Aim and Scope ARTICLE 1. a) This senate regulations regulates general and special application provisions related with applications to graduate programs given in Isık University, acceptance, registration, examinations and evaluations in accordance with Isık University Graduate Education Regulations and Graduate Education Regulations prepared by Interuniversity Board as required by Article 65 of Law No 2547. b) Graduate Education is paid education in Isık University. Education fee may not be taken totally or partially from the students who have scholarship from Isık University. Acceptance ARTICLE 2. a) Applications to the graduate programs are made twice a year for programs to be started at fall and spring semesters. Isık University Rectorship announces programs to be opened, capacities, application and acceptance requirements and required documents, application, interview and registration dates, application and education fees, electronically and via other ways. b) Applications to the graduate programs are made to Registrar s Office at the dates announced. Students discharged from any of the graduate programs of Isık University can not apply for these programs. Individuals working at Isık University can not be a student of Isık University Graduate Programs. c) Students can apply 2 different graduate programs found in the same or different institutes. For each application separate fees are paid. If a student applied to more than one programs, the original documents are kept in Registrar s Office, approved copies are transferred to the departments through institutes. The principles which undergraduate and/or graduate program that the students can apply is prepared by the departments. d) Students applying to graduate programs are asked to report that their level of foreign language is appropriate, except the exemption determined in Article 2f of Isık University Graduate Education Regulations. The documents accepted by Isık University and bottom scores: 70 for UDS, 550 for TEFL (old), 213 for TOEFL (new) and 4.5 for TOEFL Writing Test and 7 for IELTS (for each section). Students not having any of the documents are considered as successful if they pass the language examination performed by Isık University. Students who are not successful in foreign language examination are given a right to register the program and these students should give the results of the examinations above or should pass the examination of Isık University in 1 year after acceptance. This 1 year is not included in the legal period of graduate program. e) If these students register to English Preparation classes of Isık University, they can use their student rights. At the end of the 1 year period, the ones not presenting the document mentioned above or unsuccessful in English Proficiency Examination of Isık University are discharged. f) Students applying graduate programs should have at least 45 points from Graduate Education Entrance exam (LES) performed by Student Selection and Placement Center (OSYM) or at least 450 points from GMAT or 610 points from GRE; departments can increase these points related with their graduate programs. g) Fourth year students of any higher education institute or individuals having undergraduate degree can apply to the graduate programs. A student not having undergraduate degree at the date of application is conditionally accepted to the graduate program. Final acceptance is taken only after giving graduate degree document or diploma, transcript showing the courses taken to Registrar s Office at the dates announced.
g) For acceptance to graduate programs, documents below are required for application: Undergraduate certificate /diploma or document showing that the student is graduated. For students at the last year of their undergraduate degree, original transcript showing courses taken and GPA. Original transcript showing courses taken in undergraduate studies, grades of those courses and GPA. Original Graduate Education Entrance Exam (LES) or GMAT or GRE score document. For foreign students and students who are Turkish Citizen but living abroad, GMAT and GRE may be accepted. 2 reference letters (at least one of the reference letter should be written by the instructor who the students had taken a course from or had studied together). Completely filled application form (Students order graduate programs to be applied in the application form.) A documents showing that the application fee was paid. Document showing English level (if present). h) Applicants to be able to apply doctoral programs should have graduate or undergraduate degree. Applicants having only undergraduate degree should have GPA of at least 3.25/4.00 to apply doctoral programs i) For acceptance to doctoral programs, documents below are required for application: Graduate certificate / diploma or a document showing that the student is graduated. Graduate degree certificate / diploma for the ones applying to doctoral programs after undergraduate degree. Original transcript showing courses taken in undergraduate and graduate studies, grades of those courses and GPA. Original Graduate Education Entrance Exam (LES) or GMAT or GRE score document. For foreign students and students who are Turkish Citizen but living abroad, GMAT and GRE may be accepted. 2 reference letters (at least one of the reference letter should be written by the instructor who the students had taken a course from or had studied together in undergraduate or graduate studies). Completely filled application form (Students order doctoral programs to be applied in the application form.) Intention letter explaining why the students want to study PhD in one page. A documents showing that the application fee was paid. Document showing English level (if present). j) Application folders of the students are examined by the related institute and it is transferred to the Program acceptance commission through departments. For applicants of graduate and doctoral programs LES score affects total scores at a ratio of 50%. k) If necessary, applicants of graduate programs are taken into interviews by program acceptance commission.
