Marchwood Parish Council Minutes of the meeting of the Parish Council held at Marchwood Village Hall on Monday 16 th March 2015 at 7.30pm. Cllr s Mrs Hoare and White declared a non-pecuniary interest in the item relating to the Wayleave Consent Electricity Act 1989 as they both live near the footpath concerned. 210. Cllr Mrs Bennison reported: 213. Environmental Panel 12 th March Page 1 of 5

This was the last Environmental Panel meeting before the election so the agenda was quite short. There was an update on the solar panel installations on the various NFDC buildings. Appletree Court FIT (Feed In Tariff) 41.93p Lymington Town Hall 36.53p Lymington Health & Leisure Centre 13.38p Gore Grange 12.91p Lyndhurst Public Conveniences 15.86p As at 5 th January 2015 Appletree Court has generated 21,312 kwh Lymington Town Hall has generated 50,732 kwh As at 17 th December 2014 Lymington Health & Leisure Centre has generated 29,415 kwh As at 5 th December 2014 Gore Grange has generated 26,564 kwh Installed in May 2013 Lyndhurst Public Conveniences has generated 2,299kWh So far in terms of cash Appletree Court income is 9,105.74. Lymington Town Hall income is 18,413.12 Lymington Health & Leisure Centre income is 4,578.04 Gore Grange income is 4,001.86 Lyndhurst Public Conveniences income is 216.75 Total cost of electricity saved is 13,979.74 The total of FIT received and electricity saved amounts to 50,295.25 214. NFDC Housing in Marchwood There are major works planned for non-traditional houses in Lloyd Avenue and Woodside Close. The plans are to provide external insulation and rendering, together with new windows, doors and re-roofing. Works to be carried out in the 2015/2016 programme. 215. Cllr Mrs Hoare reported: 216. I do not have a lot to report; I am meeting with Environmental Health tomorrow re the status of the land at Cork Field. 217. The new owners of the Military Port have contacted NFDC and said they are not allowed to talk to anyone until the contracts have all been signed, but have indicated they would be willing to come and talk to the Parish Council once this has been completed. Report from Hampshire County Councillor 218. Cllr Harrison s report: 219. Cork Farm Proposals I'm aware of the plans and welcome any views but have decided to stay neutral, as it may be I will be involved with deciding a planning application at a later date. 220. Cycle / Footway to Totton Great to see that work has now commenced. I have posted some answers to questions I am often asked on my Facebook Page & website. At this time, it looks like we will have it opened for use by the summer. 221. Long Lane Footway Another scheme that will improve safety for the increasing numbers of pedestrians in the area. I have requested a re-painting of the central white lines in Long Lane that have become faded to the point of invisibility. 222. Sea Mounting Centre Major surprise that the preferred bidder chosen was not ABP, but a northern based company called Solent Gateway. I would welcome early engagement with them to understand exactly what plans they have for use of the military port and land. 223. Waterside Passenger Railway Service The scheme to restore a passenger service to the Waterside has attracted two new supporters, Councillor Roy Perry, Leader of Hampshire County Council and Hampshire Chamber of Commerce. I intend to make a big push for government funding when we have a new government after May 7th. 224. New Forest National Park Authority 225. Grants The authority is soon to consult with Parish Councils and a wide range of other organisations on a new draft of the Recreation Management Strategy. I have been personally involved in trying to include such things as better facilities for cyclists, including more connected cycle routes. I am also pushing the idea of Park & Ride, better bus services and of course, the Waterside railway line. My grant monies are currently frozen until mid May (post election period). However, I shall be pleased to consider and process any requests for grants. Page 3 of 5

Please bear in mind though that the grants are not intended to cover revenue costs of organisations, just one-off projects. 226. Village Bells Public House I thought Parish Councillors would share my sadness that the Village Bells Public House, Eling will be calling last orders for the final time on Saturday. Reports of Representatives to Outside Bodies 227. Cllr Hindle reported that the Marchwood Community Association had installed the barriers to the car park. 228. Cllr Mrs Hoare reported that the Energy Recovery Facility is holding an open day on 26 th August. They have been granted an environment exception regarding the eels. They have to contribute to a conservation programme. Committee Minutes 229. RESOLVED: To receive as follows: Planning: 2nd February and 2nd March 2015 Policy & Resources: 23rd February 2015 Open Forum: 20th October 2014 Outstanding invoices 230. RESOLVED: To write off invoice 2201 for the amount of 36.00. Do not allow the person to advertise again in the Village News magazine and inform other local advertising companies of the bad debt. Wayleave Consent Electricity Act 1989 234. RESOLVED: To approve the signing of the Wayleave. Contact Southern Electric and ask them what the annual rent for the cable laying is. Report the rent sum back to a future meeting. Hampshire Association of Local Councils 235. RESLOVED: To answer the questions sent regarding rural broadband provision. Note the lack of broadband speed on the Industrial Park and at Twiggs Lane on the NPA side of the A326. Marchwood Fete 236. RESOLVED: To have one stall at the fete. Urge Cycles 237. RESOLVED: To support the proposed visit to Marchwood by Urge Cycles and suggest that the visit coincides with the opening of the new Bury Road cycle path.
