City of Stirling User Guide: elodgement of Development and Building Applications
Introduction The City of Stirling is now able to provide customers with an alternative method of lodging and tracking planning and building applications through our online portal. This facility allows customers to lodge applications and check their status at any time. Applications for which elodgement is possible are Development Applications, Building Permits and Demolition Permits. Application Tracker This allows the applicant to check the progress of an application as it progresses through the various stages of assessment and determination. This facility does not require registration. Registered users are able to access a list of all applications determined in the last two years under the registered users name. elodgement To use the City of Stirling elodgement sytem requires a customer to be registered. Registration details can be submitted via the elodgement Registration link on the City of Stirling website. See Step 2 within the User Guide for further information. Before you start: Once you are registered, please ensure that you have all the required documentation prior to commencing the application lodgement process. The checklists for the various application types (ie Planning, Building or Demolition) can be obtained from the City s website if you are unsure as to what is required. Documents must be of the type PDF and must not be secured. Please note that currently the only means of payment for elodgement applications is credit card and BPAY. elodgement Process The following are the steps to submit an application via the City s online portal. Each of the steps are documented in this user guide to assist you through the lodgement process. Login to elodgement Agree to Terms and Conditions Select Application Type Select Application Category Complete the Application Information Select the Property Upload the Application files Review Summary Information Check Out and complete payment Review the Receipt Review and save the Confirmation 1
elodgement of Development or Building Application 1. City of Stirling Website Select the Access online services option from the City of Stirling website at: http://stirling.wa.gov.au 2
2. Planning and Building Applications a) Once the application has been submitted and check by the City s administrative staff, an Request for Payment will be emailed to the applicant which can be paid here. b) If yourself or your company is already registered and you wish to submit an application then select elodgement Login c) To submit an application via elodgement requires the applicant to be registered. Please select elodgement Registration to submit registration details. d) If you only wish to track the progress of your application then select Application Tracking, accept the Terms and Conditions and then conduct a search. 3
3. Login After elodgement Login option has been selected then enter the User Name and Password and select Log In 4. Home Select the Submit an application option 4
5. Terms & Conditions Select the checkbox to agree to the Terms & Conditions and then select Continue. 5
6. Submit Applications All applications require a relevant application form to be completed, signed and uploaded as part of this online submission process. All application forms can be obtained from the City of Stirling website. Select the type of application you wish to lodge. There are three application types that can be nominated: a. Building Permit b. Demolition Permit c. Development Application Please note that the Residential Major application type is to be used for single dwellings, multiple dwellings and grouped dwellings whilst Residential Minor is to be used for patios, carports, front fences and retaining wall and similar minor structures. 6
7. Provide Category Details Depending on what application type has been selected, you may be required to select a category. Then select Next > 7
8. Application Information Complete application related information as accurately and completely as possible and then select Next> 8
9. Primary Property Search for the property where the construction will be undertaken. Make sure you select the property by clicking the button on the left of the address, as highlighted in red below and then select Next> 9
10. File Attachments You will need to upload a number of documents (forms, plans etc) to enable application assessment by the City. These separate files can be merged into a single PDF to facilitate the file upload process. PDF files only No ZIP or compressed files No secured or password protected files. Files to be named using the following naming convention: Application Address Document Type.pdf For example: 25 Cedric Street STIRLING Forms.pdf For each file that will be uploaded, a. Select the Browse button b. Navigate to the folder containing the file, select the file then select Open c. In the field labelled File Title, enter a title (eg. Site Plan) d. Enter the CAPTCHA code e. Click on the Upload button f. When the file has been uploaded, it will be diplayed under the Uploaded Files section. Note that this or any file can be removed from this list by clicking the Remove icon. g. REPEAT the process until all files have been uploaded, then click the link Next> to continue with the submission process 10
11. Summary Information At this stage in the wizard, you will be presented with a summary of information captured at each step including attached files, application description, associated property (and address) and the amounts due for payment. Take note that at any stage including this step, you can select one of the links on the right hand side of the form to correct information or Cancel Application. If the information is correct then select Continue 11
12. Applicant If applicant details are correct then select Complete. If the details need to be updated then contact the City. 12
13. Application Confirmation The application has now been submitted to the city and will now be checked. If the application is deemed complete, an invoice will be emailed to the applicant (within 2 working days of lodgement) and once payment has been made the assessment process will begin. a) If you require an record of this lodgement, select the Print option. b) If you need to lodge another application then select the What Can I Do? from the menu. c) If you have completed the submission process then select the Logout option 13
14. Paying the Invoice Once an invoice has been received the applicant can pay by either credit card or BPAY. BPAY Use the Biller Code and Payment Number to pay the invoice directly from your bank account. 14
Credit Card From the Payments section of the Online Services page, follow the link to payments for Planning and Building Applications. Use the Application Number (displayed on the invoice) to search for the application and make payment. 15
