About this report This document records trade statistics for Queensland s ports for the fiveyear period ending 30 June 2012. It is divided into two sections: Trade Statistics by Port and Trade Statistics by Commodity. Trade Statistics by Port contains details of imports and exports for the individual ports. Summary vessel statistics are also provided by length and by gross tonnage. Trade Statistics by Commodity contains details of imports and exports of the main groups of commodities traded through Queensland s ports. The Trade Statistics for Queensland Ports Report 2012 has been produced by the Department of Transport and Main Roads. It is provided on the understanding that all information and statistics contained in this document are based on information sourced from port corporations and trade organisations annual reports and other industryrelated material. It does not address passenger movements associated with local and regional passenger transport services or with day and overnight trips by tourism operators. In addition, the report primarily focuses on trade and commodity movements in the primary production, manufacturing and industrial sector. It does not cover the substantial marine trade movements which have a local and regional community focus. While the integrity of time series has been maintained, comparisons with figures in earlier editions should be undertaken with care. Unless otherwise stated exports refers to trade shipped out of a port and imports refers to trade shipped into a port. It does not refer to the origin or the final destination of the trade. Executive summary The Queensland coastline is host to 15 trading ports, two community ports and three smaller gazetted ports located from Brisbane in the southeast corner of the state, to Burketown in the northwest. Queensland s port system principally operates under the provisions of the Transport Infrastructure Act 1994 and the Government Owned Corporations Act 1993. Under these acts, Queensland s ports are managed and operated by four government owned port authorities, as well as a private port lessor. These port entities are responsible for the operation and management of Queensland s ports, as follows: Port of Brisbane Pty Ltd is responsible for the port of Brisbane. This private corporation is owned by Q Port Holdings, which was selected as the successful bidder in November 2010 as part of the state government's Renewing Queensland Plan. On 1 July 2010 the Queensland Government transferred all equipment and machinery, including the dredging fleet, all employees of the Port of Brisbane Corporation, and the operating rights associated with the Port of Brisbane to Port of Brisbane Pty Ltd. The sale process was completed on 30 November 2010 with Q Port Holdings becoming the new owner of Port of Brisbane Pty Ltd. Four Government Owned Corporations, consisting of: Far North Queensland Ports Corporation Limited is responsible for the ports of Cairns, Burketown, Cape Flattery, Cooktown, Karumba, Mourilyan, Port Kennedy (Thursday Island), Quintell Beach, and Skardon River. Port of Townsville Limited is responsible for the ports of Townsville and Lucinda. North Queensland Bulk Ports Corporation Limited (NQBP) is responsible for the ports of Abbot Point, Hay Point, Weipa, Mackay and Maryborough. Gladstone Ports Corporation Limited is responsible for the ports of Gladstone, Rockhampton and Bundaberg. This legislative regime enables the Queensland Government to retain ownership of these four port authorities through the shareholding Ministers (currently the Treasurer and Minister for Trade and the Minister for Transport and Main Roads) and to set overall strategic direction. Each port corporation has a Board of Directors and reports regularly to the shareholding Ministers. The Port of Maryborough, administered by North Queensland Bulk Ports Corporation Limited, and the Ports of Burketown and Cooktown, administered by Far North Queensland Ports Corporation Limited are not mentioned in this report as they are nontrading ports. Each port entity provides a broad range of facilities that cater for the diverse land/sea interface requirements of their trade catchment areas, and provides infrastructure which enables the movement and importing and exporting of mineral and agricultural produce, as well as general and containerised trade. The Queensland port system s total throughput in 201112 was 263.18 million tonnes. This represents a increase of 3.9% over the previous year. Imports were up by 4.8% (2.05 million tonnes) to 44.47 million tonnes. Exports were up by 3.7% (7.8 million tonnes) to 218.75 million tonnes. Coal exports continue to be Queensland s largest traded commodity by tonnage accounting for 62.7% of the state s total trade, with approximately 165.06 million tonnes exported during 201112. Port of Brisbane Pty Ltd The Port of Brisbane is one of Australia s fastest growing container port, and Queensland s largest