Introduction Welcome to Fenner Hall, a place where you can actively pursue your interests and build relationships which last. Here at Fenner, we believe that the university experience should be a holistic one which extends beyond the lecture theatre. In line with this ideal, in 2013 Fenner Hall is for the first time introducing the Associates program. This program aims to expand the residential community by bringing into it members from the wider community, wh0 are referred to as Associates. We take pride in a Hall ethos which encourages and supports all residents to achieve their academic and personal potential. Diversity is not a token word at Fenner Hall, it is a concept which is lived every day by our community in all its shapes and forms. It is with a great deal of excitement that Fenner Hall debuts the Associates program in 2013, and we look forward to having you join our community. It is important when you are in Fenner Hall that you remember that this is not the same as other university buildings. This is a place where people live and which is called home by 518 people. In particular, the residential floors are considered semi-private space by the residents living on them. As an Associate, we ask you to respect and acknowledge this element of the equation when you come to Fenner Hall.

Summary of Membership Benefits Social able to attend all the social activities of the Hall. Arts participate in all arts activities, including unrestricted participation in the Inter-Hall Arts competition and Inter-Hall Musical. Sports In addition to being able to participate in the wide range of social sports matches organised at Fenner, you are also be able to participate in the Inter-Hall Sports Competition, which includes a huge range of sports (some restrictions apply). Be part of a floor community You can choose a floor to belong to, and as a member of that floor you can participate in floor events as well as access support and assistance from the Senior Resident on the floor. Academic Support Full access to all aspects of the Fenner Hall Academic Development Program. Mentoring and support in difficult times Fenner Hall has an extensive support network for Residents and Associates, consisting of dedicated staff members and senior students. Who can be an Associate Open to all current ANU students Must be aged 18+ Must not currently be facing a Show Cause action from the University No current member of any other ANU Hall, Lodge or College may join the Fenner Hall Associates program. Fenner Hall reserves the right to seek references for applicants who have previously lived in ANU halls, lodges and colleges. Applicants who have an academic record which is not a pass average, or which contains more than a few WD, NCN or N grades may be asked to attend an interview as part of application process. Acceptance into the Associates Program will be at the discretion of the Head of Hall. Fees Associates pay an annual $50 registration fee to the Hall. By way of comparison, the annual fee which residents pay to the Residents Committee is $200. The aim is to keep membership of the Associate program affordable. However, where there is a direct cost incurred as a result of your participation in an event (e.g. Commencement, Valete, Mid-year Ball) you will need to pay the full, unsubsidized cost of that participation.

The exception to this is our biannual Academic Dinners. As we consider participation in the academic life of the Hall to be of the highest priority, you will not be charged for attendance at these events. Associate and Hall responsibilities Fenner Hall: is non-smoking; does not tolerate firearms, weapons or illegal drugs; requires noise levels to be kept to reasonable levels; makes Associates responsible for the behaviour of their guests; and will terminate an Associate Membership for anti-social behaviour, such as theft, harassment, drunkenness, wilful damage, any sort of violence, interfering with fire alarms or safety equipment, disobeying the instructions of a Fire Warden, failing to follow the instructions the Duty Warden, or a breach of any of the rules in this Handbook. In return for meeting their responsibilities, Associates can expect: to be treated courteously and politely by staff; to be included in the life of the Hall as fully as possible, where resources permit; the opportunity to express concerns or ideas for the operation or improvement of the Hall. Entities of the Hall Head of Hall The Head has overall responsibility for the good management and leadership of the Hall, for discipline in the Hall, for the well-being of its residents and staff and for the maintenance of the Hall s buildings. The Head is also responsible for the formulation of Hall policy. The Head of Hall is available for advice or referral on a range of personal or academic problems that may confront residents. Deputy Head of Hall The Deputy Head of Hall plays an important role in assisting the Head in the many pastoral, social, administrative and disciplinary tasks that need to be addressed. The Deputy Head of Hall is responsible for the supervision and management of the Hall s Residential Scholar and the Academic Development Programs. The Deputy Head of Hall is available for advice or referral on a range of personal or academic problems that may confront residents.

