(662) 2600123 ext. 115 ABSTRACT T his research is a qualitative research study with the aim to 1) Study the development of The Conservatory of Music, National University, Philippines. 2) Study the development of administration of music education of The Conservatory of Music, National University, Philippines. The National University of Philippines is a highly regarded institute with strengths in very aspect, support of quality research studies and pursuit of academic excellence. Curriculums are revised to be modern and reflect the true environment of social status and development requirements for the future. There are also cooperative programs with campus braches and other institutions worldwide and the college continues exchange programs with international conservatories around the world. Success factor include a clearly defined development and administrative guideline, objective to produce high quality scholars and students by creating support programs to extend and gain knowledge through education, professional services and technology, continuous development activities to motivate students and staff, quality and international standards in research studies through a systematic development and center to coordinate and support research studies. Even though the Conservatory of Music, National University of Philippine has a high approval and development rating, the administrative staff and instructors continue to adapt and make modifications to their curriculums and administrative programs. Continuous development and consistent monitoring are needed to ensure that the college, students and staff are always at their highest potential and reflect the needs of modern Philippine society. INTRODUCTION Music and education are wide ranging subjects and the appropriate development of the administration of music education is essential to students and staffs alike. Efficient and quality administrative system will energize and sustain the quest for knowledge and create vision and sustainable development. RESEARCH AREA and METHODOLOGY This research is a qualitative research study with the aim to 1) Study the development of The Conservatory of Music, National University, Philippines. 2) Study the development of administration of music education of The Conservatory of Music, National University, Philippines. The research was performed by document analysis and field data through published research studies, interviews, observations, questionnaires and workgroup sessions which were performed on campus at the Conservatory of Music, National University Philippines during July 2009 to October 2011. The results of the research were presented via descriptive analysis. RESEARCH RESULTS Strengths: The college is located where there is good logistics, concerts are supported by alumni, innovative national artists in music by renown Philippine composers (Lopez, Et Al, 2005), research and study of indigenous music, qualified and accredited academics and administrative staffs, effective administrative system and administrative structure, support of indigenous music and traditional arts research and cultural programs. Weakness: Administrative policies were initiated by competing administrators in 1946 which created negative development of the college which created a discontinuity of sustainable development of music education. The lack of a clearly defined administrative policy meant that there was a lack of curriculum to produce academics such as future generations of teachers for the college and for the country and the students that graduated during that period were not accredited which limited opportunities for professional careers. Opportunities: The general public have faith and trust the quality of the academic administration of the college, Citizens have faith and are proud of the students and graduates through the college s curriculum and training programs, Well known and accredited symphony orchestras are under the guidance and tutorage from Graduate Studies, National University of Philippines, the National University of Philippines is one of only a handful of universities that have a professional symphony orchestra and is one of the oldest orchestras in Asia ( Obstacles: Obstacles that the Conservatory of Music faces include the lack of graduate studies, frequent change of chancellors causing instability and lack of continuation of development and roadmap, frequent location of campus, war time effects, instability of annual tuition funds and scholarships. But the effects and experience brought onto by war didn t diminish the Philiphines creativity but provided materials to create and work on (Sagmit, Et Al, 2007) The Conservatory of Music, National University Philippines main obligation are research studies, academic education, provide educational social services for local and distant communities in professional and personal development and also for the conservation and revitalization of indigenous culture and arts. The Conservatory of Music therefore must have a clear and defined development and administrative guidelines so that the academic education and programs comply with the national policy which must have quality, EUROPEAN JOURNAL OF BUSINESS AND SOCIAL SCIENCES 34

accredited and have sustainable development. The education and development strategy initiated since 1916 has always included the goal of providing precise knowledge of music to students and provide equal opportunity to students and staff in their professions by creating a variety of art divisions such as academics, theatrical, musical performances and operas. Conservatories are also tools in the development of the country where the quality administration of music education and profession art skills are transmitted to students and inspire audiences to achieve and discover excellence (Santos, 1996). DISCUSSION Development of Conservatory of Music, National University Philippines: The Conservatory of Music, National University of Philippines is the only public conservatory in the Philippines. The conservatory was established in 1916 following the establishment of the university in 1908 (Mangahas, 1953) during American colonization with the aim to train and produce professional musicians, academics and highly skilled scholars for the development of education, economic and social development of the country. Public institutions under American colonization were granted scholarships and talented Philippine students were awarded with training and education in higher education in America and return to develop conservatories in Philippines. The American government acknowledges the importance of conservatories in the conservation and development of traditional arts and culture and has provided full support and development programs for conservatories and Conservatory of Music in Philippines. The National University of Philippines is a highly regarded institute with strengths in very aspect, support of quality research studies and pursuit of academic excellence. To support merit in research studies, the college has initiated a research center to support the ongoing development of research studies at international standards. Curriculums are revised to be modern and reflect the true environment of social status and development requirements for the future. There are also cooperative programs with campus braches and other institutions worldwide and the college continues exchange programs with international conservatories around the world. The administration within the Conservatory of Music, National University, Philippine s success factor include a clearly defined development and administrative guideline, objective to produce high quality scholars and students by creating support programs to extend and gain knowledge through education, professional services and technology, continuous development activities to motivate students and staff, quality and international standards in research studies through a systematic development and center to coordinate and support research studies, creative and innovate study programs in which interested individuals from the community can apply and study, cultural conservation and development programs of indigenous music and traditional arts and effective and sustainable development of educational programs and staff development through efficient fund raising and capable budget planning by highly efficient administrators. CONCLUSION Even though the Conservatory of Music, National University of Philippine has a high approval and development rating, the administrative staff and instructors continue to adapt and make modifications to their curriculums and administrative programs. Continuous development and consistent monitoring are needed to ensure that the college, students and staff are always at their highest potential and reflect the needs of society and also to community based context (Colwell, Richardson, 2002). SUGGESTIONS and RECOMMENDATIONS The research results include a detailed analysis of educational administration, development and knowledge improvement in higher education and should seriously be adapted by higher education institutions, conservatories in Thailand and abroad, Universities, The Office of the Higher Education Commission, Ministry of Education, Congress, Senate and House of Representatives. These institutions and related private institutions should apply the knowledge gained from the development for the administration of music education from National University Philippines. Conservatories should realize the importance of an effective and quality administration system and apply the necessary developments needed to strengthen Thai conservatories to international standards. Public and private colleges should apply developments in the administration of their music education to produce quality and professional graduates of music so that they can apply the knowledge and talents successfully in their future and professions. The Office of Higher Education Commission and the Ministry of Education should apply the knowledge from this research study in creating standard measure in ensuring quality control and certification of conservatory administration. The study of the development and administration of music education in conservatories in The United States of America should be included in future research topics due to the country s status as a super power and the leadership that the United States of America has in creativity, technology and music. Therefore the development and evolution of educational administration should be carefully studied and analyzed so that beneficial factors in the development of education can be applied in the administration of music education in Thailand. The study of the development and administration of music education in conservatories in Japan should also be included in future research topics Japan plays a significant role in the development of Asia and is also considered by Asian neighbors to be a super power in Asia and leadership in technology and economic development. Other countries and topics should include the administration of music education in conservatories in Africa, Jazz and Blues. EUROPEAN JOURNAL OF BUSINESS AND SOCIAL SCIENCES 36
