Literatur 85 Über den Autor Dr. Jaring Hiemstra (1969) ist Geschäftsführer bei Hiemstra & De Vries in Utrecht (Niederlande). Er studierte Verwaltungswissenschaft an der Universität Twente und Enschede. 1999 promovierte er mit einer Untersuchung nach möglichen Varianten im Verhältnis zwischen Behörden und Verwaltung am Beispiel der dreißig größten niederländischen Kommunen sowie dreier Fallstudien in Deutschland, Kanada und Finnland.