general cargo port. The Port of Brisbane is located at the mouth of the Brisbane River, and is managed and developed by the Port of Brisbane Pty Ltd (PBPL), under a 99year lease from the Queensland Government commencing from November 2010. Most of the port s major facilities are located at Fisherman Islands at the mouth of the Brisbane River. The port has 29 operating berths of which seven are dedicated container berths. These are complemented by 11 bulk and general cargo upriver berths, some of which are multipurpose, capable of handling wet and dry bulk commodities, and general cargo. Brisbane s trade consists of a range of containerised, bulk and breakbulk cargoes. Key commodities traded through the port include oil (crude and refined), coal exports, and motor vehicle imports. During the 201112 financial year, the total tonnage handled through the Port of Brisbane increased by 12.9% (4 260 463 tonnes) to 37.21 million tonnes. This is the nineteenth consecutive year of growth in total trade tonnage through the port. Total imports increased by 2.4% or 409 820 tonnes. While there was a significant decrease in cement (22.6%), paper and wood pulp (13.2%) and cereals (6.3%) imports, there were significant increases in machinery (+58%), transport equipment (+34%) and fertiliser (+34.2%)imports. Total exports increased by 24.8% to 19.39 million tonnes. However there were some decreases in export commodities, these include, woodchip (46.4%), sugar (34.5%) and mineral ores and sands (18.2%). This financial year saw large increases in cotton (+96.8%), cotton seeds (+91.9%) and cereals (+59.6%). Container trade in 201112 increased by 4.7% or 46 256 twentyfoot equivalent units (TEUs) to 1 025 070 TEUs, the first time the port has handled more than one million TEUs in a financial year. Port of Bundaberg The Port of Bundaberg is situated 19.3km downstream from the city of Bundaberg. The port is located 4.8km from the mouth of the Burnett River and has an entrance channel measuring 11km. There are two main wharves at the Port of Bundaberg. The Sir Thomas Hiley Wharf is used for the shipment of bulk sugar. An approach wharf has been constructed for general cargo users, which has allowed heavy vehicles (semitrailers and Bdouble types) and forklifts to access the Sir Thomas Hiley Wharf. The John T Fisher Wharf is used for the bulk loading of molasses. Total trade through Bundaberg decreased by 16.9% or 53 011 tonnes during 201112. Sugar is the port s primary trade commodity accounting for 97.2% of throughput during the financial year. Port of Gladstone The Port of Gladstone is Queensland s largest multicommodity port, housing the world s fourth largest coal export terminal (by throughput). It is located 525 kilometres north of Brisbane. Over 30 products are handled through the port, which are then transported to more than 30 countries. Coal is the port s largest export commodity, representing 71.31% of the total cargo exported in 201112. The majority (approximately 75%) of coal handled at the port is coking coal and is exported to Asia and Europe for high quality steel manufacturing. Approximately 25% of coal exported via the port is thermal, which is exported to fuel the boilers of power stations in countries including Japan, Hong Kong, Taiwan, South Korea and Israel. There are two coal export terminals in the port the RG Tanna Coal Terminal and the Barney Point Terminal. Combined, these two terminals have the capacity to handle over 75 million tonnes per annum. Whilst the Port of Gladstone is internationally recognised as a major bulk port, it also caters to all forms of containerised and general cargoes. General cargoes include breakbulk cargoes such as bagged products and aluminium, project cargo for new/expanding industry and heavy lifts. In 201112, total trade through Gladstone was 83.78 million tonnes, a increase of 9.7% or 7.39 million tonnes over 201011 figures. This is mainly due to a increase of 6.56 million tonnes or 12.3% in coal exports. Extensive flooding across central Queensland in early 2011 severely affected Gladstone s coal exports. The effects of flooded mines and interrupted supply chains lessened in 201112, with the port beginning to recover its upward coal export trend. Port of Rockhampton The Port of Rockhampton (Port Alma) is located 62 kilometres east of Rockhampton on the southern tip of the Fitzroy River delta. The port is a natural deep water harbour, and can accommodate vessels of up to 180 metres in length. It has three berths, two for general cargo and one dolphin berth for handling of bulk liquids. Berths are supported by infrastructure suitable for handling containers of dry and refrigerated cargo. GPC has targeted the Port Alma Shipping Terminal for the import and export of niche market products including ammonium nitrate, explosives, general cargo, salt and tallow. Studies are currently being undertaken to evaluate the port s potential to accommodate coal exporting