Minimum Requirements and Cassification System January 2013 INDIVIDUAL SELF CATERING PROPERTIES (Apartments) MINIMUM REQUIREMENTS AND CLASSIFICATION SYSTEM Fáite Ireand has recenty revised the Sef Catering Cassification System and introduced new and 5 Star cassification eves. The new eve repaces the previous 1 and 2 Star cassification eves. The revisions to the cassifications wi ensure a more consistent approach for the approva and marketing of individua sef catering properties and wi faciitate Fáite Ireand in focussing on supporting the sector through marketing efforts and product deveopment. Fáite Ireand has deveoped a robust system of cassification to cater for the needs of today s consumer and the introduction of the 5 Star cassification aigns Ireand with its main overseas competitors. Properties which enter the scheme wi be eigibe to use the term to Fáite Ireand Standards and wi continue to be eigibe to be isted on www.discoverireand.ie and www.ireand.com and to the beneficia marketing opportunities this site affords, particuary at regiona eve. The foowing document is designed to provide you with a the information you need to know about the content and processes of the Sef Catering Quaity Scheme operated by Fáite Ireand. The new cassification system is: = Good 3 Star = Very Good 4 Star = Exceent 5 Star = Exceptiona In this document, a number of symbos are used. Minimum Requirements and Cassification System January 2013 CATEGORISATION SCHEME: Categorisation is avaiabe to you if your property is cassified and approved to Fáite Ireand standards and can be categorised based on the faciities and services offered. These incude recognition of the extraordinary efforts made by operators to provide high standards and faciities for guests. Properties may achieve further recognition in up to four of the categories isted beow pus any one or a three of the Famiy Friendy, Eco Friendy or Pet Friendy categories. Minimum Requirements and Cassification System January 2013 Note: Under the Tourist Traffic Acts, 1939 to 1970, hoiday apartment sha incude a tourist apartment, an apartote and a hoiday fat. These terms are prescribed and cannot be used by individua sef catering apartments. The Premises The premises, which expression sha incude the exterior and interior, outdoor areas, grounds and car parks, shoud be we ighted, have proper directiona signage, and sha be kept cean and we maintained throughout and in good decorative order to the satisfaction of an Officer of The Authority or The Contractor. The apartment sha be of substantia and durabe construction, structuray safe and in good repair throughout, and constructed or adapted, furnished and equipped for etting as a apartment. Access for peope with disabiities must be provided (where there is a ground foor). (New structura requirements see note on exemption arrangements). Basic first-aid equipment sha be made avaiabe for guests. The property sha be identified by number/name and sha contain seeping, dining and ounge accommodation, storage, toiet, bathing and cooking faciities. The apartment sha have an eectrica instaation to provide genera ighting in reation to the ayout of each area, incuding its furniture, fittings and equipment, sufficient oca ighting for eating, reading, writing and toiet purposes. The apartment sha have a means of heating such as eectrica, gas oi or soid fue appiance (incuding open fire), capabe of maintaining when required a room temperature of 20 degrees centigrade. The apartment sha have a means of water heating such as eectrica, gas, oi or soid fue appiance (excuding boier attached to open fire), capabe of maintaining a sufficient suppy of hot water for ceaning, washing and bathing purposes. The apartment sha have fuy operationa smoke detector(s), a fire banket mounted in cose proximity to the cooker, a fire extinguisher and a cear notice dispaying emergency numbers. 03

On a simpe eve it can be tea, coffee and mik but may aso incude some of the foowing: wine, fresh fowers, fresh fruit, bread, eggs, home-baking or preserves, starter mea or seasona gifts e.g. Easter Eggs. Comprehensive guest/tourist information provided which may incude oca interest books, ordnance survey maps, waking route information, restaurant guides, etc. Information provided reating to oca farmers markets/organic food suppiers. Minimum Requirements and Cassification System January 2013 Lounge Area The ounge area sha contain ounge room furniture of good quaity and condition and be of sufficient size for the seeping capacity of the apartment subject to the foowing: A foor to ceiing height of not ess than 2.4 metres. A minimum foor area of 10 sq. metres At east one window to provide natura ight and ventiation, windows at first foor eve or higher must have chid proof ock. Lounge seating equa to the seeping capacity of the apartment. Occasiona tabes of suitabe height and size. Carpet and/or rugs uness foor surface is of specia design or treatment. Exceptiona quaity furniture/fittings/carpet/rugs with added uxury. Teevision minimum screen size 35cm/14in. Teevision with remote contro; minimum screen size 51cm/20 inches or if fat screen 40cm/15 inches. Additiona ighting for reading purposes. Where a ounge has an open fire, a fireguard, poker, fue container