3 Introduction The purpose of this handbook is to provide you with guidelines for the Industrial Engineering graduate program and to inform you of the various policies and regulations. This document is complementary to but does not replace the Graduate Regulations of the Institute of Science and Engineering (Bilkent Üniversitesi Mühendislik ve Fen Bilimleri Enstitüsü Lisansüstü Eğitim Öğretim Yönetmeliği). The Graduate Regulations are available at: Please get familiar with all the information available in this document. When in doubt, please refer to Graduate Regulations of the Institute for clarification. If still in doubt, please see chair Prof. İhsan Sabuncuoğlu. Objective The overall objective of the program is to conduct fundamental research in industrial engineering and operations research in accordance with scientific and technological developments, and to provide the students with a strong analytical basis for innovative applications and advanced theoretical work. The primary research is focused on modeling and optimization, stochastic systems and statistics, with a wide range of applications in manufacturing, production, scheduling and logistics. 4 Application and Admission to the Degree Programs The Department offers M.S. and Ph.D. degrees. M.S. Program Applicants must have a B.S. or B.A. degree in engineering, science, or a related field. Admissions are granted to qualifying individuals based on their performance in their previous schooling, ALES or GRE scores, reference letters, statements of purpose, results of the interview, and the availability of a faculty member who is willing to supervise the applicant's thesis. Scholarships and financial aid are available for qualifying applicants. Admission to the M.S. program may be granted in the following ways: 1) Direct admission 2) Admission to the Deficiency Program Direct admission is granted to qualifying applicants who have completed their B.S. or B.A. degrees in industrial engineering or a closely related field such as operations research, systems engineering, manufacturing engineering, and the like. Admission to the Deficiency Program is granted to qualifying applicants whose B.S. or B.A. degrees are in fields other than industrial engineering (or any of the closely related fields mentioned in the above paragraph). If admitted to the deficiency program, students are required to take at most two semesters of courses from the IE undergraduate program as recommended by the Department. Attendance as a special student to graduate courses is also possible under special circumstances. The application package consists of an application form, transcripts, ALES scores for Turkish and GRE scores for international applicants, proof of proficiency in English (e.g. TOEFL score), two letters of reference (names of two faculty members from the department are sufficient for Bilkent IE graduates), a statement of purpose, and other materials that may additionally be required by the Institute. Applicants will be called for an interview subsequent to the application deadline. The deadline for submission of the application package is normally the first week of June. The application forms are obtained from the Institute of Engineering and Science. Bilkent IE Department also encourages early applications for the graduate programs usually in March. 5 Doctor of Philosophy (Direct) This option is offered to promising applicants upon the completion of a B.S. or B.A. degree in a relevant field. Application criteria and procedure for direct admission to the Ph.D. program are the same as those of the M.S. program but the admission criteria are up scaled. Doctor of Philosophy (with M.S. or M.A. degree) Applicants must have an M.S. or M.A. degree in a relevant field. All other admission requirements are the same as those of the M.S. program. For the exact deadlines and information regarding the graduate programs please refer to the web sites of Institute ( and/or Department. Degree Requirements Master of Science The M.S. degree requires the completion of at least 24 credit units of graduate coursework (8 graduate courses and a seminar course) and a successful defense of a thesis. The normal duration of M.S. study is 4 semesters (excluding the time spent in the deficiency program). Doctor of Philosophy (Direct) Students who are admitted to the Ph.D. program with an undergraduate degree (direct Ph.D. students) are required to complete at least 48 credit units of graduate coursework (16 graduate courses and two seminar courses), pass a qualifying examination, and prepare and successfully defend a dissertation based on original research. The qualifying exam must be passed within the first 5 semesters of entry into the program. The required coursework must be completed within the first 6 semesters. The normal duration for the direct Ph.D. program is 10 semesters (excluding the time spent in deficiency program). Under special circumstances, the Institute may grant up to 4 semesters of extension. Doctor of Philosophy (with M.S. or M.A. degree) Students who are admitted to the Ph.D. program with an M.S. or M.A. degree are required to complete at least 24 credit units of graduate coursework beyond the M.S. degree (8 graduate courses and a seminar course), pass a qualifying examination, and prepare and successfully defend a dissertation based on original research. The qualifying exam must be passed within the first 3 semesters of entry into the program. The required coursework must be completed within the first 4 semesters. The normal duration for this program is 8 semesters (excluding the time spent in deficiency program). Under special circumstances, the Institute may grant up to 4 semesters of extension. 5

