Technical Management

Technical Management FHP ESS is an experienced Mechanical, Electrical and Public Health engineering consultancy. We provide support and advice on all matters relating to engineering services within properties in the UK and Europe. The FHP ESS business has been built through a comprehensive appreciation of the issues requiring building services advice during the life cycle of a property. Our teams of multi-disciplined engineers work closely with our design engineers to provide our clients with considered solutions during all phases of the life cycle of a property. We work with clients who own or manage single buildings or portfolios. These can be commercial oice space, hotels, retail, residential, historic, industrial, educational or healthcare. We have the necessary experience to advise you during your relationship with a property no matter what stage of the asset life cycle. We can be involved in the planning & design, acquisition, operations & maintenance and the disposal stages. Our multi-disciplined engineers understand the various commercial factors involved in dealing with diferent types of projects. We will apply the appropriate methodologies to suit the client and the project concerned. Maintenance Management The engineering systems are some of the most important assets and largest areas of expenditure in a property. The heating, ventilation, cooling, electrics, control systems, ire alarm, lifts and public health systems should all be correctly maintained to save money in the longer term. In a commercial environment, failure of any of these systems can cost signiicant sums of money because the operation of the building is interrupted whilst repairs are undertaken. Regular planned maintenance that is monitored and audited helps to prevent such failures. Suitable maintenance regimes also allow the plant and equipment to reach their optimum lifespan. FHP ESS can review our client s existing maintenance regime and develop a maintenance speciication for the building. We then manage and audit the ongoing contract to check compliance with the speciication. Condition Surveys FHP ESS provides, reports on the engineering services within a building, often to be used as part of a vendor s pack, or by the purchaser as a tool to decide whether the property is a good investment or not. Often our reports have highlighted that signiicant short term expenditure is required and this allows the client to be more informed when progressing with the deal. FHP ESS provides a similar report for building occupiers, owners and managers with the addition of a ive or ten year cost plan. This life cycle assessment allows our clients to budget for the replacement of major items of plant. We utilise one multi-disciplined engineer to undertake the survey who can identify and assess mechanical, electrical and public health systems. This has the advantages of a competitive fee structure, a more seamless report and discretion or conidentiality on site where necessary. Dilapidations Studies We believe that our expertise of Dilapidations Studies is second to none and has been built up through close relationships with leading building surveying dilapidation teams. FHP ESS produce realistic, credible schedules which are accurately costed by our team with years of experience. Our reliable pricing relies on our strong understanding of the subtleties of a lease. Energy Studies FHP ESS can help you comply with European and Government legislation including the production of Energy Performance Certiicates. EPCs will be required for sale, rental or construction of commercial buildings. We can assist in reducing your energy consumption therefore lowering your energy costs. Our main tool is our Energy Audit where we study the engineering systems of your building in detail and identify where energy is being used and where it can be saved. The fee for our audit is far outweighed by the energy cost savings that we identify. FHP ESS will help you to implement changes that range from no-cost management solutions to large scale replacement projects with ixed term payback periods. FHP ESS can also produce Building Logbooks and we have dedicated personnel who stay up-to-date with current legislation. We are equally happy to undertake studies on either a ixed fee basis or as a shared savings partnership. Technical Studies FHP ESS has a team of chartered engineers who can investigate and analyse engineering systems. The team are experienced in preparing expert witness reports for the Courts and also have a good reputation within the industry. The group have relevant qualiications combined with a good working knowledge. We have undertaken studies into the risk of failure of mechanical, electrical and public health systems. Legislative Compliance FHP ESS covers all aspects of property engineering and can advise on areas such as health & safety, building regulations, approved codes of practice and CDM duties. FHP ESS carries out assessments to ascertain that landlords or agents are in possession of relevant and up-to date certiication. This ensures that a safe working environment is provided. We have a tried and tested range of sustainable solutions in an increasingly complex environment. The expertise and experience of our design engineers enable us to consider many aspects of a project. Passive building solutions, using natural factors such as the site and location of the development, the prevailing climate, natural ventilation and the beneit of solar orientation, are increasingly being used to deliver all or some of a building s environment and to reduce its energy usage. We use dynamic simulation modelling to test these solutions and for example to demonstrate the efectiveness of the natural ventilation during the critical summer months with a view to ultimately achieving compliance with Approved Document Part L of the Building Regulations. This modelling can also be used at an early stage of new build projects to assist in the positioning and orientation of buildings to limit solar heat gains. In addition this can identify the potential for utilising natural light in the positioning of windows and can determine the requirements for solar shading during the development stages of project design. Our studies consider technical, environmental, logistical, commercial and inancial criteria and our reports include a strong recommendation for the most suitable way forward to allow our clients to make an informed decision. Budget costs are prepared by our in-house Quantity Surveying Engineer and are submitted in a detailed spreadsheet format showing the separate technical elements of the project. Design Duties FHP ESS has over 40 years of experience in the design of building services. We understand the factors that afect the design process. We consider, on a project by project basis, the building s environment from feasibility, through the design and construction, to completion. Design

