Coaching Scotland 2011-2015 A framework for sports coaching in Scotland

Introduction Welcome to Coaching Scotland 2011-2015 a framework for sports coaching in Scotland. This framework builds upon our previous strategy, Coaching Scotland 2005, and is intended to help sportscotland and our key partners create more and better coaches in Scotland. It is a reference point for coaching in Scotland based on the five strategic action areas outlined in the UK Coaching Framework (coaching model, front-line coaching, support for coaches, a professionally regulated vocation, research and development). Our commitment is to ensure that we meet the needs of all people new and existing participants and coaches across all equity groups (including age, disability, gender, gender reassignment, race, religion and belief, and sexual orientation). We are committed to ethical, inclusive and equitable sport and will ensure that these considerations are embedded throughout all aspects of this framework, as well as through activities to deliver on specific needs. Coaching Scotland 2011-2015 focuses on coaches, tutors and mentors, both paid and voluntary. It outlines a commitment to investment and partnership working to meet shared outcomes in relation to coaching. Its purpose is to provide focus and a reference point for the sector, and to support integration and joint working. Collectively, we want to ensure that coaching in Scotland has maximum impact on individual participants and the nation as a whole from engaging inactive children and adults, to enabling medal success in 2014 and beyond. The role of coaches and coaching in increasing participation, improving performance and achieving success is paramount. At sportscotland, we want: to see more people throughout Scotland enjoying and benefiting from quality sporting experiences which allow and motivate them to maximise the health and social benefits of participating in and developing their skills in sport. We also recognise the positive economic impact of sport and sports coaching more coaches in Scotland to enjoy and strengthen the impact of what they do for other people to enhance the education, knowledge and skills of coaches and participants. We believe that a more skilled and sustainable coaching workforce will contribute to a prosperous, vibrant, ambitious and strong nation with sport at its heart coaching to be valued by more people in Scotland and for our coaches and coaching system to be world renowned.

Delivering sportscotland priorities This section outlines the specific actions required to deliver sportscotland priorities and meet our collective outcomes. The coaching model in Scotland By leading on the development of coaching in Scotland, sportscotland and our key partners will collectively provide clear strategic direction for coaching, strengthen links between the player and coach pathways, and ensure a planned approach to the education, development and deployment of coaches in Scotland. Front-line coaching Together we will focus on recruiting and retaining quality coaches, recognising and rewarding their success. We will strengthen the link between coaches achieving qualifications and being deployed. We will actively engage with our partners to inspire existing coaches to commit to and develop longer term within their chosen sport, and support and motivate the next generation of coaches. Support for coaches It is crucial to the delivery of sport and the achievement of success that we retain and develop our best coaches. To help with this, we will provide a range of education and development opportunities for coaches at all stages of the pathway. We will focus on growing Scottish talent at the highest level of coaching. A professionally regulated vocation To ensure the ongoing quality and retention of our coaches, exploration and clarification around registration and licensing is a priority. We want to see more full and part-time paid coaches delivering sport and we will continue to raise the profile of coaching and coaches throughout Scotland. Research and development To ensure the continual development and targeted support of coaches we need to understand the supply and demand for coaching, the impact of coaches on participation and on coaching, and we need to understand what works. We will commit to utilising this evidence to make effective decisions for coaching and sport.

