The objective of making European vocational education and training globally competitive and attractive has put teachers, trainers and leaders in vocational education and training in the spotlight. As ET 2020 emphasizes, there is a need to ensure high quality teaching, to provide adequate initial teacher education, continuous professional development for teachers and trainers, and to make teaching an attractive career -choice. The proposed project aims to promote the general aim of the Life- Long -Learning program which aims at to help improve the quality, attractiveness and accessibility of the opportunities for lifelong learning available within Member States. The elaboration of NQAVET guidelines for VET-institutes will promote and facilitate joint use of the European Quality Assurance Reference Framework for VET. The proposed project National approach toward EQAVET addresses one of the major problems regarding elaborated Quality models and methodologies for VET within the framework of LLP-program, namely the difficulty to broaden and make the results national. In most cases the elaborated quality model or approach is confined in a limited number of providers (the project partnership organisations) or at the best case at regional level. Very seldom they find their way to a national level in order to be disseminated and used by a wide range of providers in the countries of project partners. Considering that some of these projects are nominated as best practise by European Union network for Quality Assurance in Lifelong Learning with a Focus on Vocational Education and Training and Adult Education QALLL network, they still miss to get approval at national level in EU-countries. According to QALLL here are about 39 projects which are recommended as good practises. Looking at all the other 39 projects, the majority of these projects experiences find it difficult to be mainstreamed because of lack of inclusion of national authorities and thereby the needed legitimacy. Since any quality initiative by provider is also used as argument for accountability for efficient management of public funds, the providers tend to spend most of its resources on so-called recognised quality certificates like ISO, TQM, Investors in People or likewise. Given that EU-projects on Quality in VET are addressing mostly for providers, important issue, they fail to get a wider audience among providers since they do not act within a so called legitimate environment. In order to remove this barrier, national agencies have to develop guidelines for QA in VET with reference to EQAVET. There is a need to find ways of using/spreading the energy and ideas from Leonardo and Grundtvig projects and VET providers directly to regional and national authorities and again back from them to all VET providers either as inspiration or as a clear recommendation/regulation for the QA at provider level. Our project will pilot and test ways to disseminate and implement the tool, instruments and ideas developed in many Leonardo and Grundtvig project in a broader regional and national scale. This will add value directly to the developed projects and gives ways for adding value to the next generations of projects. Description: The goal of the project is to increase transparency in European VET by enhancing development of National Quality Guidelines/recommendations and approaches for VET (NQAVET) for provider level based on EQAVET 2

Information sur le projet The aims of the project are to: 1. Develop national guidelines/recommendations regarding Quality in VET based on EQAVET in 4 pilot EU countries by national and regional authorities by a) adapting and/or developing an approach to the EQAVET Recommendation which is fit for purpose and tailored to national needs and requirements, promoting the development of a culture of quality improvement b) elaborating adequate operational measures to implement the EQAVET recommendation and developing national Quality Assurance Frameworks (NQAF) for VET 2. Elaborate recommendation for VET authorities (national/regional) in other member states based on experiences from above pilots for supporting them in their effort for development of their own national Quality guidelines/recommendation for VET based on EQAVET. The functionality of elaborated NQAF based on EQAVET and recommendation to other member state: 1. Since the VET responsibility is structured differently in EU-countries, the project consortium will consist of national and regional VET authorities how are responsible for big, medium and small VET providers and experts directly involved and with long experiences in EQAVETdevelopment. The work will be focused on research concerning expression of EQAVET within national standards. 2. Based on the above work, the partnership will elaborate a practical manual /recommendation for VET-authorities in other countries regarding a. Experiences of work procedures to achieve NQAF based on EQAVET b.