The commission orders the students by considering the content of the application file and whether the student has background appropriate for the program. In condition not to exceed the capacity announced, it decides which students are suitable for acceptance, together with their fill-ins. Program acceptance commission does not have to fill the capacity announced. The list is transferred to the institute by the department and announced with the approval of the administrative board of the institute. Students accepted to the program register in the period announced. If the total number of the students registered is lower than the capacity, additional acceptance list is not announced. Fill-in students (if present) are allowed to register. l) Applicant of doctoral programs are taken in interviews or written scientific examination by Program Acceptance Commission. The commission orders the students by considering the result of the examination, the content of the application file and whether the student has background appropriate for the program. In condition not to exceed the capacity announced, it decides which students are suitable for acceptance, together with their fill-ins. In order to finalize acceptance period, possible advisor should be decided. Program acceptance commission does not have to fill the capacity announced. The list is transferred to the institute by the department and announced with the approval of the administrative board of the institute. Students accepted to the program register in the period announced. If the total number of the students registered is lower than the capacity, additional acceptance list is not announced. Fill-in students (if present) are allowed to register. Student Acceptance to Scientific Preparation Programs ARTICLE 3. Must undergraduate courses taken in the scientific preparation programs are determined by Administrative Board of the Institute with the suggestion of departments and announced to the students. Acceptance of Special Students ARTICLE 4. a) Students taking courses as a special student are subjected to the rules same as other graduate degree students in terms of attendance to the classes, semester studies, examinations, evaluations and success. b) Students desiring to take course for more than one semester as a special student should renew their application and registrations at the beginning of each semester. c) Special students can not make thesis studies. d) Special students should also meet the condition determined in Article 2d in terms of foreign language. e) In the case of acceptance to a graduate program of Isık University, maximum 3 courses taken as a special students are included in official transcripts with their credits and grades. Acceptance Through Transfer ARTICLE 5. a) Students wanting to be transferred, should present required documents to Registrar s Offfice 1 month before the registration dates determined in the academic calendar. b) Students applying for transfer should also meet the condition determined in Article 2d in terms of foreign language c) Students transferred to a doctoral program of Isık University should take doctoral proficiency exam from the department transferred.
d) Transfer applications are examined by related Program Acceptance Commissions. Suggestions of Program Acceptance Commission are finalized by the opinion of related department and the decision of Administrative board of the Institute. e) Transfer credit maximum half of the course load of the program can be given in graduate transfers. Registration to Graduate Programs ARTICLE 6. a) Applicants having right to register graduate programs applied apply to Registrar s office with documents announced at the dates announced. Finalized registration of the applicant is performed only after delivering the required documents. If the applicant does not perform finalized registration in time, he/she loses the right of graduate education. b) Semester registrations are performed at the beginning of the semesters at the dates announced in the academic calendar. For this, fees of the semester should be paid. Students who do not register for sequential 2 semesters are dismissed. For students who are not able to register at dates determined in academic calendar, provisions of Isık University Education Regulations are applied. No registration process is performed after the late registration dates. Exam and Evaluation ARTICLE 7. a) In graduate programs, instructor of the course in subject should determine and announce type and number of the semester projects, requirements to enter final exams, ratio of semester projects and final exam in final grades 1 week before the beginning of the semester. b) Depending on the desire of the instructor giving the course and qualification of the course, a project can be considered instead of final exam, if it is announced at the beginning of the semester. c) For students who are not able to enter midterm exams during the semester because of an excuse accepted by the instructor, excuse examination can be given. Applications of the students who are not able to enter final exams, applications of the students are evaluated by excuse commission. d) More than 2 final exams can not be given to a student. e) Instructors can not change the date and hour of final exams without taking approvals of related institute and administrative board of the university. f) Exam papers of final exams are kept for 2 years after exams given and they are destroyed after these 2 years. g) Instructors of the graduate courses determine the attendance requirements and announce. Students not meeting attendance requirements fail the course. h) Students registered to graduate programs or doctoral programs should give a seminar before delivering their thesis. The student presents studies performed in the thesis. Time for seminar is 50 minutes. The responsibility of announcing the seminar belongs to the department. Thesis advisors should attend the seminars. Approved announcement by the related department is delivered to the institute to be used as a report. i) For each course students take, they will be given one of the letter grades listed below by the instructor of the course as the end of term course grade:

