ADDENDUM NO. THREE November 25, 2015 This Addendum relates to the Carrier Neutral Fiber Network for U.S. Bank Stadium, and forms a part of the contract Documents and modifies the original plans and specifications dated October 16, 2015. Acknowledge receipt of this Addendum on the Proposal Form. Failure to do so may subject Proposer to disqualification. Reference made to Specifications and Drawings shall be used as a guide only. When Specification Sections or drawings are issued, changes made in Specifications or on Drawings will take precedence over narrative explanation below. Proposer shall determine for themselves the work affected by Addendum items. This Addendum consists of five (5) pages. Question 1 Answer 1 Would you please explain in detail how the claims in the CenturyLink press release, dated October 26th, 2015, specifically: CenturyLink, Inc. (NYSE: CTL) and the Minnesota Vikings announced today that CenturyLink has been named a Founding Partner of U.S. Bank Stadium, as well as the exclusive communications provider of the Vikings. The 10-year agreement includes significant immersion of CenturyLink's communication infrastructure and services within U.S. Bank Stadium. impact, complement, supplement, overshadow, or circumvent the competitive bidding process for any services for which this RFP is soliciting proposals? The Minnesota Vikings selection of CenturyLink as a communications provider includes LAN, IP Telephone System, IPTV System and Wi-Fi. For an initial 12-month period, CenturyLink will be providing SIP Trunking and DID services for the IP Telephone system. CenturyLink has not been named or selected as the Bandwidth (normal operations and burstable event day) services provider. The bidding process remains open. Responses to this proposal should include the low cost option or blended solution for Bandwidth services within the Carrier Neutral Carriers network. In addition, please provide a cost option for use of CenturyLink as a bandwidth provider. The Carrier Neutral Carriers network should be designed to allow changes of Carriers linked to the U.S. Bank Stadium on a regular, event, or event series

Question 2 Answer 2 Question 3 basis without the need to reprogram IP Addresses associated with the LAN or Wi-Fi systems. Please include a list of interconnected Carriers your solution supports. In addition, please include professional services to facilitate MSFA s registration of 256 External IP Addresses. It is unclear what the business case is for a potential Proposer. It appears that the winning bidder will build out a fiber infrastructure between the stadium and the 511 Building, and will be paid for accomplishing that. There are also ongoing revenues to be bid for monitoring, repair/maintenance, and unspecific burstable bandwidth, including Internet connectivity. If a third-party carrier wants access to dark fiber between the stadium and 511 Building, who is quoting, contracting, providing, billing for that the Authority, the Stadium, the winning Proposer? Same questions for lit services, such as Internet or Ethernet connectivity; who is quoting, contracting, providing, billing the Authority, the Stadium, the winning Proposer? The selected proposer will generate revenue associated with the fiber infrastructure between U.S. Bank Stadium and the 511 Building, as well as any monitoring and repair/maintenance services selected, through direct Build and/or IRU Agreements to be funded by Verizon and Vyvx (and potentially other fiber users over time). Please provide CapX and Opx options for Verizon and Vyvx to review. The MSFA will be the contracting authority. For Carrier Neutral Services, MSFA is looking for a comprehensive solution to the ongoing management of Carrier Interconnection agreements and transactions and should have the capability to handle quoting, contracting, billing, etc. to the Stadium. SMG will handle internal billing and collections from Promoters, Event Managers and other Stadium Customers. Under C.2.1.b.i, who is the customer of record for these fibers: the Authority, the Stadium, Verizon as the DAS provider, or each of the four wireless Carriers individually? Is the intent that these fibers are provided by the winning Proposer to the Authority who in turn provides them to the Carrier users of the fiber, or will the winning Proposer be billing the customer of

The MSFA will be the Customer of Record and will manage the Fiber Contract. Verizon will manage the technical Fiber environment for DAS connectivity on behalf of all DAS Carriers. Vyvx will manage the technical Fiber environment for Vyvx Broadcast Services. Requirements for additions and material changes to the Verizon and Vyvx Fiber infrastructure, as opposed to technical configuration changes, will be managed by SMG, the Stadium Operator, on behalf of the MSFA. CDN Services Question 7 Answer 7 CDN Support: 877-612-9015 or cdn.support@level3.com Under C.3, this section and sub-sections provide no details in terms of Internet/Ethernet/TDM-based/other lit services requested. There are no details in terms of secured space and protected power available for required equipment, interconnection specifications of Internet equipment/services or other lit services to the Stadium s internal wired and/or wireless network(s). The interconnection point for Internet and or other Carrier Services will be the Stadium Firewalls - Cisco model number 5585-X (There are 3 of them in a cluster). These Firewalls handle IPS and content filtering in addition to base firewall functionality, so while they would catch a lot of the malicious traffic generated by viruses and other malware, they won t actually intercept traffic and examine files that are traversing the firewall for known virus/malware signatures so are not a replacement for antivirus/antimalware software on the endpoints behind the firewall. The upstream port configuration will be facilitated through one 10GBASE-LR into each of the two DMZ switches. Question 8 Answer 8 Under C.3.1.e NOC (and other sections related to NOC/technical resources), are there requirements/allowances/accommodations to have technical staff on site during events? Question 9 No, however, as stated, technical support must be available 7x24x365. Under C.5 Technical Requirements, are there easements/rights of way required, established, and/or available to get from the stadium hand holes to the street?

Answer 9 Permitting will be required from City of Minneapolis to access hand holds from the street. Question 10 Answer 10 Can the Proposal Due date be extended to 4:00 p.m. December 14, 2015 and can the Project Completion date be revised from April 1, 2016 to May 15, 2016? Proposal Due date is extended to 4:00 p.m. December 14, 2015. Please probed a plan with a Project Completion date of April 1, 2016 and explain in your proposal with detail any requirement to move this date to May 15, 2016. Question 11 Answer 11 Section C.2. 1. b. ii. calls for one 24-fiber set connected to Level 3 Vyvx at 511 Building and another 24 fiber set connected to a Level 3 Vyvx connect point at an alternate Co-location Facility. What is the address of the alternate Co-location Facility?
