ELECTION MANAGEMENT SOLUTIONS DATACARD ADVOCATE PRECINCT MANAGEMENT SYSTEM Enhance the speed, accuracy and accountability of election day

PRECINCT MANAGEMENT SOLUTION Lower costs, greater security, enhanced accountability You know the pressures too well changing populations, redistricting, close elections, recounts, microscopic scrutiny and, of course, declining budgets. The Datacard Advocate Precinct Management System gives you the power to address all of those challenges and more. The Advocate system speeds and simplifies election day by replacing paper poll books and manual voter processing with a highly intuitive and automated solution. Instead of being lost in a sea of people, poll workers and election officials can keep voters moving through the polls and more effectively manage the process. Simple, intuitive operation Even the most inexperienced poll workers can use the Advocate system to process voters faster and keep lines moving quickly. Election officials generate accurate, up-to-the minute reports. Seemingly complex tasks such as election day registration (EDR) becomes quick, easy and highly affordable. The benefits of the Advocate system extend well beyond election day. Previously expensive and error-prone processes such as post-election auditing, report generation and updating of voter registration databases can be handled with much greater speed, efficiency and accuracy. The Datacard Advocate Precinct Management System enables election administrators to create efficient poll sites with on-demand auditability and unprecedented consistency.

SPEED, AGILITY, ACCURACY Streamlined election day processes The Advocate system replaces paper poll books with the speed and accuracy of highly intuitive software. With minimal training, poll workers can process voters faster than ever even in the case of exceptions, such as election day registrations. Poll workers simply scan an approved credential, such as driver s licenses to find voters in the database. Or they can use the system s greatly simplified search features. Lines move quickly, errors are reduced, reports are generated quickly and the entire experience is much more streamlined for poll workers, election officials and voters. Exceptional security and accountability The Advocate system offers multi-level security that allows you to restrict access to registration data, reports, audit trails and other critical information. For example, election officials can generate reports and view audit trails, while poll workers are limited to basic registration procedures. Other security features include advanced encryption technologies to protect voter information before, during and after election day. On-demand auditing features make it easy to track poll site activity, identify errors and make necessary corrections. Election day registration simplified Most state and provincial governments understand the value of election day registration (EDR), but they hesitate to deploy it because of cost, complexity and security concerns. The Advocate system addresses all of those challenges. In a matter of seconds, a poll worker can verify voter identity, determine if he or she is in the correct voting location and capture all necessary registration information. There are no hand-written ballots to decipher and the entire process is governed by established rules programmed into the system. It s fast, secure, accurate and economical. PROGRAM BENEFITS Faster, more accurate voter processing Real-time reporting On-demand auditing Lower costs, less paper Automatic detection of irregularities Consistent policy application VOTER BENEFITS Shorter lines Faster Processing Correct ballot distribution Immediate redirection, if necessary No paper forms to complete ELECTRONIC EDR BENEFITS Faster processing No hand-written forms Encourages voter participation Lower costs during and after election day More accurate database updates

