Boruchowitz is Professor from Practice and Director of The Defender Initiative at Seattle University School of Law. Before joining the faculty in January, 2007, he was Director of The Defender Association in Seattle for 28 years. He has appeared at every level of state and federal court. He was co-author of a NACDL publication, "Minor Crimes, Massive Waste: The Terrible Toll of America's Broken Misdemeanor Courts". Founding president of the Washington Defender Association and a former member of the Executive Committee of the American Council of Chief Defenders, he has been instrumental in developing defender standards in Washington and nationally. He founded the Racial Disparity Project at The Defender Association. He has taught in the Youth Advocacy Clinic and among other projects has pursued due process rights for children in truancy proceedings. He has taught criminal procedure and a seminar on Right to Counsel, Law and Lawyering. He attended a two weektraining for law teachers at the US Holocaust Memorial Museum and he developed a seminar on Law and the Holocaust and the Abuse of Executive Power. He was a Soros Senior Fellow working on access to counsel in misdemeanor and juvenile cases. He worked for three years on a similar project supported by grants from the Open Society Foundation, working in Kentucky, South Carolina, and New Hampshire as well as in Washington. He was a co-chair for an American Bar Association project to provide public defender training in four regions of the country. He has received the WSBA Professionalism Award, The WDA Gideon Award, the National Legal Aid and Defender Association Reginald Heber Smith Award, the National Association of Criminal Defense Lawyers Champion of Indigent Defense Award, and the Washington Association of Criminal Defense Lawyers William O. Douglas Award. Alexander Bunin Job Title: Chief Public Defender Organization: Harris County Public Defender Phone: (713) 274-6706 Email: alex.bunin@pdo.hctx.net Alex Bunin is the Chief Public Defender for Harris County, Texas. Previously, he was the Federal Public Defender for the Northern District of New York. In 1999, he was appointed by the United States Court of Appeals for the Second Circuit to establish Federal Public Defender offices in the Districts of Northern New York and Vermont. He was twice reappointed to additional four-year terms. In 1995, before relocating to New York, he established and managed the federal defender organization in the Southern District of Alabama in Mobile. From 1993 to 1995, he was an Assistant Federal Public Defender in the Eastern District of Texas in Beaumont. From 1986 to 1993, he was in private practice Page 1

in Houston, Texas. He earned Board Certification in Criminal Law and Criminal Appellate Law from the Texas Board of Legal Specialization. In 29 years as a criminal defense lawyer, Mr. Bunin has tried many cases, including federal capital murder and complex white collar fraud. He received the Thurgood Marshall Award for capital litigation from the New York City Bar Association and the 2012 Torch of Liberty Award from the Harris County Criminal Lawyers Association. He was an Adjunct Professor at Albany Law School of Union University from 2003-10. He sits on the Advisory Board of THE CHAMPION magazine. He serves on the National Association of Criminal Defense Lawyers Board of Directors, Executive Committee, and committees on Federal Rules, Forensic Sciences, and Fourth Amendment Advocacy. He is Vice-Chair of the Texas Criminal Defense Lawyers Association s Public Defender Committee. Bill Cox received his Bachelor s Degree the University of Texas at Austin, and his Juris Doctor from Saint Mary s University School of Law. He is a fellow of The College of the State Bar of Texas, and is Board Certified in Juvenile Law by the Texas Board of Legal Specialization. He has been a member of the El Paso County Public Defender s Office since 1995, and has handled all types of criminal and juvenile law cases as well as child abuse and neglect, failure to pay child support, and office administrative matters during his tenure with the office. He is currently the Special Practice Unit Division Chief overseeing the Juvenile, Mental Health, Treatment Court Units in addition to handling a number of office administrative matters. He has been the technology lead for the Public Defender s Office since 1998, and is a member of El Paso County s Justice Systems Steering Committee, which he chaired from 1998 to 2005. He is also frequent speaker on juvenile mental health and mental retardation issues. He spent 5 years as a prosecutor in the Dallas DA s office, primarily prosecuting public officials while assigned to the Public Integrity Unit. He then moved to the Civil Division and served as the Advisory Chief for 5 years. John served as General Counsel of the Texas Conference of Urban Counties from 2002 2004, and returned in 2011 after stints with state and regional governmental entities in Texas. Page 2