7 Please refer to for details on course descriptions and for semester specific course offerings: Deficiency Program Graduate students accepted to the deficiency program are required to take one or two semesters of courses, as necessary, from the undergraduate IE program. The courses to be taken are decided by the Graduate Committee and approved by the Institute. Time spent in the deficiency program cannot exceed two semesters and will not count within the normal duration of the specific graduate program it precedes. With the Department s permission and the Institute s approval, some graduate courses may also be taken in the deficiency program, in which case, these courses will count towards degree requirements. The student must have a CGPA of at least 3.00 and not receive an F grade in any of the courses taken during the deficiency program. Regulations Switching Degree Programs An M.S. student with a minimum GPA of 3.00 may switch to the (direct) Ph.D. program before the end of his/her third semester. A student in the direct Ph.D. program may switch to the M.S. program before the end of his/her fourth semester. A switch between programs is possible only with the approval of the Institute. To approve a change of programs, the Institute seeks a written justification from the advisor as well as the consent and recommendation of the Department. Time Extensions Upon the completion of the required coursework, extensions may be granted by the Institute under those circumstances that may require additional time for the completion of a dissertation or a thesis. At most 2 semesters of extension is granted for the M.S. program and at most 4 semesters of extension is granted for the Ph.D. program. 7

8 A program extension is possible only with the approval of the Institute, in which case the Institute seeks a written justification from the advisor as well as the consent and recommendation of the Department. Leave of Absence Upon the approval of the Department and the Institute, a student may take leave of absence up to 4 semesters (at most 2 consecutive semesters at a time). Semesters in leave of absence do not count within the duration of the program. Satisfactory Academic Performance The passing (satisfactory) grade for a course is C for M.S. students and B for Ph.D. students. A course with an unsatisfactory grade must be repeated. Additionally, for satisfactory performance, the semester GPAs must be at least 2.5 and 3.0 for M.S. and Ph.D. students, respectively. A student having a GPA below the required level for satisfactory performance is held under probation status for that semester. Students with two consecutive probation semesters are dismissed from the program. The students must have a cumulative GPA of at least 3.00 in the required coursework of their programs before the time limit to complete the courses. Qualifying Exam For a student to be eligible to take the qualifying exam, he/she should provide proof of proficiency in English. (See for minimum score requirements in approved tests). The qualifying exam is administered by a jury of five faculty proposed by the department chair and approved by the Institute. The qualifying exam consists of a written and an oral part. The first part of the written exam is to assess the proficiency in the core courses IE500, IE505, IE523, IE521, and one of IE513/IE518/IE614 (based on the choice of the candidate). The students will be provided with a list of suggested books and their related chapters. In the second part of the written exam, the candidate is required to answer two questions from a list of questions related to the IE electives taken by him/her. The candidate is expected to perform satisfactorily in both parts of the written exam. The jury may grant a second chance to a candidate whose performance is found unsatisfactory. Students who have passed the written exam take the oral part within the 6 weeks following the written exam. The oral exam committee must include a jury member from outside the IE Department. In the oral part of the qualifying exam the student is expected to present and discuss an article assigned by the exam committee. The 8

9 aim is to assess the in depth understanding of the scientific research methods and perspectives. Questions from the course material may also be asked. A student with unsatisfactory performance in the oral exam may be granted a second chance. Thesis/Dissertation Advisor Each student in the graduate program is assigned to a faculty member who will guide the student through the program as well as supervise his/her thesis or dissertation. The initial assignment is primarily based on shared research interests between the faculty member and the student as well as willingness for collaborative work. It is possible to change the advisor later if such a need arises. In such cases, the Graduate Committee and the department chair may ask for a justification. M.S. Thesis An M.S. student who has completed his/her thesis work must defend the thesis. The jury consists of 3 or 5 faculty members. One of the members should be the advisor and one should be from outside the IE Department. The jury may find the thesis satisfactory or may reject the thesis. The jury may also ask for a revision in which case the revised thesis must be defended in front of the same jury within 3 months. Ph.D. Thesis Progress Committee and Defense Within a month of passing the qualifying exam, a committee is formed to monitor the progress of the thesis upon the recommendation of the department chair and the approval of the Institute. This committee has 3 members, the thesis advisor, a faculty from the IE department who works in a related field and a faculty outside the IE department. The committee meets twice a year, one in each of the periods January-June and July-December. The student reports his/her progress thus far and presents a work plan for the subsequent year. The committee finds the progress either satisfactory or unsatisfactory. The student is dismissed from the program if his/her progress is found unsatisfactory either for two consecutive semesters or for three non-consecutive semesters. Prior to defending a thesis, the student must have a letter of acceptance for a paper he/she has authored or co-authored in industrial engineering in an ISI (Science Citation Index) journal. A Ph.D. student who has completed his/her dissertation work must defend the dissertation in front of a jury consisting of 5 primary and 2 substitute members. 3 of the jury members are from the thesis progress committee. One of the primary and one of the substitute members must be from outside the university. Additionally, one primary member must be from outside the IE Department. 9