Actions 2011-2015 sportscotland will: provide guidance and expertise to support national and local partners in the establishment of strategic priorities for coaching support national and local partners in planning for the recruitment, retention and development of coaches produce and communicate annual coaching priorities to support the development and delivery of national outcomes work with home countries, sports coach UK (SCUK) and UK Sport to share good practice and to influence and support the development of UK led initiatives in Scotland devise and utilise a coaching scorecard planning tool to support partners in the progression of coach education and development play a strategic planning role with national organisations to support understanding of the coaching landscape in Scotland and agree common and consistent outcomes Actions 2011-2015 sportscotland will: support employers and deployers of sports coaching in the effective deployment of coaches in Scotland support the creation and application of minimum standards for coach deployment in Scotland lead the education and development of tutors and national trainers in Scotland support the embedding of disability inclusion across coach education, development and delivery and work with partners to ensure targeted support is in place support young people in the transition from leadership to sports coaching through school, community sport and sporting pathways establish appropriate recognition and reward opportunities for coaches work with national and local organisations to inspire young people and current athletes to become coaches of the future understand and support the role of coaches and coaching in engaging inactive populations Actions 2011-2015 sportscotland will: work in partnership to develop continuous professional development (CPD) opportunities for coaches and tutors at each stage of the coaching pathway, from engaging new participants to performance sport establish and lead on a clear approach to mentoring in Scotland, to underpin and support the development of sports coaches create a pathway for national trainers and tutors to engage in and develop through sport support sports in the development of the UK Coaching Certificate (UKCC) endorsed qualification, its application and ongoing delivery within the UK sporting landscape support sports without UKCC endorsed qualification, in the development of education and CPD opportunities within their sport work with SkillsActive and other partners to identify and address industry workforce needs and standards work with local and national partners to ensure coaching is an attractive vocation for prospective coaches support sports clubs in the recruitment, retention and development of coaches Actions 2011-2015 sportscotland will: lead a feasibility study of registration and licensing in Scotland (in the context of UK developments, where relevant) advocate the use of registration and licensing schemes where appropriate support Scottish governing bodies (SGBs) with registration and licensing schemes to continually develop, communicate and quality assure coaches delivering through their sport support national and local partners to collate and manage accurate data about the active coaching workforce investigate the feasibility of sharing coach data across partners create an annual communications plan focused on raising the profile of coaching and coaches in Scotland work with partners to influence the creation of more full-time and part-time paid coaching positions Actions 2011-2015 sportscotland will: continuously review, develop and communicate the knowledge base on coaching, including: - understanding coaching reach and varied participant needs (including disability) - an overview of the number, quality and deployment of coaches - monitoring and evaluating the impact of investments and programmes aimed at developing and deploying coaches - demonstrating the added value of coaches and coaching in Scotland make use of research, monitoring and evaluation findings to plan effectively, ensuring decisions regarding the coaching workforce are evidence based produce an audit of coaching related information and make it available to our partners work with SCUK and other partners to progress workforce auditing and planning where required support national partners in their understanding of the coaching landscape in Scotland, identifying key gaps and opportunities for joint working

Working nationally through partners, produce and communicate a high level view of coaching which is comprehensive, inclusive and evidence based devise and implement a coaching strategy which clearly outlines an evidence based player and coach pathway Working nationally in partnership, establish and implement effective mechanisms, linked to participant pathways (and needs) to recruit and retain coaches work in partnership to manage and continuously improve the development and deployment of active and qualified coaches at national, regional and local levels clarify the role of front-line coaching in school sport work in partnership with colleges and universities to support continuous professional development (CPD)opportunities for coaches create and support opportunities to showcase Scottish coaches understand both the player and coach participant pathway and support the application of this within the area, ensuring communication with, and consideration of, the needs of partners produce regional coaching priorities in partnership with SGBs, agreeing clear objectives and outcomes establish regional coaching forums to include key personnel from all relevant sectors to lead and drive coach education and development in the area have in place, and communicate, clear mechanisms for supporting the development of coaches and coaching through the education sector work in partnership with schools and community sport personnel to support the education, development and deployment of coaches support the communication and application of minimum standards of deployment within the area support the pathway for young people from school based leadership into qualification and active deployment in sports coaching develop innovative approaches to the recruitment and retention of coaches in the area establish appropriate needs based CPD for school and community based staff develop regional opportunities to recognise and reward local coaches Working nationally offer a comprehensive programme of qualifications, workshops, CPD opportunities and mentoring to meet the different learning styles of coaches, including performance coaches lead the evolution, endorsement and implementation of qualifications and other coach education opportunities within sport commit to ongoing qualification syllabus development, working with colleges and universities where appropriate lead the technical development of quality assured CPD opportunities implement a comprehensive qualification/cpd development programme for tutors and mentors Working nationally work with partners to support a feasibility study on the registration and licensing of coaches, potentially leading to a scheme which supports, protects and regulates the deployment of voluntary and paid coaches implement a coordinated programme of communication activities which will raise the profile of coaching and demonstrate the value and importance of coaches and their role to target audiences work with SGBs, colleges and universities to support ongoing CPD and mentoring opportunities for the development of local, regional and national level coaches, PE teachers, tutors and mentors within the area establish development programmes based on the needs of sports at a regional and local level, and based on the needs of employers and deployers of sports coaches ensure awareness of appropriate registration and licensing schemes and subsequent implications on coach deployment within the area work with SGBs and other partners to deliver a programme of profile raising activities to recognise the importance of coaching within the area review with partners the opportunity to employ full and part-time paid coaches Working nationally support the planning of workforce development on a national and regional basis demonstrate a commitment to ensuring the collation and utilisation of information about the workforce demonstrate an evidence based approach to the setting of coaching objectives establish clear coaching research objectives and dissemination systems to inform key stakeholders embrace and lead workforce planning within the area, ensuring evidence based priorities along with connectivity to SGBs and other relevant partners support the dissemination of relevant coaching research information to stakeholders, clarifying implications and opportunities at a regional and local level ensure that research and evaluation findings inform and underpin strategic and operational decisions at regional and local levels

