Can you please share if this product is currently in production or is to be implemented? This product is to be newly implemented by the selected vendor(s). Q2. If the system is already implemented, can you please provide information on the specific version of the software and who the implementation partner was? No OSS/BSS system has beenhas been implemented yet. Microsoft Dynamics GP 2010 is the Financial accounting system which is currently in place. Q3. Would vingn be interested in receiving information on managed services, and at a later date (when vingn is ready or desires), we could easily transfer the solution to your facilities? The benefits of our hosting the solution might also save vingn a considerable amount of cost. vingn would be interested in suggested options.this RFP is limited to the parameters stated therein. Q4. One question that came up was providing "proof of qualification to do business in the Virgin Islands." Is this necessary to have even before being selected as a vendor? If so, is there somewhere we can go (website, etc.) to get this? 2 requirements of the Territory as set forth in section 301 of Title 27 and in Title 13 of the Virgin Islands Code and administered by the Virgin Islands Department of Licensing and Consumer Affairs and the Corporations Division of the Office of the Lieutenant Governor of the Virgin Islands, both of which maintain public websites with additional information relating to these requirements. As stated in the solicitation, the firm selected is expected to comply with all applicable laws of the Virgin Islands, including without limitation laws and procedures governing authority to do business in the Territory, taxation, and licensing. Contact the VI Lieutenant Governor s office for more information. Q5. Can you give some volume indications, number of subscriptions, number of billable events, number of bills and number of accounts? We are serving four (4) or more Major ISP s, with a possibility of new ISP s coming on-line within the market in the coming months. Q6. Do we need to model a wholesale and a retail price for loaded events? vingn would be using a wholesale model only. Q7. Do the billable events need rating or just loading into the system for billing? Q8. Can you provide an example set of tariffs? Q9. In terms of network inventory, what is expected to be modelled? Q10. Is there an existing set of data that describes the addresses and network mappings to provide service? Q711. Can you confirm that vingn is planning to use the Cisco CNS solution for the Flow-Through Provisioning? vingn will be using the Cisco ANA solution for the Flow-Through Provisioning. Q812. What equipment is expected to be tracked through inventory? Comment [LMK1]: This response does not appear particularly helpful to the bidder, or geared to accomplish the goal of a solicitation, which is to provide bidders with information necessary to determine the parameters of what they are bidding on, in order to maximize the chances of receiving responsive proposals at prices which are appropriate for the items solicited. This comment applies to all subsequent uses of this answer (there appear to be quite a large number of this response). Moreover, all posted publications present vingn's public image, and it is always an opportunity to present a professional, cordial and helpful image. Any response which the public or bidders could view as "snarky" or evidencing a lack of preparation or understanding of what the needs of the company are should be avoided. Even a response such as the following might better address the questions for which a specific response is not going to be provided: "The company is in the startup phase and such information is under active development. Variables which would potentially affect a Respondent's proposed OSS/BSS solution or pricing should be clearly articulated in the submission." Cisco ASR 9006 Core routers, ME3800 Switch Routers and ME3400 Premise switches are to be tracked through inventory. Q913. How many external (web) users will be using the system at any one time? Please see RFP for more information. Q1014. Please describe VINGN s business and the type of services offered that will be addressed by the network resource management system. vingn will be offering the following services: Wholesale bandwidth sales, backhaul sales, MPLS/VPN Services To Mainland USA, Datacenter services including: colocation hosting, web hosting, etc. Page 2 of 812

Please describe VINGN s current high-level BSS/OSS architecture to support business functions such as billing, customer care, network management, ordering, provisioning, trouble ticketing, and activation. Customers will be billed monthly via credit card or bank withdrawal. Q129. Can VINGN describe its core and access network infrastructure and its different layers? vingn's core network consists of Cisco ASR 9006's connected via 10 Gigabit fiber rings to distributed ME 3800 aggregations switches which in turn collect traffic via Ethernet access links (1 GigE) to premise routers ME 3400's. The core is carriers layer two IP VPN's between the end point provisioned with rapid spanning tree protecting the ring. The service model is Carrier Grade Ethernet first mile with dedicated links switching traffic in bound to to the core. The traffic is then routed via 10 Gige Waves into the Internet via load shared BGP based links to the US mainland. The network will run dual stack IPV4 and IPV6. Most all the traffic is layer two switched VPN''s with MPLS also being utilized. Q1320. Does VINGN s require to track logical circuits? Logical equipment? Physical equipment? Physical connections? What are the inventory tracking requirements for the new inventory system? vingn will track all inventory- to include all access and premise equipment. Every logical assignment (port assignment between components will also be maintained). The underlying fiber will be tracked via an GIS based Fiber Management System. Between the Cisco element management software, the Fiber Management System and the OSS/BSS capabilities the logical, physical and hardware all will be "tracked". Q21. Please describe the VINGN three-year vision for network resource management. Q22. Please describe any VINGN metrics associated with current inventory efforts and desired metrics to achieve when implementing a new inventory system. Q1423. No. Most of the system integration is covered by this OSS/BSS systems in that interface required to billing, element mangers and FMS/NOC is a responsibility of the winning bidder for this RFP. Q29.