Administration and Maintenance staff The Administration team is responsible for the day-to-day operations of the Hall including the Front Office, fee payments, cleaning, security, and transport. The Administration team is headed by the Administration Manager, and the team includes the Admission Officer, and Front Desk staff. The Maintenance team also reports to the Administration Manager, and is primarily involved with the provision and coordination of maintenance services in the Hall and its grounds. Community Coordinators Community Coordinators are actively involved in the life of the Hall and assist with discipline, pastoral care and academic support. Community Coordinators are senior ANU students, who provide leadership to the Senior Resident team, and give backup if needed. They work closely with the Deputy Head of Hall. The 2016 Community Coordinators are Ms. Jen Green (North Tower) and Mr. Richard Kong, email: Community.Coordinator.Fenner@anu.edu.au. Associate Master The Associate Master is a current ANU student who volunteers to coordinate the Associate Program. The Associate Master has an ex-officio relationship with the Fenner Residents Committee (FRC), meaning they work closely with the FRC but no not have voting rights in the FRC Meeting. The Associate Master is there to act as an advocate and facilitator for the Associate program, but does not have a wellbeing support role. The 2016 Associate Master is Mr. Nic Gillies, email: Fenner.Associates@anu.edu.au. Communication You will primarily be contacted by Fenner Hall via your ANU email address and Facebook. Therefore it is crucial that you check your student email or designated mail drop to receive communications from the Hall. Advertising and marketing of events and updates through Facebook has proven to be highly effective and Fenner Hall staff and scholars are encouraged to use this medium as a communication tool. We will regularly send you details of Fenner Hall-related Facebook groups which you should consider joining. If you are not a user of Facebook, we strongly recommend that you sign up.

Accessing resources and attending events Induction sessions Before you can attend any Fenner Hall events or access any of the resources of the Hall, you must first attend an induction session. These sessions will usually be run by the Associate Master. Details of the times for these sessions will be emailed to you. The mandatory induction program is aimed at familiarising Associates with a general overview of the program, introducing you to staff and community members, resources available to Associates and general rules and guidelines. As part of the induction you will also get a tour of the hall. Hall resources Associate who have completed the induction program will have access to the common areas on the ground floor of the Hall (including the main kitchens). Free access to common areas is only between 9am and 11pm, outside of these hours you need to be accompanied by a Fenner resident at all times. Please note, you cannot sleep in the Common Rooms or other public areas of the Hall. Electronic access to the building will be added to your student ID card. Access to the residential floors is on the condition that you are accompanied by a Fenner resident at all times. Due to concerns that certain resources are currently at capacity usage, there are some resources which Associates do not have access to. These resources are: the Campus shuttle bus, the computer labs, and the laundry facilities. Fenner Residents Committee The Fenner Residents Committee (FRC) represents and serves the Hall community. They provide a great number of events throughout the year. In addition to actively fostering opportunities for residents to participate in the sporting, cultural and social life of the Hall, the FRC represents Residents and Associates views and interests to the Hall and the University. Associates do not currently have voting rights or the ability to be nominate for a position on the FRC. This policy will be reviewed in a FRC EGM at the start of Semester Two, 2016. Associates participation in FRC activities You are able to participate in all Social activities organised by the FRC. You are able to participate in all Arts activities organised by the FRC, including unrestricted participation in the Inter-Hall Arts competition, the Fenner Hall musical, and the Inter-Hall Musical.

