1 RESUME Pablo Martinez Ph.D Summary Dr. Martinez has been working in the Criminal Justice field for over 30 years. He retired in 2002 after 27 years of service for the State of Texas in the criminal justice area. He presently is Assistant professor of Criminal Justice at Texas State- San Marcos, where he started in During the years working for the justice system he developed the PABLO Scale and the PAROLE SCORE, instruments used by the Texas Board of Pardons and Paroles to screen offenders for parole. He is also known for his work in forecasting with the ADULT JUSTICE forecasting model, which projects the size of the prison, parole and probation populations in Texas and it has capability to produce policy simulations. He also built the JUVENILE JUSTICE forecasting model for Texas which has the same capabilities as the adult model but for the juvenile system. He has done consulting for the states of Kentucky, Oklahoma, Hawaii and Colorado where he developed forecasting models similar to the one in Texas for their adult justice systems. He has developed and is presently refining a Weighted Enforcement System (WES) for licensed child care and Residential facilities in Texas. A grant funded by the Texas Department of Family and Protective Services (TDFPS). He is also presently involved in developing the Texas Youth Commission Classification system with the emphasis on internal and external controlled., a grant funded by the Texas Youth Commission. December 1990 to July 2002: Director of Special Projects, Criminal Justice Policy Council. His responsibilities included directing a team of researchers to conduct statewide research projects such as probation revocation, parole revocation and multiple recidivism programs. He worked with state and county officials to coordinate the activities of the different Criminal Justice agencies in the state on issues related to prison population management, data flow, and program effectiveness. He built the ADULT JUSTICE forecasting model, the simulation model used in Texas to forecast prison, parole and probation populations. He built the JUVENILE JUSTICE model to forecast the juvenile population of the state. December 1990 to July 2002: Statistical Analysis Center (SAC) Director for the State of Texas. As the SAC Director (1991 to 2002) he was the liaison for Texas to the U.S. Justice Department in matters relating to criminal justice information, and research activities. He was a member of its Executive Board in October 1983 to December 1990: Planner, Texas Board of Pardons and Paroles His responsibilities included conducting program planning and evaluation. During the tenure as a planner he developed the PABLO scale, an instrument that the Parole Board used in Texas to guide the Board in parole decision making. He also conducted extensive studies on recidivism, prison overcrowding and alternatives to alleviate overcrowding. November 1976 to October 1983: Planner, Texas Department of Criminal Justice (formerly known as Texas Department of Corrections), Huntsville, Texas. His responsibilities included material preparation for the Ruiz vs. Estelle case, which resulted in the most arching changes in the correctional system in the state. He developed the concept of the Mail System Coordinating Board that is presently in used throughout the Texas prison system and that was proposed by the state during the litigation of Guajardo vs. Estelle.