FHP ESS has a core team of Mechanical, Electrical and Public Health design engineers who have vast experience with a mix of old wisdom and new ideas. This is coupled with our hands-on management style to produce a functional, innovative solution that is implemented smoothly and efectively. Our unique lexible approach sees our design engineers working with our multi-disciplined engineers to provide a solution that takes into account efective design with a longer term strategy on asset maintenance. Performance Duties FHP ESS understands the restrictions of time and budget and so we ofer an alternative to the traditional full design solution. Production of a performance speciication takes less time which allows a project to commence quickly, whilst still setting down a suitable level of detail for the contractor to comply with. An enhanced performance speciication ofers an even greater level of detail with drawings and enhanced detail, whilst still providing a cost and time saving over a full design speciication. FHP ESS will still provide full site monitoring during the construction phase as part of our duties, and compliance with the speciication is conirmed at all the key stages. Design Veriication & Due Diligence FHP ESS recognises that our clients may procure their design services from various sources and we are happy to carry out reviews of designs by other consultants and contractors. The client could be a tenant considering potential oice space, a landlord reviewing a tenant s it-out design or an occupier reviewing a developer s design. Energy Sustainability CDM Co-ordinator FHP ESS can provide a CDM Co-ordinator for construction projects at a cost efective fee. This role is required on projects over a certain size under the Construction (Design and Management) Regulations, known as CDM. We have experience of large and small projects and the role entails notifying the Health & Safety Executive of the project, ensuring co-operation between parties on health and safety matters, ensuring risk reduction and ensuring a health and safety plan is prepared and submitted. Energy Sustainability Energy Services by FHP ESS When any business considers their energy requirements and current use there are many standard techniques which can bring satisfactory and early results. However to achieve the greatest beneits planned work should be tailored to a particular building and its operation(s). The one size its all approach is not recommended by FHP ESS. The contents of this document are to demonstrate the extent of potential involvement not a check list of services for everyone. Please make contact with the energy team for a proposal that is appropriate to your circumstances. Energy Surveys FHP ESS provide an external view of how energy is being used and where savings may be achieved in the future. From the simplest walk-through observational survey FHP ESS can agree with each client the level of survey which will provide management information and feasible engineering solutions to achieve measurable reductions in energy use. Where a client has particularly energy intensive systems or processes FHP ESS can focus on these in greater detail. Energy Benchmarking This exercise can be completed to give results that can be calculated against published data or used to produce benchmarks for a client s own use. The speciic energy consumption of fuels (weekly, monthly, quarterly or annual igure) against a known standard provides the information on which future decisions can be made. When linked to measurement strategies the benchmark (along with other parameters) is a very important tool in the management of energy. FHP ESS will calculate and present the benchmark appropriate to each client and each property. Metering Strategies The phrase what gets measured gets done applies to all energy used in commercial and industrial premises and processes. Clients and consultants need clear and accurately presented data. FHP ESS will determine which meters are required and where they should be located so that an individual strategy solution is determined and agreed. Monitoring and Targeting When this process is applied correctly Monitoring and Targeting (M&T) can be a powerful management tool that can maintain overall eiciency and in many cases improve the whole operation of a building or site. Automated monitoring systems can be integrated into a scheme of any size to provide the necessary improvements to achieve management control of resources. Over time energy use reduction targets will bring good results. The application of M&T can assist with achieving full compliance within the CRC Energy Eiciency Scheme.

Building Log Books This is strongly recommended for all existing buildings and it is a legal requirement (under the Building Regulations Part L2) for refurbished or new buildings. The Building Log Book forms an invaluable guide to operating premises eiciently. It brings all energy related information into a standardised format available to those tasked with managing any property. FHP ESS can research, prepare and produce log books for a single building or portfolio of buildings. Energy Performance Certificates Energy Performance Certificates (EPC s) are required when any building is sold, rented out or constructed, and sometimes after refurbishment work. A recommendations report setting out how the rating could be improved accompanies every EPC. The assessors within FHP ESS have lodged in excess of 2000 EPCs at Levels 3 and 4. We work through BRE Global and use Carbon Checker accredited modelling software to produce the certificates for properties throughout England, Wales and Scotland. Display Energy Certificates Display Energy Certificates (DECs) show the actual energy usage of a building and help the public see the energy efficiency of a building. This is based on the energy consumption of a building as recorded by gas, electricity and other meters. These are currently only a requirement for public authority buildings over 1000 square meters visited by the general public. The Display Energy Certificate (DEC) informs the reader of the operational rating of a whole building or part of it occupied by the authority concerned. There is a possibility that the DEC requirement could be extended to the private sector for publicly visited buildings. FHP ESS has accredited assessors available to produce these certificates. Air Conditioning Inspections These surveys are an element of the Energy Performance of Buildings Directive (EPBD) and by January 2011 all air conditioning systems over 12kW should have had their first inspection. These surveys are undertaken by accredited assessors with the declared intent of improving the efficiency of a wide range of air conditioning systems. The survey includes the assessment of efficiency, a review of their sizing and advice on improvements or replacements. BREEAM In-Use This scheme was launched in 2009 with the aim to recognise and encourage better building management and targeted investment in existing building stock. Those involved inn occupying, procuring or managing existing buildings can now evaluate - and improve the performance of their property assets and the quality of their management regimes. Using an online assessment an individual (after completing training) can employ a BRE accredited auditor to issue certificates for the building(s) in question. There are three parts to this - The Asset Rating, Building Management Rating and the Organisational Rating. FHP ESS has an accredited auditor available. Carbon Emission Studies In the early stages of the concept of the project, FHP ESS can carry out a Carbon Emission Study. The study is relevant for refurbishment projects as well as new build projects and allows the team to assess the impact on the environment. Meet. Discuss. Let s Meet!