facilities. Ammonium nitrate throughput accounted for 61.1% of the total port tonnes in 201112. Petroleum imports decreased with 48 530 tonnes handled, down 27.7% from 201011. A record 421 246 tonnes of cargo was recorded for the financial year. Port of Abbot Point About 25 kilometres north of Bowen, the Port of Abbot Point is Australia s most northern coal port. Abbot Point total throughput The existing Abbot Point Coal Terminal comprises a rail inloading facility, coal handling and stockpile areas, and a single trestle jetty and conveyor connected to a berth and shiploader, located 2.75 kilometres offshore. Port of Hay Point Situated approximately 30 kilometres south of Mackay, the Port of Hay Point is one of the largest coal export ports in the world. The port comprises two separate coal export terminals. Dalrymple Bay Coal Terminal (DBCT), leased from the State Government by the private company, DBCT Management Pty Ltd, and the Hay Point Services Coal Terminal (HPCT), owned and operated by BHP Billiton Mitsubishi Alliance. The two terminals offer export facilities for central Queensland s coal mines. In 201112 both terminals recorded decreased throughput compared to the previous financial year. The decrease can be attributed to the ongoing affects of the 201011 Statewide adverse weather affecting coal production and supply chains. DBCT achieved throughput of 50.84 million tonnes. Port of Weipa The port of Weipa is located on the west coast of Cape York Peninsula and is the most northern bulk export port in Queensland. The primary function of the port is to export bauxite from the Rio Tinto Aluminium mine. 25.09 million tonnes of throughput was handled by the Port of Weipa in 201112. This represents an increase of 2.77 million tonnes from the 201011 tonnage. Bauxite exports accounted for the majority of Weipa throughput for 201112, increasing 12.3% from the previous period. Port of Lucinda Situated about 100 kilometres north of Townsville, the Port of Lucinda is dedicated to the export of raw sugar from the Ingham sugargrowing district. The port terminal is operated by Lucinda Bulk Sugar Terminal, a subsidiary of Queensland Sugar Limited. The terminal is supplied by the Victoria and Macknade sugar mills. The sugargrowing areas serviced by the Port of Lucinda were significantly affected by Tropical Cyclone Yasi in February 2011. Yasi also caused significant damage to the Lucinda port facilities. The postyasi list of repairs included reconstruction or replacement of all structural, mechanical, hydraulic and electrical systems at the terminal. The shipping agent s office, saltwater pump house and transformer farm were also destroyed while a 60 metre section of fender truss was torn from the shiploader and sank. During the time Lucinda was out of action about 380 000 tonnes of raw sugar was delivered to international markets via road haulage to the Townsville Bulk Sugar Terminal. The Port of Lucinda reopened in August 2012 and sugar exports will continue in 201213. Port of Townsville The Port of Townsville is an artificial harbour located at the mouth of Ross Creek near the Townsville City centre. The port services the northeast and northwest minerals provinces of north Queensland. Trade throughput at the Port of Townsville in the 2011 12 financial year was 12.88 million tonnes, continuing an increase in throughput for a 3 rd consecutive year. This tonnage comprised 6.56 million tonnes of imports and 6.32 million tonnes of exports and represents a significant 21.5% increase in throughput on the 201011 financial year. Increases in iron ore (magnetite) and sugar exports resulting from a rerouting of sugar exports from the Port of Lucinda helped the port record a total 33.8% increase in exports. Consistent growth across almost all imported commodities also helped the port to a record throughput in 201112. In total 805 cargo vessels visited the Port of Townsville in 201112, an increase of 73 cargo vessels from the previous year. Far North Queensland Ports Corporation Limited Far North Queensland Ports Corporation Limited, (trading as Ports North), manages and operates the Port of Cairns, a multipurpose regional seaport that caters to a diverse range of industries, four other trading Ports (Mourilyan, Cape Flattery, Skardon River and Karumba), two community ports (Quintell Beach and Thursday Island), and two other (nontrading) ports (Cooktown and Burketown). Ports North handle bulk shipments of sugar, molasses, silica sands, zinc, fertiliser in addition to live cattle and general cargo. Ports North also has extensive property, marina and tourism facilities, particularly in Cairns. Trade through Ports North s ports during 201112 decreased by 5.6% to 4.34 million tonnes. This is due largely to a slowing down of silica sand exports from Cape Flattery. Trade at the port of Cairns remained steady compared to the previous financial year. Port of Cairns The Port of Cairns is a small