Hong Kong PhD Fellowship Scheme Background Established in 2009 by the Hong Kong Research Grants Council (RGC), the Hong Kong PhD Fellowship Scheme (HKPFS) aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong's institutions. Eligibility Those who are seeking admission as new full time PhD students in Hong Kong institutions funded by the University Grants Committee (UGC), irrespective of their country of origin and ethnic background, should be eligible to apply. Applicants should demonstrate outstanding qualities of academic performance, research ability / potential, communication and interpersonal skills, and leadership abilities. The Fellowship The Fellowship provides a monthly stipend of HK$20,000 (approximately US$2,600) and a conference and research related travel allowance of HK$10,000 (approximately US$1,300) per year for the awardees for a period of three years. About 135 PhD Fellowships will be awarded each academic year 1. For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen institutions. Selection Panels Shortlisted applications, subject to their areas of studies, will be reviewed by one of the two HKPF Selection Panels with experts in the relevant broad areas -- one for science, medicine, engineering and technology and another one for humanities, social science and business studies. Selection Criteria While the academic excellence is of prime consideration, the Selection Panels will take into account, but is not limited to, the four yardsticks below for the selection of candidates: i. Academic excellence; ii. Research ability and potential; iii. Communication, and interpersonal skills; and iv. Leadership abilities. Application Process Applicants may choose up to two programmes in one or two institutions for PhD study in their HKPFS applications. They are also required to submit application(s) for PhD admission to the relevant institution(s) directly for their selected programme(s). Applicants are therefore required to fully comply with the admission requirements of their selected institutions and programmes. The HKPFS 2011/12 will call for applications on 6 September 2010. Online Application HKPF Applicants 4. Applicants who wish to apply for HKPF Scheme through The University of Hong Kong must quote the reference number allocated by RGC. Before submitting full application to the University, HKPF applicants should file an initial application to the RGC via the HKPFS electronic system to obtain a reference number on or before December 1, 2010. 5. HKPF applicants are also required to provide additional information in the Online Application System for the Selection Panel's evaluation. Payment of Application Fees 6. The application fee is HK$150 for payment online by VISA or MASTERCARD. To encourage applicants to settle application fees online, concession will be given to online payment by credit card starting from October 1, 2010. HK$150 will be charged for online payment by credit card and HK$400 will be charged for payment by other means. Application fees are non-refundable. 7. Your application can be submitted only upon authorized payment of the non-refundable application fees and the supporting documents can be uploaded after successful submission of application. Applicants who make payment online will have the benefit of automatic notification of authorized payment sent direct to the Graduate School. Applicants who make payment by other means need to send the original proof of payment to the Graduate School as soon as possible and within four weeks. Completing Online Application 8. To submit your application online, please create an account first by clicking the "Create Account" button below. After successful creation of an account, you will be able to access the online application form. You do not need to input all information required in one go. You may save the inputted details and log off any time; and fill in the other details later by logging in again with your username and password. Please click here for an overview of the system. 9. The system will automatically log you out if it is idle for 20 minutes. All unsaved data will be lost. Please remember to save your data from time to time. 10. The maximum time allowed for you to fill in the online application form is 4 weeks. If you do not submit your application within 4 weeks after creation of your account, your account and all information entered will be deleted from the system. 11. Once your application has been submitted, you will NOT be able to change/view your application details online. Applicants are strongly advised to check their application details carefully and keep a record of their application information before online application fees payment. 12. After your application has been submitted and the online payment of application fee has been settled, an acknowledgement message with your application number will be shown. For applicants who settle the application fee by means other than online payment, an acknowledgement email will be sent after the payment/original payment proof is received.
