Persons wishing to submit Proposal Electricity Services in Birdville ISD will have until 11:00 AM CST, Tuesday, November 10, 2015 to submit their bid in writing to Darla Powell in the Purchasing Department at 3124 Carson Street, Haltom City, TX Only sealed bids will be accepted. Faxed, ed and/or late bids will not be accepted for any reason. 3 1. How many copies of the proposal does BISD require? a. Please submit two (2) copies Q & A for RFCSP Electricity Services 2. Is BISD considering other options? a. You will have the opportunity to propose other options on the pricing sheet. See sample document. 3. Will the new schools be added in the executable pricing? a. Yes, the pricing for any additions or subtraction is included in the plus or minus swing bandwidth. 4. What does BISD want included in the pricing? (Oncor, Nodal, etc.) a. If we can get an option for guaranteed pricing on the Oncor and Nodal yes, otherwise no. Both of these items usually fluctuate with their respective triggers. Oncor and Nodal are regulated. There should be language in the contract protecting us from most nodal charges. 5. Is pricing due at the time of proposal submittal are due? a. No, pricing will be received on a specific date and time to be determined by BISD. All vendors will be notified prior to that date and time. 6. Has a day been set yet for all REPs to base their price on for submission? a. BISD has not set the date to receive executable pricing. This date will be sent out via to all responding proposers of this RFP. 7. Does BISD know the details of building additions as a result of the Bond along with tentative schedule? a. Yes, please see details of what campuses will be affected due to Bond 2014 at the link? BOND The District states they are seeking a 90 day price hold? Please clarify if you are seeking everything but the price to be held for that period as this is not practical request for a commodity product. a. That statement goes on to say unless otherwise indicated. Pricing will be received at a specific date and time to be determined later based on market trending. BISD will notify all qualified vendors. 9. Is credit card payment a requirement to bid? a. No. 10. What are the dates of this agreement? a. The proposal terms will be for 5 year, with separate contract terms as determined by final pricing contract. 11. RFP Section III, Items 20, 21, and 22 (RFP pages 14 and 15) state that the RFCSP has (i) a bid security requirement of not less than five percent (5%) of the total maximum RFCSP price; (ii) a payment bond requirement of 100% of the total sum of the project, and (iii) a performance bond requirement of 100% of the total sum of the project. What types of bond or bonds are required? What is the total amount of the bond that will be required for the 1, 2, or 3 year term? Is the performance bond going to be based on total revenue or contract exposure? a. No bonding is required for this proposal. Bonding is typically for constructions projects. 12. RFP Form A (RFP page 18) in the Submitted By section, what are you looking for in an answer for MWBE and HUB? Certification numbers? In other words, if we are not a certified MWBE or HUB business we would either leave these lines blank or put N/A? a. You would answer, No. 13. RFP Form A (RFP page 18) similarly, in the Please List Any Current awarded Bids You have with other districts or Co-ops section, what are you looking for in Co-op#? A contract number? Do you want us to attach a page to list every co-op and district we have a contract with, or just up to three? a. Just three will be sufficient.