multipurpose regional port that caters for a diverse range of customers from bulk and general cargo, cruise shipping, fishing fleet and reef passenger ferries. The port s bulk cargo includes petroleum products, sugar, fertiliser and LPG. The port has long been the natural consolidation and redistribution centre for supplies that are shipped to the coastal communities north of Cairns as well as the Torres Strait Islands and the Gulf of Carpentaria. Port of Cairns is also one of the country s busiest cruising destinations with major international cruise ships and a number of domestic cruise vessels operating out of Cairns. Total trade through Cairns during 201112 was 1.03 million tonnes. This is a slight increase of 0.4% over the previous financial year. Decreases in sugar and molasses exports were offset by gains in general cargo exports and fertiliser imports. Additional to commodity trade, 19 cruise ships which visited Cairns during 201112 combining for a total 37 visits. Port of Cape Flattery Cape Flattery total throughput The Port of Cape Flattery is situated more than 200 kilometres north of Cairns on the east coast of Cape York Peninsula. It is used for the export of silica sand from the Cape Flattery mine. The single berth at the port is operated by the Cape Flattery Silica Mines Pty Ltd. The port consists of onshore silica sand handling and stockpiling facilities, and a 500 metre, single trestle jetty and conveyor running from the mine to an offshore berth and shiploader. Port of Karumba The Port of Karumba is located at the mouth of the Norman River in the southeast corner of the Gulf of Carpentaria. The Century Mine, owned by China Minmetals Corporation and OZ Minerals Limited, started exporting zinc concentrate through the port in December 1999. Zinc slurry is piped 304 kilometres to the port from the mine, dewatered and loaded onto a 5 000 tonne, fully enclosed transfer vessel for the 40 kilometre journey to the export ships that anchor in deep water in the Gulf of Carpentaria, about 24 nautical miles off the coast. Other facilities in the port provide for general cargo and the export of live cattle. Karumba also acts as a transhipment port for Mornington Island and other Gulf communities. During 201112 total trade through Karumba increased by 1.6%% to 979 549 tonnes. There were 205 ship visits to the port during 201112. Port of Mourilyan The Port of Mourilyan exports raw sugar and molasses from the Innisfail, Babinda, Tully and the Atherton Tableland sugar growing districts. It comprises onshore sugar and molasses handling and storage facilities and a single sugar loader and associated wharf located within a sheltered natural harbour. Total exports through the port decreased by 10.6% to 453 214 tonnes during 201112. Sugar exports decreased substantially, a 26% decline from the previous period, a decrease which can be attributed to the region still recovering from the impacts of adverse weather in 201011. There were 25 ship visits to the port during 201112. The port also has the capability to export cattle. Port of Quintell Beach Quintell Beach is a community port with a barge facility located on the east coast of northern Cape York that services the needs of the Lockhart River community and remote grazing properties. The area is not accessible by road for four to five months of the year from December to March during wet season, necessitating supplies to be barged in for the surrounding communities. Port of Thursday Island The Port of Thursday Island is a community port located in a natural harbour in the Torres Strait at the most northern part of Australia. Thursday Island total throughput Ports North owns the wharf facilities, which are established on both Thursday Island and Horn Island. The port services the needs of the two islands and also operates as a major transhipment point for the supply of essential cargoes to other islands of the Torres Strait. Alumina/aluminium Queensland s alumina and aluminium industry continued to be a strong contributor to the state s trade output. Production is centred in Gladstone at the Queensland Alumina Limited (QAL) and the Rio Tinto Alumina Yarwun refinery. These refineries source ore from mines in Weipa. Bauxite is shipped 2000 kilometres to Gladstone for refinement. The majority of the alumina and aluminium produced in Queensland is exported to China. Following the extreme weather events in late 2010 to early 2011 which led to plant closures, alumina exports recorded a 3% increase to 3.91 million tonnes. Aluminium exports increased by 11.7% to 373 726 tonnes in the same period. Bauxite Bauxite is the second largest commodity traded through Queensland ports, accounting for 14.7% of the state s total trade. Bauxite total throughput Commercial quantities of bauxite were first discovered at Weipa in western Cape York in 1955, with the first year of commercial production in 1964. Rio Tinto Alcan owns 100% of the Weipa bauxite mine, which