Graduate School of Asia-Pacific Studies (GSAPS) Waseda University Admission Guide of The Special Admission for Postgraduate Study Abroad Program by China Scholarship Council for the Admissions of September 2014 1. Admission Period September 2014 2. Program for application 1) PhD Program Degree Seeking Program / Duration:36 months (3 years) 2) Special Research Students Program Non-Degree Program at PhD Program level / Duration: 6 or 12 months (half-year or one year) * Note that special research students cannot obtain degrees at Waseda University. 3. Applicant Qualifications To apply to this admission, applicants should meet both qualifications (1) and (2) for each program. [PhD Program] (1) Applicants must meet the eligibility criteria for Postgraduate Study Abroad Program by China Scholarship Council( next page), hereinafter abbreviated as CSC, and intend to apply for a scholarship from the CSC. (2) Applicants must have obtained a master s degree, professional master s degree, or any equivalent degree. Or applicants are expected to obtain a master s degree by September 20, 2014. If applicants affiliate with the Master s and PhD joint degree program, they need to be enrolled in their home university s graduate school for at least two years at the time of enrollment into the GSAPS and to be recognized as its equivalent to master s degree from a college or university of recognized standing. [Special Research Students Program] (1) Applicants must meet the eligibility criteria for Postgraduate Study Abroad Program by CSC( next page) and intend to apply for a scholarship from the CSC. (2) Applicants must be enrolled in the doctoral program at universities inside China. If applicants affiliate with the Master s and PhD joint degree program, they need to be enrolled in their home university s graduate school for at least two years at the time of enrollment into the graduate schools at Waseda University and need to be recognized as its equivalent to master s degree from a college or university of recognized standing. 1
Applicants must fall under the following eligibility condition for the Postgraduate Study Abroad Program by CSC. (1) Those who reside inside China Applicants who obtained a master s degree, professional master s degree, or any equivalent degree, or have enrolled in the first year of doctoral program. Or applicants enrolling in the master s program inside China who are expected to obtain a master s degree by September 20, 2014. (2) Those who reside outside China Applicants who are enrolled in the first year of doctoral program in universities outside China, or who are enrolled in the Master s program and expected to obtain a master s degree by September 20, 2014. * If applicants are currently enrolled at the 1st year for the PhD program at Waseda University, please contact the Center for International Education prior to application. Screening Method 1) PhD Program The decision whether to accept or reject will be based on the all the required documents submitted (first screening) and results of the interview (second screening). For those applying from overseas (Application from Overseas), the interview will be held through an e-mail or phone and for those applying from the inside of Japan (Application from inside of Japan), the interview will be held at Waseda on campus. 5.Screening Schedule 2013/12/13(Fri.) - 12/20(Fri.) 2014/1/24(Fri.) or later < Application from Overseas> 2014/1/29(Wed)-2/5(Wed) <Application from Inside of Japan > 2014/2/8 (Sat.) Application Period (Application must reach the GSAPS Admissions Office by Dec. 20.) Results of the first screening sent to the applicant by e-mail or express mail. * PhD program applicants who pass the first screening: Notification for the Second Screening will be sent. * Successful applicants of Special Research Student Program: Letter of Conditional Consent of Acceptance will be sent. Second Screening(Interview) *Second screening will be conducted for applicants of the PhD program who pass the first screening. < Application from Overseas> *Second screening date will be assigned from Jan. 29 to Feb. 5 by GSAPS. After the second screening date is fixed, the detailed information will be notified to applicants of the PhD program who pass the first screening. <Application from Inside of Japan > *Second screening will be held on campus on Feb. 8. The detailed information will be notified to applicants of the PhD program who pass the first screening. 2014/2/14(Fri) or later Results of the second screening sent to the applicant by express mail. * Letter of Conditional Consent of Acceptance will be sent to the successful applicants of PhD program. *Applicants are required to submit an application within the application period above to the GSAPS Admissions Office and pass the designated screening of GSAPS even if they obtain a Letter of Conditional Consent of Acceptance from the research supervisor of their choice by contacting him/her in advance. Please note that applicants who do not pass the designated screening of GSAPS above will not be eligible to enter Waseda University with the CSC scholarship. 3
6. Screening Fee Screening fee is exempted for applicants of The Special Admission for Postgraduate Study Abroad Program by China Scholarship Council. However, in the following case, applicants need to pay the screening fee. PhD Program applicants who wish to enter GSAPS as a privately-financed international student even in the case of not being nominated for the scholarship will be applicants for both CSC scholarship admission and general admission. Therefore, please pay the screening fee as instructed below. If the GSAPS Admissions Office contacts you concerning the application documents, please follow the instructions immediately. As a general rule, screening fee and all application documents are not returned. However, the screening fee will be refunded to the applicants who fall under one of the following cases. Please contact the GSAPS Admissions Office, if necessary. Please note that the handling fee required for refund is charged to applicants. 1. Applicants paid the screening fee but did not submit the application documents. 