What success will look like by 2015 inclusive and clear strategic priorities and outcomes will be agreed, communicated and delivered by all partners inclusive pathways will be in place for the long-term development of coaches and players across Scotland partners will be working together to ensure a collaborative and planned approach to the education, development and deployment of coaches What success will look like by 2015 qualified coaches with the skills to coach inclusively at each phase of the participant pathway, and to coach all participants regardless of ability or disability, will be recruited and retained within sport the role of coaching in the education sector will be clarified employers and deployers will be clear on the legal landscape for coaching clear links will be established between national and local coach education and deployment coaches will be profiled and recognised regionally and nationally young people will be inspired and supported to pursue a career in sports coaching sports participants will be targeted and given the opportunity to progress a career in sports coaching local clubs and community sports hubs will be supported in the recruitment, retention and development of coaches What success will look like by 2015 qualifications, CPD and specialist qualifications will be developed and implemented to deliver participant pathways and meet particular participant needs, including those of disability sport accessible and effective coach education, delivery mechanisms and resources will be in place to underpin the long-term development of coaches a clear pathway for the education and development of coaches, tutors and mentors will be in place Summary This is a hugely significant and exciting time for sport in Scotland and across the UK. Between 2011 and 2015 we have unparalleled sporting opportunities to inspire and engage more people in the benefits and joys of sport, and thus increase participation. To do this we need a competent and comprehensive workforce of coaches. We need to recruit and retain the right coaches, ensuring they are supported, developed and recognised for their contribution to sport. Through working in partnership, taking an evidence and outcome based approach, and by ensuring our priorities meet the needs of coaching and coaches in Scotland, sportscotland along with our partners will support and celebrate the success of coaches in Scotland. What success will look like by 2015 appropriate feasibility studies into registration and licensing schemes in Scotland will be completed and outcomes delivered accurate up-to-date and consistent data on coaches will be collated and utilised to inform decision making the role of coach education and development within the context of wider skills development work will be clarified with partners an increased number of paid full and part-time coaches delivering sport in Scotland coaches and the importance of coaching will benefit from an increase in profile What success will look like by 2015 decisions made regarding investment and priorities, strategically and operationally, will be based on up-to-date research and evidence an outcome based approach to coaching will be in place ability to evidence the impact coaching has on sports participants, performances and on the coaches themselves, and demonstrate the profession s contribution to Scotland

How will we achieve this? Working together with our partners, we will: inspire more people to take up, develop and stay in coaching develop, implement and communicate clear coach and player pathways throughout Scottish sport grow Scottish talent at the highest level of coaching and achieve success deliver education and development opportunities which meet the needs of participants, coaches, employers and deployers of sports coaching and have this assured through professional regulation increase the number of participants benefitting from regular access to quality coaches demonstrate improvements in performance thanks to the contribution of coaches provide ease of access to career pathways in coaching demonstrate clear links between coaches achieving qualifications, accessing scholarships and being actively deployed in Scottish sport collate and utilise information and evidence to inform decision making and prioritise resources increase the number of people who value coaching and coaches. This framework outlines a commitment to partnership working and the outcomes required to ensure there are more and better coaches delivering through Scottish sport.