and ash disposa unit must be provided. Radio to be provided either in ounge or dining area. (Through teevision set acceptabe). DVD/Audio system with fim/music options, MP3/iPod connector. Pain was to be decorated with framed pictures or prints. Living rooms must have suppementary ighting in the form of wa, tabe or standard amps. Exceent co-ordination of furniture and soft furnishings with additiona features such as scatter cushions. Minimum Requirements and Cassification System January 2013 Kitchen The kitchen sha be adequate in size to service the seeping capacity of the apartment and sha contain faciities, equipment and fittings of good quaity and condition for the storage and ceaning of utensis used for these purposes. Such faciities and equipment sha incude: Storage cupboards, bins and racks. Fridge (i.e. fridge with ice box). Fridge freezer required (may be combination fridge and freezer or separate fridge and separate freezer). Work tops. Granite/Marbe/Soid Wood Worktops. Cooking equipment incuding 4 ring hob, oven and microwave oven, pots, pans and kette. Exceent range of kitchen appiances and utensis. Exceptiona range of kitchen appiances and utensis. Sink unit compete with a pumbing for the suppy of hot and cod water and for the disposa of waste. Garbage disposa bin. At east one externa window to provide natura ight and ventiation. Minimum Requirements and Cassification System January 2013 Dining Area The dining area sha contain dining room furniture of good quaity and condition, and be of sufficient size for the seeping capacity of the apartment subject to the foowing: Minimum dining foor area of not ess than 10 sq. metres. A combined ounge/dining room is acceptabe provided the foor area is not ess than 18 sq. metres. Where the combined area incudes the ounge/dining room and kitchen a minimum foor area of 20 sq. metres is required. A foor to ceiing height of not ess than 2.4 metres. At east one window to provide natura ight and ventiation, windows at first foor eve or higher must have chid proof ocks. Dining tabe with seating equa to the seeping capacity of the apartment. Tabe appointments, crockery, cutery, gassware in sufficient quantity to cater for 1.5 times the maximum seeping capacity of the apartment. Tabe appointments, crockery, cutery, gassware in sufficient quantity to cater for 2 times the maximum seeping capacity of the apartment. Carpet and/or rugs uness foor has other suitabe covering or is of specia design or treatment. Dining area equipped with exceent quaity furnishings, cutery and ware. Minimum Requirements and Cassification System January 2013 Bedrooms Seeping accommodation must be provided for a minimum of two adut persons. Where there is more than one bedroom, bedrooms sha be separated from each other and from other compartments by was or soid partitions. Foors, was and ceiings throughout the apartments sha be propery constructed and suitaby sound resistant. Each bedroom sha have: A foor area for singe bedrooms of not ess than 8 sq. metres excusive of private bathroom. A minimum foor area of 13 sq. metres master bedroom and a minimum foor area of 12 sq. metres for each bedroom thereafter. A minimum foor area of 14 sq. metres master bedroom and a minimum foor area of 13 sq. metres for each bedroom thereafter. A minimum foor area of 16 sq. metres master bedroom and a minimum foor area of 14 sq. metres for each bedroom thereafter. A foor area for tripe bedrooms of not ess than 18 sq. metres excusive of private bathroom. A foor to ceiing height of not ess than 2.4 metres. NOTE: a minimum bedroom measurement requirements are excusive of private bathroom. Bunk beds permitted (may ony be used by chidren). Seeping accommodation additiona to that provided in the bedrooms may be provided in the iving area by fod down bed and/or studio couch. No more than two persons may be accommodated in this way in an apartment. Adequate foor space must be avaiabe. At east one window to provide adequate natura ight and ventiation, windows at first foor eve or higher must have chid proof ocks. At east two eectrica 13 amp outets, suitabe for the attachment of eectrica equipment incuding heaters and ceaning equipment to be provided. Furniture, fittings and equipment of good quaity and condition for seeping and toiet purposes and for the storage, incuding hanging, of wearing appare. Dressing room or wak in wardrobe or bedroom measuring 1.50 sq. metres arger than minimum requirements at 5 Star. 09

Minimum Requirements and Cassification System January 2013 Bedrooms continued Such furniture, fittings and equipment sha incude: Bed(s) compete with wipe cean headboards and sprung interior, foam or orthopaedic mattress(es), Minimum bed sizes singe (0.9m by 1.90m); doube (1.35 by 1.90m). 