EXPRESSION OF INTEREST (EOI) BMX Australia (BMXA), invites interested Government body, Club or State BMX Organisation (Host) that have the capacity to host a selection of UCI and BMXA sanctioned international and domestic events from 2016 2018 inclusive (BMXA Events) to express interest in hosting BMXA Events.

STATEMENT FROM THE BMXA PRESIDENT 2 We are committed to establishing an event program that provides a participation pathway for BMX Racing and Freestyle athletes from grass roots events right through to UCI BMX World Championships. Over the last 10 years, BMX Australia has, with the support of the BMX Community, Local Councils and State Government, been able to create industry leading events. In order to maintain this high standard, BMXA will be looking to endorse and partner with regional Australian Government/s that share our vision to deliver best practice and world class events which will leave a positive legacy for the Australian BMX participation and athlete segment. Once you have had the opportunity to review our EOI documentation I am are sure you will agree that our major event strategy provides a significant tourism opportunity for regional Australian Government s looking to develop new, or evolve existing BMX Tracks and Freestyle facilities and to drive the tourism and visitation economic impact within the region. Our EOI process will be coordinated and led by our General Manager, Mark Louis, who will coordinate the process of assessment and evaluation of interested parties. INVITATION TO EXPRESS INTEREST 3 States are invited to respond to this BMXA Events EOI in order to secure BMXA s endorsement and partnership; A. BMXA to host the following suite of domestic events (BMXA Events) in BMXA s Preferred Host State: i BMX National Series 2016, 2017 and 2018 ii BMX National Championships 2016 and 2018 and B. BMXA to bid, with support of its Preferred Host State, to secure the right to host, and if successful to host, the following suite of international events in BMXA s Preferred Host State: i UCI Oceania Championships 2016 or 2018 ii UCI World Cup SX 2016, 2017 or 2018 iii UCI World Championships 2018 BMXA will present Australia s candidature to host any UCI International Event, where a bid is required to secure the right to host an event in Australia. BMXA, through it s events unit, will lead the UCI International Event bid process and be the event promoter for all successful Events. With the support of the Preferred Host State, BMXA will seek to comply with UCI commercial and technical standards associated with hosting UCI International Events, where deemed reasonable. BMXA will work with BMX Freestyle event promoters to successfully deliver domestic Freestyle events.

6 BMXA EVENTS STAKEHOLDER RELATIONSHIP Bicycle Motocross Australia (BMXA) is recognised by the Australian Sports Commission as the National Sporting Organisation for BMX racing and freestyle within Australia. BMXA is also an affiliate of UCI (Union Cycliste Internationale), the international cycling federation. In an events situation, the following chart will help to show the stakeholder relationship between the Government hosts, BMXA and the UCI: International Cycling Union (UCI) UCI will sanction both domestic and international events within Australia once either a bidding process or application has been approved. Classifications for events result in different criteria being satisfied by UCI. Bicycle Motocross Australia (BMXA) BMXA Event Management and administration team will ensure planning and delivery of events will meet all requirements and satisfy the needs of all stakeholders. Governments, Clubs or State Bodies (Hosts) Hosts work with BMXA to secure events to be hosted in their region which result in a significant boost in tourism and economic benefits in the lead up to and during the event.

BMXA EVENTS OVERVIEW 7 BMX National Series (2016, 2017 and 2018) One (1) day event per round (usually double headers) Average 300 riders per round (plus family & Officials) BMXATV vision and BMXA social media Wide-spread events across Australia Live streaming of event BMX National Championships (2016 and 2018) Six (6) day event 3,000 riders (plus family & Officials) BMXATV vision and BMXA social media TV coverage (Saturday racing highlights) Live streaming of event UCI Oceania Championships 2016 or 2018 One (1) day event International and domestic riders compete from region 100 riders (plus family & Officials) BMXATV vision and BMXA social media Live streaming of event UCI World Cup SX 2016, 2017 or 2018 Two (2) day event International and domestic riders compete Approx 250 elite riders BMXATV & International traditional and social media reach (15 broadcaster in 70 territories) UCI World Championships 2017 or 2018 Six (6) day event International and domestic riders compete Approx 2,400 riders (plus family & Officials) BMXATV & International traditional and social media reach Local and International Broadcast

EVENTS EOI PROCESS 8 The following steps outline the process that BMXA will take to identify and secure appropriate venues for events. Timeline dates are subject to each event, please see the following page for more information. RACING EVENTS STEP 1 Host submits response to EOI including the following details A. Nominates proposed BMX Track or venues and events to host B. Outlines benefits of hosting event and support (financial or other) and; C. Confirm that the Host agrees to cover a bidding & event assessment fee (cost dependant on event) should they be selected to ensure they meet all host venue requirements. STEP 2 BMXA invites Host(s) to submit bid document A. Preferred Host(s) to enter into a confidentiality agreement with BMXA B. BMXA will provide relevant bid documents and information STEP 3 BMXA reviews bid documents and A. Bid documents to be reviewed by representatives of the BMXA Event Management Group B. BMXA undertakes consultation with Host(s) on bid document STEP 4 BMXA selects and works with Host A. BMXA assesses proposed track and/or venue B. Track requirements for UCI certification will be distributed to Host and timeframe to meet all items will be set by host and BMXA C. BMXA prepares UCI bid where required, with support from Preferred Host D. BMXA and Host enters into event agreement and announcement made of successful bid. Unsuccessful Hosts will be notified.

Further steps and dates will be outlined after this time.

EOI CONSIDERATIONS 10 Bid Fees The successful Preferred Host State will be required to agree and pay a bidding fee in order to: A. Allow BMXA & UCI to complete venue (and track, where required) evaluations including the impact on the community and surrounding areas B. Assist BMXA in developing a sophisticated bid to meet the requirements of the UCI for events as applicable Hosting Rights Fee Upon appointment by BMXA, the successful Preferred Host State will be required to pay the Hosting Rights Fees to BMXA for each event that it is succesful for. BMXA will be responsible for further UCI submission fees or any other Rights Fees. Please note: The Hosting Rights Fees payable will be sufficient to ensure that event delivery standards can be met but does not include operational, capital or maintenance investments required to ensure the Preferred Host State meets all BMXA and/or UCI requirements. Venue & Surrounding Facilities The Preferred Host State is required to include provisions to be able to meet the standards set by BMXA and/or UCI for the relevant event including: Capital or ongoing maintenance investment required BMX Track, areas for marquees/event infrastructure, accessible access, and parking (BMX Racing) Existing council skate park, or areas to set up competition areas and marquees/event infrastructure, accessible access, and parking (Freestyle) Appropriate media and officials facilities (permanent or temporary) as determined by BMXA Marketing Rights BMXA Events BMXA is the sole and exclusive owner of all marketing rights. UCI Events The UCI is the sole and exclusive owner of all marketing rights for the UCI World Cup and World Championship events.

EOI CONSIDERATIONS 11 Television Rights BMXA Events BMXA is the sole and exclusive owner of all broadcasting rights in the widest sense of the term (which includes but is not limited to radio, television, internet, and all multimedia rights). UCI Events The UCI is the sole and exclusive owner of all broadcasting rights in the widest sense of the term to UCI World Cup and World Championship events.