10 The jury may find the dissertation satisfactory or may reject it. The jury may also ask for a revision in which case the revised dissertation must be defended in front of the same jury within 6 months. IE 600 Summer Research: Students starting to direct Ph.D. program are required to fulfill the summer research requirement in the first summer after enrollment. In the following Fall semester, the students must register to the non-credit IE 600 course. This course is coordinated by a faculty member. Each student works on a research project under the supervision of a faculty member chosen by the student upon mutual agreement. The results of the study are compiled as a research report, which is submitted to the course coordinator during the fifth week of the fall semester. The report is evaluated by a committee of three members composed of the coordinator, the supervisor of the research and a third faculty determined by the coordinator. The evaluation may result in a Satisfactory (S) or an Unsatisfactory (U) grade. If U is received the course should be repeated. Financial Aid There are two main types of financial aid given on the basis of academic merit in the program. Tuition waiver: The student is exempt from paying the yearly tuition. Scholarship: This includes tuition waiver and provides a monthly stipend based on academic achievements. Scholarship students are also provided with health insurance. The scholarship status of a student can change based on the performance evaluation of the student by the Graduate Committee. A student on financial aid (tuition waiver or scholarship) is expected to perform assistantship duties for the department. Assistantship A student on financial aid is expected to contribute to departmental affairs including teaching assistantship (TA) and/or department assistantship. Typical TA duties include conductions of recitations, labs; preparation and grading of quizzes and homework, projects etc.; and proctoring exams. Department assistantships (DA) may include duties regarding the conferences, project fairs, computer labs etc. TA s are expected to see the instructors of the courses that they are assigned as soon as such assignments are announced and learn about the specifics of their duties. The duties of the DA s are specified by the department chair or a faculty in charge of a particular task. All TA s and DA s are expected to be punctual, responsible, cooperative and participative in their duties. 10

11 Housing Scholarship students are provided with free on-campus housing. There are limited spaces available in housing units (lojman) that are allocated on an availability basis. Additional spaces from the dormitories are provided as necessary. Offices Every student is provided with an office space in a shared office within the department. In a typical office, there are at least 4 students. Therefore, creating a serene work environment is essential. This is only possible with a joint effort on the students side. Please avoid having guests in the offices for more than 5 or 10 minutes to respect the studying rights of your office-mates in a quiet environment. Please also avoid long phone calls, loud music etc. in the office environment. Computing Facilities Upon registration, every student gets a university mail account at the very beginning of his/her first semester to use the university computing facilities and to effectively communicate with the department/university. Students are expected to acquire an account immediately and check their s frequently since is the major means of communication for all duties and departmental affairs. All the graduate offices are equipped with a number of PCs. The PCs in the offices are for shared use by the office occupants. Please be considerate of others in using your office computers. For computer related problems, initial reporting must be done by to Emre Uzun (emreu@bilkent.edu.tr), Utku Guruşçu (utku@bilkent.edu.tr) and carbon copied to Asst. Prof. Gökbayrak (the faculty member in charge of the departmental computing facilities kgokbayr@bilkent.edu.tr) as well as to Prof. Sabuncuoğlu (sabun@bilkent.edu.tr). If the problem can not be handled within the department, BCC services will be called for. 11

12 Job description of computer assistants: 1) Ordering computers and computer-related hardware (Hard disc, RAM, CD, Graphics card...etc.) 2) Sending the computer to BCC Technical Service for hardware issues (new installations, failures, etc.) and following up on the service status. 3) Installing and configuring the following software: - Operating system (Windows XP Professional) - Office Programs (Word, Excel Powerpoint) - Antivirus Programs (Norton AntiVirus 2003 Professional) - Adobe Acrobat.
