Introduction / Background Terms of Reference The Office of the Chief Risk Officer (GCRD) continues to expand the breadth and efficiency of its activities, keeping pace with the expanded remit of the Bank. As part of this strategic push, GCRD has and will continue to champion initiatives to introduce innovative capital and risk management technologies into the Bank s balance sheet strategy. The Non-Sovereign Credit Risk Transfer Project (Project Room to Run) is an important element of these new capital management exercises. Final preparation and execution of this transaction are expected to take place during the first 4-6 months of 2016. The additional workload associated with preparation and closure of this Project necessitates the engagement of a Junior Consultant. In addition, it is anticipated that the Junior Consultant will assist GCRD managers with a variety of support tasks associated with risk and portfolio management processes.
2. Objectives and Tasks of the Assignment I. The main objective of this assignment will be to assist the Project Room to Run (RTR) Task Manager in the preparation and execution of the NSO Risk Transfer Project. II. A second objective will be to provide proactive support to other Managers within GCRD, including the CRO himself. Tasks will include: - Prompt responses to all ad hoc requests of the RTR Task Manager - Prompt responses to all ad hoc requests from GCRD Managers, including the CRO himself, in relation to Risk and Portfolio Management activities - Supporting the RTR Task Manager with all tasks associated with portfolio selection and documentation due diligence - Supporting the RTR Task Manager in all communications, logistics, and written interactions with the US investor participating in Project Room to Run, and with S&P towards the preparation of a Rating Evaluation Service - Supporting the RTR Task Manager in all aspects of collaboration with GECL and FFCO, to oversee completion of the transaction Term Sheet and associated legal documentation - Supporting the RTR Task Manager in all tasks associated with internal presentation, communication with senior colleagues, and eventual Board approval of the transaction 3. Administration/reporting The consultant will report to the Group Chief Risk Officer who will adequately brief and guide the consultant. 4. Duration of the assignment The assignment will last for six (6) months, starting in February 2016 and ending in August 2016. The consultant will be based in Abidjan, Côte d Ivoire. 5. Qualifications and Experience Required a. A Minimum of a Master s degree or its university equivalent in Economics and Finance. i. Relevant Skills and Experience: Between two (2) and five (5) year of relevant work experience including experience in Economics or Risk Management; b. Demonstrated effective coordination skills and an ability to work under pressure in a multicultural environment to complete multiple tasks and meet deadlines. c. written and oral skills in English or French with a working knowledge of the other language.
d. Must be a citizen of a member country of the African Development Bank. Preference will be given to candidates from Regional Member Countries of the African Development Bank. e. In addition to the foregoing, the consultant should possess: i. High level of integrity, moral values, discretion and confidentiality; ii. Willingness to undertake extensive travel (up to 30% of time); and iii. Competence in the use of standard IT software (Word, Excel, PowerPoint). f. The Consultant should be under 32 years of age. 6. Remuneration The consultant shall be paid a total monthly lump sum, comprising fee, subsistence or other incidentals, for the duration of the assignment, which is commensurate with the number of years of work experience. GCRO will cover travel and field mission costs (if any) as per African Development Bank rules in this regard. 7. Please attach a Curriculum Vitae on the basis of the template in Annex 1.