2. Applicants submitted the application documents after the application deadline. 3. Applicants paid a screening fee and submitted the application documents, but their application was not accepted. 4. Applicants paid a screening fee, but applicants were not eligible to CSC Scholarship. Contents of application documents once submitted cannot be changed. You may be deemed to have committed a dishonest act if Waseda University determines that you have falsified, fabricated, or plagiarized the submitted document(s), statement(s), or information submitted for your application. If this type of misconduct is found, the result of the entrance examinations may be invalid and the submitted application documents and screening fees will not be returned or refunded. Change of the address, telephone number or e-mail address must be informed to the GSAPS Admissions Office (e-mail: gsaps@list.waseda.jp) immediately. Waseda University will not be responsible for the any damage caused from your address change, such as not receiving letters and notifications from Waseda University. If a physical disability requires special consideration when taking the entrance examination or studying at Waseda University, be sure to notify the GSAPS Admissions Office before submitting your application. If a serious illness or injury makes it difficult for you to take the entrance examination, or if you find yourself in such a situation after submitting your application, promptly notify us. 6
8. School Expenses, Scholarships, etc. (1) If the applicants are not selected as recipients of the CSC, they will result in nullification of their acceptance by Waseda University. However, even in this case, those who have intended to enter GSAPS as a privately-financed international student at the time of application and have completed the necessary entrance procedure are allowed to enter GSAPS. (2) The students who were accepted by this program are exempt from the entrance fee, tuition, and miscellaneous fees during the period enrolled in Waseda University (Doctoral Program for a maximum period of 36 months, Special Research Students Program for a Maximum period of 12 months). * Note: Tuitions and fees for non-degree subjects/courses which are not considered as basic requirements for completion of graduate school programs(japanese Language Subjects etc.) are not covered. (3) You cannot apply for both a scholarship offered by Waseda University and a scholarship offered by other institutions including the Japanese Government. (4) Living expenses and the round-trip air ticket are provided to you by the CSC. (5) We will not make arrangements for the dormitory. You have to arrange accommodation in Japan by yourself and pay the rent. (6) This program will only be granted to those whose status of residence is College Student during the period enrolled in Waseda University. 9. Notes on Entrance Examination <Act of Dishonesty> Waseda University has provided the following guidelines so that entrance examinations can be properly administered and all applicants have an opportunity to perform in a fair and equitable environment. Please read the guidelines carefully and approach the examination in a serious manner. (1) Your actions may be considered dishonest if Waseda University determines that you have falsified, fabricated, or plagiarized the submitted document(s), statement(s), or information submitted for your application. (2) Your actions may be considered dishonest if you do any of the following acts: a. Cheating (hiding or using a cheat sheet and reference book, looking at another examinees' answer sheet or gaining answers from others, and similar actions during the examination.) b. Providing benefits to other examinees by telling them the answers during the examination. c. Keeping your mobile phone with you or using it during the examination. d. Letting your mobile phone or watch emit noise (incoming call alert, alarm, vibration, etc.) during the examination. e. Conducting acts that could be considered a nuisance to other examinees at the examination venue. f. Not following instructions from examination supervisors at the examination venue. g. Pretending to be an applicant and taking the examination for the applicant. h. Conducting other acts impairing the fairness of the examination 7
(3) The following responses may be taken if a dishonest act is identified. a. The proctor may warn or question the applicant. b. The applicant may be requested to take the examination in another room. (4) In addition, the following responses may be taken if a dishonest act is identified. a. The applicant may not be allowed to continue taking the examination or allowed to take any other entrance examination given by Waseda University during the year (screening fees will not be returned). b. The results of all entrance examinations taken by the applicant at Waseda University during the year may become invalid. <The exam environment> We will do our best to provide you with a quiet and fair exam environment. However, please be aware that the <Unforeseen problems that are beyond human control> In cases of unforeseen circumstances that are beyond human control, such as natural Disaster (e.g., typhoons, earthquakes, flooding, tsunamis) and/or accident, such as fine, power failure, and so on, measures including delaying the start of the exam or postponing of the exam, etc. may be taken, However, in such an event, we will bear no responsibility for any resulting inconvenience, expenses, or other personal loss that the examinee may incur. Treatment of Personal Information Waseda University uses your personal information collected at the time of application in order to provide services such as entrance screening, announcement of the results and entrance procedures. Such information includes your physical address, name, birthday, etc. We may provide such information to trusted businesses or persons for the sole purpose of processing the above services. When this is done, it is subject to agreements that oblige those parties to process such information in compliance with appropriate confidentiality. Please note that the personal information may be used as materials for studies and researches to improve our entrance examinations.