FOUR PERFECTLY INTEGRATED MODULES Precinct Automation Manager The Precinct Automation Manager module helps jurisdictions manage voter data efficiently and securely. It automatically and securely manages the collection and transfer of authorized voter data between state or central databases and individual polling locations. All election procedures and poll site activities are predefined and loaded into the system, so you know elections are being administered with great consistency. At any time, authorized users can pull accurate, up-to-the-minute reports from the system. Efficient. Collect, verify and distribute registration information to poll sites. Consistent. Provide polls with predefined election procedures. Secure. Assign specific access levels for precinct officials and poll workers. Flexible. Accurately update registration records before, during and after election day. Accountable. Detect irregularities easily with on-demand auditing. Compatible. Open architecture and completely hardware independent. Precinct Control Center Paper-based poll books are slow, expensive and highly prone to human error. The Precinct Control Center module automates voter processing and eliminates the need for hard copy poll books. All voters including election day registrants are processed quickly and consistently. Automating the check-in process minimizes congestion, reduces human errors and creates an environment of accountability and control. Intuitive. Simplified interface requires little or no training of poll workers. Streamlined. Process voters faster and reduce poll site congestion. Accurate. Update voter registration databases automatically. Simple. Minimize calls to election central and reduce need for provisional ballots. Economical. Eliminate the costs associated with human errors and paper poll books. Empowering. Simplify the creation of early voting supercenters or super poll sites. Seamless integration The Datacard Advocate Precinct Management System provides a powerful, flexible solution for managing voter registration data, electronic voter verification, election day registration and poll worker identification. Precinct ID The Precinct ID module helps ensure automated authorization of poll workers, while improving the security of voter registration data. This fully integrated and portable system includes everything you need to capture images, manage identity information and issue high-quality ID cards to election officials and poll workers. Complete. Everything you need to enroll poll workers and produce secure IDs. Proven. Based on industryleading ID technologies. Secure. Create a highly secure log-on process for poll sites. Accountable. Track poll site activity by individual poll worker. Intelligent. Create levels for various election personnel. Election Day Registration This module automates the registration of new voters. It captures data directly from a driver s license or other approved document and prompts the poll worker to verify the voter is in the correct precinct. Then, it automatically uploads identity information to the voter registration system. It helps eliminate errors that often occur when voters and poll workers fill out forms by hand. Election day processes are streamlined, as are post-election updating and verification procedures. Fast. Verify and register new voters in a fraction of the time required by paper-based systems. Easy. An intuitive interface requires little or no training of poll workers. Auditable. Verify collected information before uploading to central voter registration database. Compliant. Configure the module to align with specific state or local laws ands procedures. Expert service and support Count on Datacard for help with any aspect of your precinct management system or precinct ID program, including planning, start-up, technical support and professional services. THE POWER OF A PROVEN SOLUTION Simplicity meets security The design of the Advocate system reflects years of refinement and success in demanding environments. A newly designed interface is designed specifically for poll workers who have little or no training. A highly intuitive interface lets them look up voters by entering a first or last name, scanning a driver s license bar code or reading the magnetic stripe, or entering any other identifier you choose, such as a voter ID number. This simplicity keeps lines moving quickly on election day. While the Advocate system offers an intuitive interface and easy operation, it also features highly advanced security features that protect both your process and your voter registration data. Audit trails, data encryption technology and tiered password systems provide strong lines of defense against intentional or unintentional theft and fraud. Advantages over a client-server architecture Unlike other electronic voter processing solutions, the Advocate system does not employ a client-server architecture. This eliminates the possibility of a single server crash paralyzing your entire election. Individual electronic poll books are deployed at each site and linked together on a secure mesh. Each one functions as a stand-alone system, replicating data to other poll books in real time with no server needed. If one computer goes down, the workload for that device can be shifted to another one at the same site seamlessly. So, your election is not contingent on the health and availability of a single or multiple servers. In addition to this critical uptime capability, our network architecture allows you to add or delete electronic poll books from a site while the election is in progress with no interruption to the voter registration flow. DATACARD ADVOCATE PRECINCT MANAGEMENT SYSTEM POLL SITE WORKFLOW 1 2 1. VOTER ARRIVAL & LINE CHECK Voters arrive at poll site. Poll workers use a handheld device to look up and verify voter registration, redirect voters to other poll sites or send voters to exception table. 2. CHECK-IN Poll workers scan credentials of registered voters, quickly verify voter registration status and print a check-in statement. 32A 2A. EXCEPTION HANDLING Voters fill out same-day registration forms, update name or address, or attend to other exceptions.

VERSATILE FUNCTIONALITY Important benefits after election day In addition to a wide range of customized reports and auditing capabilities, the Advocate system offers dramatic improvements for post-election processing. Currently, most state and provincial governments collect hand-written forms for election day registration and other exceptions at poll sites. Mistakes in completing or reading forms lead to costly delays in the process. Mistakes often require a government official contacting the voter to verify demographics SMTWTFS before the voter registration database can be updated. The Advocate system collects voter information electronically and built-in rules require poll workers to gather information in a way that fully complies with your policies and procedures. This can save considerable time and money for most government agencies. SMTWTFS ID CARD SMTWTFS ID CARD Early Voting Streamline and simplify ID CARD early voting.