1.20 by 1.90m beds wi not be approved as doubes. Doube beds must be accessibe from both sides. Adequate bedding to incude mattress and piow protectors, sheets, bankets, duvets, piows, piow cases and bedspreads to be provided. Bed(s) compete with wipe cean headboards and sprung interior, or orthopaedic mattress(es), Minimum doube bed sizes king (1.50 by 2.00m). Bedding to incude exceptiona quaity bed inen (inen/cotton min. 300 thread count), bankets, duvets, co ordinated design finish. Good quaity breathabe mattress and piow protectors provided. Where a rubber cover is provided for chidren, it shoud be as an optiona extra in addition to the norma mattress protector. Wardrobe(s) comprising of free standing, buit-in units, (open wardrobes permissibe in obby area of bedroom ony) dressing-tabe with mirror, and drawer(s) or shef space for cothes storage. Fu ength mirror required in master bedroom/bathroom. Fu ength mirror required in each bedroom/bathroom. Bedside chair(s) and or stoos. One comfortabe easy chair with reading ight, in one bedroom or on a anding/in an acove area. Comfortabe easy chair and extra storage space. Bed inen (not nyon) change provided weeky. Beds must be made up for guests arriva. Optiona housekeeping service avaiabe. Dedicated Concierge service avaiabe for a requirements. (Dine in service, shopping, imousine/taxi, daiy activities). (8.00am to 8.00pm). A wash hand basin in one bedroom is required, for premises catering for more than three persons. Master bedroom en-suite or with adjacent bathroom and one bathroom per two bedrooms thereafter (new buid). (Exemptions wi appy to properties currenty approved). A bedrooms with en-suite bathrooms, one to incude bath and separate shower. Crispy aundered inen or duvets with appropriate tog rating and co-ordinated with bedroom decor and other soft furnishings. Bathrobes and sippers required. Safe (one) for storage of guest vauabes required. En suite Bathrooms must have: A minimum foor area of 3.5 sq. metres where faciities incude bath/shower and 3.0 sq. metres shower ony. A minimum foor area of 3.8 sq. metres (standard en suite). A minimum 4.5 sq. metres for bath and separate shower. A bath or thermostaticay controed shower of good quaity and in good condition which sha be fixed compete with a pumbing for the continuous suppy of hot and cod water and the disposa of waste and sha have an effective system of direct or mechanica ventiation. Minimum Requirements and Cassification System January 2013 Main Bathroom(s) and Toiets Where a bedrooms are not en-suite each apartment sha contain a main bathroom with a minimum foor area of 3.8 sq. metres and sha contain a bath with overhead shower fittings, wash-hand basin and toiet of good quaity and in good condition compete with a pumbing for the suppy of hot and cod water and the disposa of waste. A toiet and norma size wash-hand basin which sha be fixed compete with a pumbing for the continuous suppy of hot and cod water and the disposa of waste. A bathrooms sha have an effective system of direct or mechanica ventiation and sha be equipped with fittings of good quaity and condition incuding: shef, mirror, towe rais, cothes hooks, bath mat and a cean starter suppy of toiet requisites, incuding towes, soap and toiet paper. The bathroom sha have a mirror fixed to the wa over the wash-hand basin and sha have a vanity ight and eectric shaver point within easy reach of a suitaby it mirror. Each apartment must have a toiet and wash hand basin at entry (ground foor) eve. Bathrooms must have a suitabe heater. (If eectric this must be instaed to safety requirements). Soap dish to be provided in showers. One hand and one bath towe to be avaiabe per person. Face fanne, one hand towe, one bath towe and one bath sheet to be avaiabe per person. Each apartment sha have a means of heating such as eectrica, gas, oi or soid fue appiance (incuding open fire), capabe of maintaining when required, a room temperature of 20 degrees centigrade. Minimum Requirements and Cassification System January 2013 Operationa The apartments sha be used primariy for etting to and occupation by tourists or hoiday makers with or without prior arrangement and sha be used and occupied for no other purpose during the period 1st Apri to 31st October annuay. The apartments sha not be et or eased to or occupied by any person, persons or body for more than two consecutive caendar months at any one time or for more than six months in any caendar year without prior consent of an Officer of The Authority. Initia Approvas These requirements sha appy to initia approva appications save that; Where, within 24 months prior to the Commencement Date a person has either incurred not ess than 15 per cent of the tota cost of construction or refurbishment of a proposed apartment and/or; the foundations of a premises have structura characteristics which woud compy with the 2008 Requirements have been aid; and evidence of this has been provided in the form of a duy quaified auditor s certificate of expenditure or by such evidence as Fáite Ireand or its authorised contractor may require; and the appicant has on a date thereafter (which date sha not be more than 24 months after the Commencement Date hereof) sought initia apartment approva for the said premises and the premises does not compy with the New Structura Requirements in these requirements but woud compy with the corresponding provisions of the 2008 Requirements as regards these structura requirements; then, the corresponding provisions of the 2008 Requirements wi appy as regards these structura requirements ony. For the avoidance of doubt, where the approva of a premises has been canceed these requirements sha appy to any subsequent appication for approva of the said premises. 21
