AARRTT 22000099 PPr rooggr raam Looking Ahead through Global Collaboration: Strategic Planning in APEC Economies Overview Each year, the ART Program tries to contribute to the efforts of APEC s ISTWG (Industrial Science and Technology Working Group) by focusing on one of its themes set by the 4 th APEC Science Minister s Meeting in 2004. This year, the Program concentrates on the Strengthening Technological Cooperation and Encouraging Best Practice in Strategic Planning, the theme of the ISTWG Subgroup D s activities. Encountering the Global Knowledge Economy (GKE) where knowledge intensity of goods and services is ever rising and its global dimension is rapidly expanding, it becomes more critical to collaborate with others at regional or global level as well as at national level in order to promote innovation in pursuit of sustainable economic growth and social well-being. Furthermore, in such a GKE, it is highly demanded to make innovation policies more strategically and prospectively to secure quality performances of knowledge production activities including scientific research and technological development. Thanks to elaborative works of the APEC Center for Technology Foresight (CTF) since its inception in 1998, a number of prominent methodologies for prospective (ex ante) evaluation have been identified and widely diffused to many APEC economies. Adopting this theme and supporting CTF s effort, the ART 2009 Program, titled Looking Ahead through Global Collaborations: Strategic Planning in APEC Economies, discusses following agenda; - Overview of Existing Prospective Evaluation Methodologies - State-of-the-Art Tools to Look Ahead - National and Global S&T Portfolio - Linking Prospective Evaluation to STI Policy - Building Evidence-based Platform for Strategic Planning - Global Cooperation for Strategic Planning Date: 23-27 February, 2009 Venue: Pusan Paradise Hotel, Pusan, Korea Theme: Looking Ahead through Global Cooperation: Strategic Planning in APEC Economies The deadline for application is 1 December, 2008. Program Logistics The ART 2009 Program purports to provide an interactive and lively discussion environment where all participants from APEC member countries to exchange their experiences and build expert networks among them. To attain this environment, the Program adopts various forms of program logistics including invited presentations, team discussions, country reports, and cultural/technical tours. Invited Presentation: Invited speakers address the selected agenda and share their expertise with participants. Such presentations lead to lively discussions among participants throughout the whole program. Team Discussion: To exchange and exploit the valuable expert experiences and country practices that participants bring from their own country background, all participants are requested to actively involve in one of discussion teams. A discussion team consists of 3-4 participants. Each team will have one or two team discussion sessions every day and requested to collaboratively produce a team presentation on a selected topic/issue based on team discussions. Team presentations will be held at the wrap-up session on the last day of the Program. - 2 -

Country Report: A participant from each country is requested to prepare and present his/her country report that describes country practices concerning the theme of ART 2009 Program. The country report should be no more than 20 pages either in PowerPoint or Word format and should be submitted no later than two weeks before the Program begins. Cultural and Technical Tour: Cultural and technical tours are arranged to visit cultural/historical sites, research facilities and leading-edge technology firms. Funding Support With generous funding support from Korean Ministry of Education, Science and Technology (MEST), the ART Program provides full financial supports to one participant from each APEC country and all invited speakers. Funding includes economy-class roundtrip airfare, hotel accommodations, meals, and local transportations during the entire Program. Although the full financial support is limited to one participant from each country, the Program welcomes other self-funded participants. Self-funded participants are responsible only for their air flights and hotel accommodations. The Program covers the costs of meals and local transportations for self-funded participants. APEC R&D Training Program :: Program, Result and Recent Changes A one-week forum for sharing expertise and experiences in R&D management - by inviting experts with advanced know-how and experience - by inviting gov t officials and researchers, managers - lectures, workshops, country reports, technical and cultural visits, etc. Results - provide up-to-date knowledge and application know-how - establish a network of gov t officials and researchers Recent Changes - linking closely with the ISTWG by taking each ISTWG subgroup issue as the program s theme since 2006 - transforming from a training program to a forum caused by active participation by the participants through discussion, team meetings and presentations APEC R&D Training Program :: Supporters and Preparation Member economies contribution - thanks to AAAS of U.S.A, NRC of Canada and AgResearch of New Zealand to send experts to the program as lecturers - thanks to Brunei, Canada, China, Japan, Hong Kong, Philippines, Russia, Vietnam, Thailand for their cooperation and recommendation of very active participants for the program Cooperation with subgroup chair economies and each member economy s CP is necessary Need to seek APEC fund at the next meeting to move one step forward Refer to http://astn.stepi.re.kr for detailed information