Students receiving a letter grade of (I) must complete the missing class requirements within 15 days after the grade has been sent to the Registrar. Otherwise, the (I) grade will automatically become F. In case of prolonged illness or similar situations, this period can be extended until the beginning of registration for the next semester upon recommendation of the Department and subject to approval of the Administrative Committee of the Graduate School. When I letter is used for thesis, this grade turns into F, if the studies are not completed at the end of the legal period given. j) Oone of the following grades are given each year to the students for their non-credit courses and thesis/semester projects by the instructor and thesis advisor, respectively: P letter is given to successful students in non-credit courses F letter is given to un-successful students in credit courses. TP letters is given to the students performing their thesis/semester projects and who will continue next semester F letter is given to unsuccessful students in their thesis studies P letter is given to the students who completed their thesis/semester projects successfully. P, TP and F letters are not included to the average calculations. k) Students having 2 F s consecutively or 3 F s at total are dismissed from Isık University. l) In the calculation of GPA, the last grades of the courses repeated are included. All of the courses registered by the students is included in the transcript. m) Correction of the possible mistake in the grades announced is finalized by Administration board of the Institute upon the application of related instructor. n) The courses having grades of BB or more can not be repeated in Graduate Programs. ARTICLE 8. a) Transfer between the thesis and non-thesis graduate program given in Isık University, is possible in condition that general time limitations for graduate programs are applied. Transfers between the thesis and non-thesis graduate program is performed with the approval of the department and the decision of Institute Administrative Board. Students accepted to thesis programs with comp lete scholarship can not transfer to non-thesis programs. For a student registered in non-thesis graduate program to be transferred to thesis graduate program, applications in the first three semesters, at least GPA of 3.00/4.00 and acceptance of one instructor to be thesis advisor are necessary. b) The education program to be performed for each graduate program given in Isık University is determined with a suggestion of the related department, approval of institute committee and decision of senate. Must and elective courses in graduate program and their credits are announced electronically by the institutes for thesis and non-thesis programs separately. ARTICLE 9. a) A student in non-thesis graduate program should write the results obtained in the semester project in accordance with spelling rules determined by Thesis Writing Guide accepted by Isık University Senate and should present orally in front of a committee determined by the department. b) Committee of the semester project is authorized by approval of the institute. The committee includes 3 instroctors one of whom is the advisor of the student. c) Presentation of the semester projects should be performed in a week before the final examinations at the earliest and in a week following the final examinations at the latest. d) After completion of semester project presentations, the committee makes a decision of accepted or correction or refusal. This decision is reported to the institute by the department in 3 days following the presentation. A student of whom the project is refused is dismissed from Isık University. Students having correction decision should perform the correction and present the project to the same comm ittee in 3 months. At the end of this presentation, students having refusal decisions are dismissed from Isık University. Doctoral Program ARTICLE 10. a) At least four courses of the courses to be taken by the student should be the ones given by related graduate program. b) Doctoral Proficiency Examination Committee is determined by suggestions of related doctoral proficiency committee and the department and by the decision of Institute Administrative Board. c) The fields and the courses from which the students will be responsible in their doctoral proficiency examination are announced by related doctoral proficiency committee. d) Date and place of doctoral proficiency examination is informed to the institute 15 days before the date of examination by the related department and announced by the Institute. e) To be an advisor for doctoral thesis, it is necessary to be an advisor of completed graduate thesis, i t is necessary to publish at least one international paper for Social Sciences Institute.
Finalization of Doctoral Thesis ARTICLE 11. a) For graduation of PhD students of Applied Sciences, at least one paper should be required to be accepted or published in the journals found in the list of Science Citation Index Expanded b) Doctoral thesis given to the related institute is kept opened for examination by individuals who want for 12 days. This period is announced by the institute. If there are written opinions about the thesis in this period, these opinions is notified to Doctoral Thesis Committee by the Institute in written. Students not completing the doctoral program ARTICLE 12. For students who completed at least 7 courses given in the doctoral program registered, however could not complete the program because of any reason, it is possible to adjust the student to a graduate program with the approval of the department and Administrative Board of the Institute. By taking the suggestion of the department, which courses will be counted and how many semesters will be include in the graduate program are determined in the decision of Administrative Board of the Institute. Allowance ARTICLE 13. a) Freeze registration is free of charge for graduate students. b) In cases other than the cases about allowances of graduate students determined in this Seante Regulations, provisions of Isık University Under Graduate Education Regulations are applied. Other Provisions not found in Senate Regulations ARTICLE 13. For other provisions not defined in Isık University Graduate Education Regulations or in this Senate Regulations, Isık University Undergraduate Education Regulations are applied. Validity ARTICLE 14. This Senate Regulations is executed starting from the students accepted to Isık University in 2005-2006 Academic Year and 2005-2006 Academic Year. Execution Artıcle 15. These regulations are implemented by the President of Isık University.
