. NOTICES TO COMPETITORS 4.1. Notices to competitors will be posted on the official notice board(s) located on the BYC Flag Deck adjacent to the BYC Sailing Office. 5. CHANGES TO SAILING INSTRUCTIONS 5.1. Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect. 5.2. In the event of conflict between the NOR and the Sailing Instructions, the Sailing Instructions will prevail. This changes RRS 63.7. 6. SIGNALS MADE ASHORE 6.1. Signals made ashore will be displayed at the BYC Race Tower South of the main dock. 6.2. When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes. 7. FORMAT OF RACING 7.1. The regatta will utilize a pursuit start. 7.2. The race course and individual boat start times is given in Attachment A to be posted no later than 1800 on Thursday, October 1. 8. SCHEDULE OF RACES 8.1. Dates of racing: October 3, 2015 8.2. Number of races: 1 8.3. The scheduled time of the first warning signal for the race is: 1155 9. WARNING FLAGS 9.1. Warning flag will be: NOSA flag
10. RACE COURSE 10.1. Assignments of starting times with race course will be posted no later than 1800 on Thursday, October 1. 10.2. There will be a short course and a long course, all boats will sail the same course. The course to be sailed will be determined by the NOSA handicapper depending on weather forecasts during the week prior to the event. 10.3. The starting area will be located to seaward and westerly of the Balboa Pier, Newport Beach, CA (approximate GPS coordinates in degrees, minutes, and decimal minutes are 33 35.800 N and 117 54.000 W ). 10.4. All boats must check in and be recognized by the Race Committee on the Race Signal Boat before their start. Boats checking in must keep clear of boats preparing to start. 10.5. The course to be sailed will be displayed on the Race Committee boat Course #1 - Fourteen Mile Bank Course Start in the direction of the 14 Mile Bank. Round an inflatable mark located in the vicinity of the 14 Mile Bank Lasuen Knoll located at 33 24.000 N and 118 00.000 W to port and return to the finish line near the Balboa Pier. If the mark is not in position, boats rounding the 14 Mile Bank Rounding Mark shall activate their GPS MOB function at the time of rounding, record the GPS coordinates, take a photo (smart phone) of the GPS Display and hold the position in the GPS mem ory until finishing unless the MOB function is required in an emergency. Return to a finish line to seaward and westerly of the Balboa Pier, Newport Beach, CA with the same approximate coordinates as the start line. Course length for scoring is 28.0 NM. A Race Committee boat will be stationed near the turning mark. Course #2 - Short Course Start in the direction of the 14 Mile Bank. Round a virtual mark located at 33 29.500 N and 117 57.300 W and return to the finish line at the Balboa Pier. It is not possible to set a mark at this location so you must round a virtual mark. Boats rounding the B course mark shall activate their GPS MOB function at the time of rounding, record the GPS coordinates, take a photo (smart phone) of the GPS Display and hold the position in the GPS memory until finishing unless the MOB function is required in an emergency. Return to a finish line to seaward and westerly of the Balboa Pier, Newport Beach, CA with the same approximate coordinates as the start line. Course length for scoring is 14.0 NM. A Race Committee boat will be stationed near the turning mark.
10.6. The diagram below shows the approximate locations of the virtual marks. 11. MARKS 11.1. The rounding mark at the 14 Mile Bank will be an orange inflatable tetrahedron. A Race Committee Boat will stand by in the vicinity of the mark. The Committee Boat is not a mark. 11.2. The rounding mark for the short course is a virtual mark located at 33 29.500 N and 117 57.300 W. A Race Committee Boat will be located in close proximity to this position and seaward of the virtual mark. The Committee Boat is not a mark. 11.3. The starting marks are: The Race Committee Signal Boat and a pin located to port of the Signal Boat. All starts are to seaward. 11.4. The finish marks are: The Race Committee Finish Boat and a pin located to starboard of the Finish Boat in the direction from the rounding mark. 12. THE START 12.1. Starts will be broadcast on VHF Channel 69. If Channel 69 is not available we will use Channel 6. 12.2. Race will be started by using rule 26 with the warning signal made 5 minutes before the initial starting signal. Each boat will have a specific start time as shown on the SI Attachment available no later than 1800 Thursday, Oct. 1, 2015. This modifies RRS 26. 12.3. The Starting Line is between a staff displaying an orange flag on the starting mark at the starboard end and a flag on a pin located to port with all starts to seaward. 12.4. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other starts. 12.5. All starts will be made with RRS 30.1 I Flag Rule in effect. The I Flag will be displayed as a preparatory signal from four minutes before the first start and taken down one minute before the last start. If any part of a boat s hull, crew or equipment is on the course side of the starting line at any time during the last minute before her starting signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel 69. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).
13. THE FINISH 13.1. The Finish Line is between a staff displaying an orange flag on the finish mark at the port end and a flag on a pin located to port. 14. PENALTY SYSTEM 14.1. For all competitors, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. RRS 44.1 (a) and (b) will remain in effect. 15. TIME LIMITS 15.1. The Time limit is 1800 on Saturday, October 3, 2015. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a). 15.2. Boats failing to finish will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 and A5.. 16. PROTESTS AND REQUESTS FOR REDRESS 16.1. Protest forms are available at the BYC Sailing Office located off the BYC Flag Deck. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 16.2. The protest time limit is 60 minutes after the last boat has finished the race or 1900, whichever is earlier. 16.3. Notices will be posted on the Official Notice Board within 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room located on the BYC second floor beginning at the approximate time posted. 16.4. Notices of protests by the race committee or protest committee will be posted to inform boats under RRS 61.1(b). 16.5. Breaches of SIs 1.7; 1.8; 9.1; will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 16.6. A request for reopening a hearing shall be delivered no later than 30 minutes after the requesting party was informed of the decision on that day. This changes RRS 66. 16.7. A request for redress from a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2. 16.8. The notification requirements of RRS 61 and 63 are satisfied for filed protests by posting pending protests on the Official Notice Board. 16.9. Boats intending to protest shall notify the Race Committee prior to leaving the race course. 17. SCORING 17.1. Scores will be calculated using the low point system of RRS appendix A. 17.2. To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the race office. 18. SAFETY REGULATIONS 18.1. Boats shall Check-In by sailing past the stern of the Race Committee Signal Boat and hailing their sail number. Boats checking in shall not interfere with a boat starting earlier than her start. 18.2. A boat that retires from a race shall notify the race committee as soon as possible. The Race.Committee will monitor VHF 69 19. RADIO COMMUNICATION 19.1. Except in an emergency or to report retiring from the race, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. THE RACE COMMITTEE WILL MONITOR VHF CHANNEL 69.

DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 22. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per incident or the equivalent. 23. RIGHTS TO USE NAME AND LIKENESS By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography,audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation.