You are able to participate in all social Sports activities organized by the FRC; however the Inter-Hall Sports Organisation has placed some restrictions on Associates participation in the Inter-Hall Sports competition. If you have never belonged to an ANU Hall, Lodge or College before, then you are able to participate in the Inter-hall Sports Competition without any restrictions. If you have lived in Fenner Hall before, then you have to play as an ex-ressie and a cap of 12 ex-ressie participants per year applies. If you have previously lived in another ANU Hall, Lodge or College besides Fenner Hall, then restrictions also apply as Fenner is only allowed to have 6 people in this category participate in the Inter-hall sports competition over the whole year. Associates have full access to the FRC clubs scheme. The clubs scheme provides a way for Residents and Associates to seek funding and support from the FRC to run events or activities catering to niche interests in the hall. Associates are encouraged to start the Fenner Associates Club and run events and activities targeted towards the Associates community. Forms for club applications can be found near the Front Office. If you have further questions about the clubs scheme please contact the FRC President, Sean, via frc.president@anu.edu.au. Hall-based support networks As an Associate, there are a range of support networks you can access in the Hall. Many of the people in the Hall in support roles are senior ANU students. They undergo a rigorous training process to equip them for the role. If you need help with any matter, but you are not sure where to start, the best person to talk to is the SR on the floor which you have chosen to be assigned to. You need to be proactive if you wish to receive support, the expecation is that Associates will ask for help if they need it. Peer support Residential Scholar Senior Resident A Senior Resident (SR) is allocated to each floor, meaning that there are 18 in total in the Hall. SRs engage with Residents and Associates, developing and promoting community spirit, responding to noise complaints, behavioural problems and looking out for the welfare of Residents and Associates. They are available for advice or referral on a range of problems, so if you have an issue which you are looking for some assistance with, your SR is a good place to start. Senior Residents are Authorised Officers of the Hall for the purpose of University/Hall disciplinary procedures.

Residential Scholar Academic Program Organisers Fenner Hall provides help for Residents and Associates in need of academic assistance through the Academic Development program, and the Academic Program Organisers (APOs) are a part of this. The emphasis of the academic activities in hall is on support, rather than replicating the tutoring provided by the University s academic staff. Where numbers permit, we offer study groups in particular subjects and provide academic support via seminars, study groups and mentoring. The APOs also offer an individual consultation service for those seeking assistance with academic matters. As an Associate you are able to participate in all aspects of the Academic Development program. Support staff If you are seeking assistance for issues which extend beyond those which can be helped through peer support, you are able to speak to the Head, Deputy Head, or a Community Coordinator. Emergency assistance If you have an emergency while you are in Hall, you should contact the Duty Warden on x44000 (internal phone call). We are not able to provide emergency assistance for issues which take place outside of the Hall, nor are Senior Residents able to come to your place of residence or any off-site location to assist you. (This is a rule which also applies to those living in Fenner Hall). Hall policies Alcohol All Associates are expected to demonstrate a responsible approach to the consumption of alcohol, and not become excessively intoxicated while in Hall. Any Associate who does become intoxicated to the point where they require the assistance of the Fenner Hall Pastoral team will have their membership automatically reviewed, and may face restrictions on their participation in future Hall events. All Associates have been asked to nominate a Canberra-based emergency contact person. In the advent of an Associate needing assistance due to excessive intoxication, the emergency contact person will be the first person called, and they will be asked to come and collect the Associate. In the advent that the contact person cannot be located, the Associate will either be put in a taxi home at their own cost, or placed in the Emergency Room in Fenner Hall overnight. If they are placed in the Emergency Room, there will be a cost of $60 charged, along with any cleaning fees. The minimum cleaning fee is $50.

Guests If you are thinking of bringing a guest to a floor event you need to first check with your SR if that is okay. As there are budgetary constraints, it is hard to accommodate more people for floor events. If you are thinking of bringing a guest to any other event, you should check first with your SR in the first instance or with the Associate Master. There are some events which take place in Hall where it is not appropriate to bring a guest with you. Generally speaking, you should not be bringing large groups of non-associates to Hall events. You are responsible at all times for anyone you bring with you to Fenner Hall, and they must remain with you at all times. Events If you wish to hold an event of any sort in Fenner Hall, you need to fill out an Event Request Form. Debt Any Associate who has a debt on their account for more than 14 days may have their membership suspended until they have paid their debt. Fire safety Break glass alarms Careless or irresponsible triggering of break glass alarms may result in a fine or disciplinary action. Fire safety equipment It is a serious offence to tamper with any other fire safety equipment within the Hall, such as fire hoses, extinguishers, and fire blankets. Detectors for heat and smoke are located throughout the building, and it is an offence to tamper with them or cover them in any way. Residents/Associates will be held liable for any cost associated with inspecting, resetting, or recalibrating any equipment which has been tampered with. If this happens, you must follow the directions given to you. Items in the corridors No items of any kind, including shoes, bicycles, shopping trolleys, baggage, boxes etc., are to be left in the corridors or foyers of the floors or any public area of Hall, as these constitute a safety issue in the event of an evacuation.
