Programme Objectives 1: To equip unemployed South Africans from the National Skills Development Strategy target groups with skills required to enter employment in the Business Process Services (BPS) sector 2: To optimise employment by implementing an employer-led consortium model. 3: To ensure that at least 70% placement of learners in employment occur on completion 4: To facilitate the development home-grown supervisors and managers 5:To encourage employers to facilitate the completion of remaining credits of the qualification

Talent Development Objectives Initial objects of the Talent Development pillar was to train 30 000 learners as well as 5 000 middle and senior management candidates in the sector and absorb as many as possible of the trained candidates into formal employment in the BPS sector, hence Monyetla Work Readiness Programme 500 Snr mgr 1 000 Middle Managers 3 500 Supervisors/Team Leaders 30 000 Entry-level Mixed private and investment promotion funding Mixed public, private and investment promotion funding Public funding JCS002-20051214 Public funding will be weighted to providing skills and access to work for the unemployed at entry and supervisor level
Level 4 Programme Skills Training programmes, trainers, assessors and moderators should be accredited with at least one these SETAs: INSETA, Services Seta, BankSeta, FASSET, MICTS NQF Level 4 skills training programmes (encouraged to do the full qualification), with a minimum of 68 credits and relevant to the industry of the employer, nature of work to be assigned to the learner and BPS sector
Business Process Services Finance and Accounting Services (e.g.: accounting services, accounting preparation and reconciliation, asset management, corporate claims processing, loan application processing, portfolio analysis and management, financial reporting, treasury and financial management, tax consulting and compiling, tax management and auditing); Human Resource Functions (e.g.: compensation and payroll administration, recruiting and termination, education, and training and development), Contact centres (e.g.: inbound customer service, inbound helpdesk, inbound sales, inbound technical support, outbound data cleaning and data capturing, outbound debt collections, outbound customer interview, research and surveys, outbound telemarketing/sales, web sales and marketing, advertising, creative processes and marketing research services);
Business Process Services Back Office Processes (e.g.: administration, data entry/preparation, data entry scanning and archiving, document management, translation and transcription service, forms and report generation); IT and Technical Services (e.g.: network management and maintenance, software development and maintenance, Website design and development, network maintenance, data conversion, -entry, -scanning, -administration and -maintenance); and Other Specialist Services (e.g.: knowledge process outsourcing, analytics, engineering and design, asset management, infrastructure management, logistics and fulfilment, procurement, transportation services, travel and tourism booking and reservations, translation and transcription services, and insurance industry functions).
Requirements Minimum number of learners is 40 One dedicated person to coordinate the project internally Consortia must employ 70% of allocated learners for 12 months The 80 day training period can only start upon signing of Learner Agreements, not earlier. Employed learners must be paid a salary / wage no less than their learner stipend and aligned to market rates. For every 6 learners trained, the employer must train and employ an additional 1 unemployed youth either at the same level as the rest of the learners or into a supervisory level or higher at the employer s cost NQF Level 4 aligned training programmes (encouraged to do full qualifications) registered with any of the following SETAs:-INSETA, Services, MICTS, BankSeta, Fasset, and relevant to BPS sector, to be run for minimum 80 days

Participation CRITERIA Employer (BPS Operator; able to offer minimum of 40 learners at least 80 days of training that includes workplace experience; and able to offer contracts of employment to 70% of allocated and TRAINED learners for a minimum period of 12 months and to have 1 for every 6 learners trained and employed at the same level as the other learners or into a supervisory level or higher at the employer s own cost ) - Registered South African Tax Payer Trainer -SETA (INSETA, Services, MICTS, BankSeta, Fasset)-accredited training programmes at NQF Level 4 with a minimum of 68 credits, Training Provider; Assessors & Moderators registered with relevant SETA ETQA) Registered South African Tax Payer Recruiter - Registered South African Tax Payer Learner - (Unemployed, either Grade 12, diploma-holder or graduate; Under 35 years of age; South African citizen; 85% black, 54% women and 4% people with disabilities) The assembly of the consortia should take account of the National Skills Development Strategy, commitment to Broad-based Black Economic Empowerment (BBBEE) and SMME development