has indicated ore reserves of around 1.2 billion tonnes. The ore is supplied to Rio Tinto Alcan's Yarwun refinery and Queensland Alumina Limited s refinery in Gladstone, and overseas customers. Chemicals Chemical trade in Queensland is dependent on a variety of industries, including agriculture, manufacturing, metals processing and mining industries. Total trade in chemicals increased by 13% (507 636 tonnes) to 4.41 million tonnes during 201112. Imports rose during the period, increasing by 18.1%. There was strong growth in caustic soda imports through Gladstone. Imports of ammonium nitrate through Rockhampton and fertilizer through Brisbane also contributed to a 13% rise in total throughput for the 201112 financial year. Coal With more than 30 billion tonnes of identified resources of black coal in the state, the coal industry is a major contributor to Queensland's economy. Coal accounts for 62.7% of the state s total trade and 75.5% of Queensland s total exports. Following a downturn in the state s coal trade during 201011 caused by extreme weather events the Queensland coal export market began its recovery in 201112 recording a 15% increase. As production continues to return to normal increases in coal exports are expected to continue this positive growth trend. Metals and minerals Metals and minerals traded through Queensland ports in 201112 increased by 11.4% (1.12 million tonnes) to reach a total throughput of 10.97 million tonnes. The major metals traded were nickel, zinc, iron, steel, lead and copper with imports dominated by nickel and exports dominated by zinc. Total imports of metals and minerals increased by 7.5% (401 017 tonnes) due largely to growth in nickel and copper anode through Townsville and iron concentrates through Mackay. Total exports increased by 15.9% (719 234 tonnes) mainly due to the increase in iron ore (magnetite) through Townsville. Molasses The total trade of molasses through Queensland ports in 201112 increased by 27% (115 720 tonnes). There was an increase in exports through Townsville and Mourilyan with a total increase in exports of 37.5% (148 744 tonnes). Molasses imports did not record any throughput in the 201112 financial year. Petroleum products At 6.4% of the state s total trade, petroleum products are the third largest commodity traded through Queensland ports. The majority of these products are shipped through Brisbane. The two refineries operated by BP Australia and Caltex situated in Brisbane dominate the local market. After processing, the majority of these products are then distributed to regional centres throughout Queensland. Total imports of petroleum products increased by 7.5% (1 million tonnes) to a total of 14.3 million tonnes in 201112. Both crude and refined oil imports increased to 7.87 million tonnes, and 1.94 million tonnes respectively. Total export of petroleum products increased by 3.0% (72 292 tonnes) to a total of 2.49 million tonnes in 201112, due mostly to the 2.8% (66 963 tonnes) increase in refined oil exports through Brisbane. Silica sand Silica sand (industrial sand) is high quality quartz sand deposited by natural processes. Queensland supplies a significant amount of Australia s exports of silica sand. The major deposits of silica sand in Queensland are at Cape Flattery and Shelbourne Bay on Cape York Peninsula and on North Stradbroke, Bribie, Moreton and Fraser Islands. There are only two silica sand operators in Queensland, located at North Stradbroke Island and Cape Flattery, which export silica sand. However, the North Stradbroke Island Protection and Sustainability Act 2011 will substantially end mining interests over land in the North Stradbroke Island Region by the end of 2019, and end mining in the region in 2025. Sugar The Australian raw sugar industry is one of the largest in the world. Sugar is the second largest export crop in Australia; each year around 85% of Australia s raw sugar production is exported to buyers overseas. Queensland Sugar Limited manages a pooling arrangement for export sugar in Australia operating six bulk terminals in Queensland and handling more than 90% of the nation s raw sugar exports. Sugar Australia is the largest domestic customer of Australian raw sugar and the largest exporter of Australian refined sugar. Timber and woodchip Timber and woodchip exports from Queensland are sourced mainly from the Caboolture and Maryborough regions. Japan is the principal destination for Australian woodchip, with China becoming an important export destination due to its rapidly expanding pulp and paper industry. Timber and wood product imports are predominantly traded through Brisbane for use in the local building industry. There was a 35% increase in timber and woodchip throughput handled through Queensland ports during 201112. This was due to a 75.9% increase in exports including 318 696 tonnes of timber passing through Townsville. Timber imports through Brisbane dropped by 11.2%.
