Welcome Thank you for attending today s public hearing for the WIS 23 expansion project. This public hearing provides you the opportunity to comment on the Limited Scope Supplemental Draft Environmental Impact Statement (LS SDEIS) that contains information regarding transportation improvements that affect both near-term and long-term changes to the corridor. How to provide comments The Wisconsin Department of Transportation (WisDOT) will consider your comments as the final decisions are made regarding the WIS 23 expansion project. There are three ways for you to comment for the record at this public hearing. 1. Comment orally in private - A court reporter is here to take your comments from 6-6:30 PM and from the close of the public hearing to 8:30 PM. 2. Comment orally before an audience - After the presentation, a formal public hearing will be held from approximately 7 PM until those wishing to testify publically are finished. Please give the registration slip to the person conducting the hearing. Please limit your comments to 3 minutes so that others have the opportunity to express their opinions in public. You can comment again as part of the verbal testimony before an audience after others have testified. 3. Purpose of this Public Hearing The main purpose of this public hearing is to obtain public opinion regarding the project characteristics so that the input can be considered along with other agency opinions in the decisions made by WisDOT and the Federal Highway Administration (FHWA) for the WIS 23 corridor. Court reporters are available to record all testimony, which is then entered into the public hearing record along with other public hearing information and materials. Project Statement WIS 23 is part of the National Highway System (NHS) and is a rural principal arterial that connects Fond du Lac and Sheboygan in east central Wisconsin. WisDOT is proposing to expand the roadway to a 4-lane divided highway with a jug-handle type of intersection at County K, interchanges at County UU and County G, and several access modifications of side roads. WisDOT is also proposing to designate WIS 23 as an expressway under State Statute 84.295. This designation allows WisDOT the ability to preserve future right of way for improvements that may be implemented in the future. Preservation is being proposed for future interchanges at County W (north with connecting road) and County A; as well as grade separations (overpasses) at Tower Road, 7-Hills Road, Scenic View Drive, and Sugarbush Road. The following conceptual figure displays this proposal. Current preferred alternative (Pending LS SFEIS and Record of Decision approval) Direct impacts from the proposed 4-lane expansion include agricultural land acquisition, residential and small business relocations, and encroachments on wetlands, floodplains, and other sensitive natural resources. FHWA and WisDOT have prepared a Limited Scope Supplemental Draft Environmental Impact Statement (LS SDEIS) in accordance with Title 23, Part 771.130 (f) of the Code of Federal Regulations (23 CFR 771.130). This LS SDEIS addresses issues of limited scope associated with the overall project, which include: Updating and clarifying portions of the original Purpose and Need. Enhancing and clarifying the discussion of alternatives that do not include capacity expansion. Clarifying the discussion of impacts to Section 4(f) resources and reconsidering determinations on three of those resources. Revising, updating, and clarifying the Indirect and Cumulative Effects analysis. Seeking additional public involvement and offering a hybrid-style public hearing (tonight). The LS SDEIS is available for review at this public hearing, and can be reviewed on the project web site at http://www.dot.state.wi.us/projects/neregion/23/environ.htm. Paper or CD copies can also be requested, for a fee, from Rob Wagner at WisDOT at the address listed in this packet. Comments are due by September 30, 2013 and should be sent to the address listed in this packet. Next Steps WisDOT and FHWA are planning to issue a single combined Limited Scope Supplemental Final Environmental Impact Statement (LS SFEIS) and Record of Decision (ROD) document pursuant to Pub. L. 112-141, 126 Stat. 405, Section 1319(b) unless FHWA determines statutory criteria or practicability considerations preclude issuance of the combined document pursuant to Section 1319. This combined LS SFEIS and ROD document are planned for release in the winter of 2013/14. 3

Alternatives Comparison Since the publication of the 2010 FEIS, the impacts have been updated as part of the normal design refinement process. The following matrix compares the impacts presented in the 2010 FEIS with the updated impacts obtained from the current design refinement. The impacts vary from what was presented in the 2010 FEIS because as design has progressed there is a greater understanding of the actual right of way needs. Many of these refinements involved access and right of way modifications that occurred during right of way negotiations, in most cases, the direct right of way impacts have been reduced. The number of relocations has increased, primarily because of property owners requesting relocation because of access changes. 4
