OHADA is recruiting motivated staff to boost the human resource capacity of its Institutions. OHADA: JOB DESCRIPTION FOR THE POSITIONS ADVERTIZED/ 2014 RECRUITMENT I- BACKGROUND In order to fill certain positions that were declared vacant by the Council of Ministers, the Organization for the Harmonization of Business Law in Africa (OHADA) is recruiting: one (1) Director of Human Resources, Material and General Administration; one (1) Finance and Accounting Director; two (2) Heads of Finance and Accounting Service based at the Common Court of Justice and Arbitration (CCJA) and at the Higher Regional School of Magistracy (ERSUMA); two (2) Chief Documentalists based at the Common Court of Justice and Arbitration (CCJA) and at the Higher Regional School of Magistracy (ERSUMA); two (2) Judges Assistants based at the Common Court of Justice and Arbitration (CCJA); II- CONTENTS, NATURE AND SCOPE OF POSITIONS ADVERTIZED: 2.1- ONE (1) DIRECTOR OF HUMAN RESOURCES, MATERIAL AND GENERAL ADMINISTRATION, INTERNATIONAL JOB (International managerial Staff, Category A1) Under the authority of the Permanent Secretary, the incumbent will supervise: The administration and management of human resources; The management of procurements and materials; The material organization of institutional meetings. The Director of Human Resources, Material and General Administration shall, in addition to the tasks listed above, carry out the functional supervision of Human Resources, Material and General Administration Services in all Institutions of the Organization. The incumbent will be based in Yaounde (Cameroon). The contract is for four (4) years renewable once for a candidate recruited for the first contract in this position.
EDUCATION AND PROFESSIONAL SKILLS: The candidate is expected to: Hold at least an Advanced Level (A Level) + 5 in administration, management of human resources or any equivalent area; Have a professional experience of at least 10 years in the domain of human resources management and/or administration within a public administration and/or an international organization; Show proof of perfect mastery of the management of procurements and of materials, as well as administration; Be a national of one of the OHADA Member States; Have a good knowledge of French and any one of the three working languages of the Organization, namely: English, Spanish and Portuguese; Have good managerial skills; Be able to handle difficult situations with the capacity to work in a multicultural professional set up; Be aged at most 55 years latest on 31 December 2014. 2.2- ONE (1) FINANCE AND ACCOUNTING DIRECTOR, INTERNATIONAL JOB (International managerial Staff, Category A1) Under the authority of the Permanent Secretary, the incumbent will, under his own personal and financial liability: Prepare the implementation strategy of autonomous financing mechanism of the Organization; Prepare and present the consolidated recurrent and investment budget of Institutions ; Determine the amount of contributions of each Member State; Recover the contributions of Member States; Mobilize financial resources from Technical and Financial Partners; Prepare and present consolidated financial reports of Institutions activities; Keep consolidated accounting and produce consolidated financial statements of Institutions;
Manage treasury operations; The Finance and Accounting Director takes part in any reflection on the improvement of the finance and accounting framework. He will, in addition to the tasks listed above, carry out the functional supervision of Finance and Accounting Services in all Institutions of the Organization. The incumbent will be based in Yaounde (Cameroon). The contract is for four (4) years renewable once for a candidate recruited for the first contract in this position. 2.3 - TWO (2) HEADS OF FINANCE AND ACCOUNTING SERVICES AT CCJA AND AT ERSUMA, LOCAL JOB (General and Technical Services Category B1) Under the hierarchical supervision of the Institution Head concerned, the Head of Finance and Accounting Service: Prepares and present the personal budgets of Institutions where they are based; Take part in the preparation of the consolidated recurrent and investment budget of the Organization; Take part in the implementation of the resource mobilzation policy with Technical and Finance Partners; Prepare and present individual and consolidated finance reports of Institutions activities; Keep the Institutions accounting (general, budget, analytical and stock) and prepare financial statements; manage treasury operations of the Institutions, including provisional cash desks; Financial and accounting management of payment; The incumbents shall take part in any reflection on the improvement of the finance and accounting framework of the Organization. He shall be under the functional supervision of the Finance and Accounting Director to whom he shall report. They will be based respectively in Abidjan (Côte d Ivoire) and in Porto Novo (Benin). The contract is for three (3) years renewable once for a candidate recruited for the first contract in this position. EDUCATION AND PROFESSIONAL SKILLS: Candidates are expected to: Hold at least an Advanced Level (A Level) + 3 in accounting, finance or any equivalent area; Have a professional experience of at least 7 years in the domain of finance and accounting within a public administration and/or an international organization; Show proof of perfect mastery of finance and accounting management in international organizations and in projects financed by Financial and Technical Partners; Have a perfect mastery of the OHADA accounting system;
- Be a national of one of the OHADA Member States and accept to live in the country where the duty station is located; Have a good knowledge of French and any one of the three working languages of the Organization, namely: English, Spanish and Portuguese; Have good managerial skills; Be able to handle difficult situations with the capacity to work in a multicultural professional set up; 2.4 ONE (1) CHIEF DOCUMENTALIST AT THE CCJA, INTERNATIONAL JOB (International Managerial Staff, Category A2) Under the hierarchical supervision of the Registrar-In-Chief, the Chief Documentalist shall: Prepare the document and archive base of the Institution, including the follow-up of contact with editors, librarians, authors and book sale companies; Manage the Institution s publications; keep and archive data and documents relating to the RCCM regional card-index; Keep all archives (files in respect of which the procedures are completed); The Incumbent shall be based in Abidjan, Côte d Ivoire. Have a good knowledge of French, English and anyone of the languages within the OHADA space; Have the capacity to work in a multicultural professional set up; - Be aged at most 55 years latest on 31 December 2014. 2.5 ONE (1) CHIEF DOCUMENTALIST AT ERSUMA, INTERNATIONAL JOB (International Managerial Staff, Category A2) Under the hierarchical supervision of the Director of Studies and Internships, the Chief Documentalist shall: Organize and implement the procedures and tools for the management of the documentation center; - Manage the documentation base of the Institution and the deposit/sale of books; - Collect data on the law and cases in member States, especially in the domain of business law; - Support the organization of training sessions organized by the Institution; - Support the design and dissemination of documentary products; - Supervise the inventory of books and their stamping; The Incumbent shall be based in Porto-Novo, Benin. The contract is for four (4) years renewable once for a candidate recruited for the first contract in this position. - Have good managerial skills Be able to handle difficult situations with the capacity to work in a multicultural professional set up; - Be aged at most 55 years latest on 31 December 2014. 2.6- TWO (2) JUDGES ASSISTANTS AT CCJA, INTERNATIONAL JOB (International Managerial Staff, Category A1) Under the hierarchical supervision of the Head of Institution, the Judges Assistants shall: Write legal notes on files submitted to them and forward them to the registry; Assist Judges with research on the literature and cases; Take part in any activity that aims to disseminate and improve the knowledge of the new community law principles; Carry out preliminary studies on the legal aspects of draft Uniform Acts and other documents received by the Court. Carry out studies on the laws relating to the Courts activities. The Incumbents shall be based in Abidjan, Côte d Ivoire. The contract is for four (4) years renewable once. EDUCATION AND PROFESSIONAL SKILLS: Candidates are expected to: Be judges, Advocates, University lecturers, or in-house counsels with at least an Advanced Level (A Level) + 5 in Legal Sciences; Have a professional experience of at least 10 years in legal practice, university teaching, legal assistance, in a law chamber or company, in a public administration and/or an international organization; Show proof of perfect mastery of legal advice management; Be a national of one of the OHADA Member States; Have a good knowledge of French, English and any one of the languages within the OHADA space;