Dr. Tony Fabelo Job Title: Director, Research Division Organization: Justice Center, Council of State Governments Phone: 512-480-2504 Cell: (512) 507-6653 Email: tfabelo@csg.org Tony Fabelo is in charge of designing, developing, and implementing the research agenda for the Justice Center. He also provides technical assistance to state and local governments to help increase public safety and make more efficient use of state and local taxpayer dollars. Before joining the CSG Justice Center, he was a Senior Research Associate with the JFA Institute. Between 1984 and 2003, he worked with the Texas Criminal Justice Policy Council, and was appointed by Governor Ann Richards to head this state research and evaluation agency in 1991. He continued to serve as Director under Governor George W. Bush and Governor Rick Perry. During Dr. Fabelo s tenure on the Council, he advised five governors from both sides of the aisle. He has also assisted every legislature since 1985 in developing criminal justice policies, including crafting the major justice reinvestment initiative adopted by the Texas legislature in 2007. The U.S. Attorney General appointed him to the Office of Justice Programs Science Advisory Panel in 2010. In 2012, Dr. Fabelo was selected to serve in the National Academy of Sciences panel on the Cause and Consequences on High Incarceration Rates, which will issue a national report in 2014 on this subject. He received his B.A. in Political Science from Loyola University, and his M.A. and Ph.D. from the University of Texas at Austin. Buck Files Job Title: Past President/Criminal Defense Attorney Organization: State Bar of Texas Phone: (903) 258-9447 Email: bfiles@bainfiles.com Buck Files has represented indigent defendants in Texas and federal criminal cases for more than 40 years and is the first criminal defense lawyer in 34 years to be elected President-elect of the State Bar of Texas. He is certified in Criminal Law by the Texas Board of Legal Specialization (1975) and in Criminal Trial Advocacy by the National Board of Trial Advocacy and has served on the Texas Board of Legal Specialization and on TBLS s Criminal Law Advisory Commission (Chair, 2001-2004). Buck is a charter member and former director of the Texas Criminal Defense Lawyers Association and has been inducted into TCDLA s Hall of Fame (2011). He was named Defense Lawyer of the Year by the Criminal Justice Section of the State Bar (2004). Buck has been a frequent speaker at criminal law CLE programs for more than thirty years. Prior to joining the organization, Laura worked as an Assistant County Attorney with the Travis County Attorney s Office. He has also addressed the statewide conference of District and County Attorneys, assisted in training public defenders and municipal court prosecutors, and presented at a national conference regarding the changes to Texas sex offender laws. John Gross Job Title: Indigent Defense Counsel Organization: National Association of Criminal Defense Lawyers (NACDL) Phone: (202) 465-7631 Email: jgross@nacdl.org John Gross helps the association devise legislative and litigation strategies, working closely with NACDL s leadership, committees, affiliates and pro bono outside counsel, as well as liaising with other legal and professional organizations. Mr. Gross is Indigent Defense Counsel for The National Association of Criminal Defense Lawyers as well as an Adjunct Associate Professor of Law at American University, Washington College of Law where he teaches Criminal Procedure and Evidence. Mr. Gross has published articles on the right to counsel at arraignment, the importance of the exclusionary rule and the role counsel plays in protecting the rights of the indigent. In addition, he has given numerous presentations on Public Defense Delivery Systems and on ethical issues related to the practice of criminal defense. Prior to joining the NACDL, he was a Visiting Assistant Professor of Law and Acting Director of the Syracuse University College of Law s Criminal Defense Clinic. Prior to his teaching and clinical career, he was a staff attorney at the Legal Aid Society in New York City in the Criminal Defense Division, where he represented indigent defendants at all stages of prosecution, from arraignment through disposition. A 1999 graduate of Hofstra University College of Law, he received his Bachelor of Arts degree from Georgetown University in 1995. Stephen F. Hanlon Job Title: Missouri lawyer who limits his practice to representing public defenders with excessive caseloads Phone: (202) 243-8098 Email: sfh29@law.georgetown.edu Mr. Hanlon has a long history of handling public interest and civil rights cases. In 1989, he founded the Community Services Team (CST) at Holland & Knight and for the next 23 years he served as the Partner in Charge of the CST, which during Mr. Hanlon s tenure was the largest full-time private practice pro bono department in the nation. Since his retirement from Holland & Knight at the end of 2012, Mr. Hanlon has confined his practice to assisting and representing public defenders with excessive caseloads. He is currently the Chair of the American Bar Association s Indigent Defense Group for the Standing Committee on Legal Aid and Indigent Defendants. Mr. Hanlon s civil rights work has focused on class action and multiple plaintiff institutional reform litigation. He has successfully litigated the first statewide challenge to high stakes testing in education, class actions in housing discrimination, a claim on behalf of the survivors and descendants Page 5

of the town of Rosewood, Florida which was destroyed by neighboring whites in 1923, challenges to unconstitutional indigent defense systems in Florida, Massachusetts and Missouri, cases involving failure to obtain informed consent in biomedical research in Florida and Arizona, cases challenging conditions of confinement in prison litigation in Mississippi, Louisiana and Alabama, and cases involving unconstitutional mental health systems in Florida. Dawson Distinguished Indigent Defense Award. Don Hase received his law degree in 1981 from Texas Tech University School of Law and immediately joined the Tarrant County District Attorney's Office. During his time in the DA's office, he prosecuted cases in Felony, Misdemeanor and Juvenile courts. He also handled appeals in the Appellate Section of the DA's office. He was a senior felony prosecutor at the time he left the DA's office in 1987 and became a founding partner of Ball, Hase & Wisch, which in 1995 became Ball and Hase. He is active in the Tarrant County Criminal Defense Lawyers Association, and was President in 1999. He is also a member of the Texas Criminal Defense Lawyers Association and the Arlington Bar Association. He began interning with the Colorado Public Defender system in 1981, moved into a position as a Deputy Public Defender in the Pueblo office in 1982, and was appointed Office Head of the Pueblo Office in 1992. He served the system in this position for 13 years, while simultaneously filling the role as a top litigator on many death penalty cases across the state. Mr. Wilson was appointed to the position of Chief Trial Deputy in January of 2005, where he worked until being appointed as the Colorado State Public Defender on November 1, 2006. Mr. Wilson was honored by the Public Defender System on two occasions for his steadfast service to his clients and his ongoing work in opposition to the death penalty. He received the prestigious David F. Vela Award in 1998 and was chosen as Attorney of the Year in 2001. Mr. Wilson also received the Jonathan Olom Award in 1999 for his dedication and continued work as a top criminal defense lawyer. Mr. Wilson has served as a member of the Colorado Criminal Defense Bar Association, Regional Chapter Ex-Officio Board Member since 1992. He has served as an Advisory Board Member of Coloradoans Against the Death Penalty.
