I. Section 2-Pricing, 2.1.2 of the original RFP pricing proposal is deleted and replaced with the following new pricing section table: Position/Title a. Program Manager b. Project Manager c. In response to the mandatory pre-proposal conference, the following questions were presented after the meeting and are being posted here: 10/10/2013
1. Is a performance bond still required? If so, at what amount? a. No, it is not required. 2. Please confirm that all work is IT only, for both ICD-10 and Meaningful Use. a. While there are many Meaningful Use (MU) and ICD-10 initiatives that require work from an IT perspective, many of these projects require workflow analysis, integration testing, training, support, etc. This work will require our consulting partners to work outside of IT and with our users. 3. Please describe the differences between the job duties of senior analyst and analyst. a. Some of the Analyst duties may include but are not limited to 1.Gather information from users and documenting workflows 2.Participate in process/workflow redesign 3.Participate in any and all design sessions 4.Ensure integration of healthcare application data and information across platforms and systems 5.Execute any build and documentation activities 6.Engage with vendors and other consulting partners 7.Create/update testing scripts 8.Participate in unit, functional and integration testing activities 9.Conduct/participate in simulation activities 10. Participate in conversion support 11. Document and conduct transition activities 12. Adhere to all IS processes including but not limited to change management, project management, policies and guidelines, etc. b. Some of the Senior Analyst duties include the same as the Analyst as listed above with the addition of the following but are not limited to 1.Provide input leading in the design and implementation of new tools, components, functionalities within healthcare applications 2.Develop and implement smaller initiatives using planning techniques and process flow analysis 4. Please provide a skills list for the testing analyst and conversion support. a. Some of the Testing Analyst duties may include but are not limited to 1.Create/update testing scripts 2.Conduct unit, functional and integration testing activities 3.Conduct/participate in simulation activities 4.Participate in conversion support 5.Adhere to all IS processes including but not limited to change management, project management, policies and guidelines, etc. b. Some of the Conversion Support duties may include but are not limited to 1.Participate in training prior to conversion support 2.Understand the specific workflows that will be supported 3.Provide at the elbow end user support per the support schedule 4.Follow all conversion support guidelines based on the initiative 10/10/2013
5.Adhere to all IS processes including but not limited to change management, project management, policies and guidelines, etc. 5. Please provide the responsibilities of the business/it strategist roles and responsibilities. The consultant in this role is someone that brings experience and demonstrated expertise in the regulatory spaces of Meaningful Use and/or ICD-10. This consultant will collaborate with various UI Health stakeholders. 6. How should we calculate the blended rate? Is it the average rate of all the positions or highest rate? a. Please see response #1 7. Do we need to submit resumes in response to this RFP? a. Yes 8. References: a. Do you want scope and size of the projects? i. That will be helpful. b. Also, when will you be contacting them? i. In the November/December timeframe. 9. Experience with EMR Technologies: a. Do you want total number of consultants placed or number of clients worked with? i. We are seeking to understand if your organization has consultants with experience in the areas of EMR/EHR technologies. You can provide any detail that will help us understand the type of experience that the consultants in your organization possess. 10. Does this RFP apply to supplemental staffing and perm resource recruiting services? a. This RFP allows the Information Services department to reach out to our approved consulting partners and seek consultants to augment and bring experiences to our IS team for a Meaningful Use and ICD-10 initiative. b. This RFP does not seek permanent resource recruiting services. 11. Resumes: Who do you need? Internal staff vs. consultants? We have too many consultants to include all resumes. Only those involved in our project. We seek consultants that will be able to augment or fill gaps in expertise and knowledge on our IS team for Meaningful Use and ICD-10 related projects. Consultants may have experience with EMR/EHR technology, Meaningful Use, ICD-10, business process improvements, healthcare IT project implementations, etc. 12. Relationship with Cerner. Are they bidding on the project or are their consultants considered in the total cost of software? Cerner is our EHR vendor and this RFP request is extended to them as well. In addition, we have some Cerner consulting services contracted as part of our existing Cerner contract. 13. Are the rates to be all-inclusive? Meaning one hourly billable rate that includes travel expenses? Or will travel expenses be billed separately? 10/10/2013
All rates are inclusive (hourly and travel); however, we would like the hourly rates and the travel broken down separately on invoicing. 14. We wanted to check if UIC is looking for client references specific to MU and ICD10 within academic medical centers. Can a vendor provide references outside of MU and ICD10. Would this be acceptable to UIC? Yes. A vendor may provide references outside of MU and ICD-10 for consulting experience and work conducting within other healthcare and academic medical centers. 15. If a bidder does not include an hourly rate for a position listed on page 8 of the RFP, will that bidder s entire bid package be disqualified? No it will not be disqualified. 16. Can you provide additional descriptions for the following positions: Physicians/nurse advisors, Analyst, Senior Analyst, and Business/IT Strategist? The senior analyst, analyst and business/it strategist positions are broken down in questions 3, 4, 5 above. The physician advisor is someone, a physician, that brings experience and demonstrated expertise in the regulatory spaces of Meaningful Use and/or ICD-10 from the physician perspective. This consultant will collaborate with the UI Health physicians as well as other stakeholders. The nursing advisor is someone, a nurse, that brings experience and demonstrated expertise in the regulatory spaces of Meaningful Use and/or ICD-10 from the nursing perspective. This consultant will collaborate with the UI Health nursing team as well as other stakeholders. III. In response to a question at the mandatory pre-proposal conference, the sign-in sheet is provided as an attachment to the Addendum No. 1. This Addendum No. 1 is made a part of this proposal and is incorporated therein. All other bid requirements remain the same.
