The University of Tokyo Since 1962, the year of establishment of the Department of Urban Engineering at the University of Tokyo, the department has been educating students, who will become future leaders in various fields related to environmental and urban studies and practices, and also undertaking pioneering research in environmental engineering and city planning. FOREWORD This brochure contains information for foreign students applying to study in this department including financial assistance under the MEXT (Ministry of Education, Culture, Sports, Science and Technology)/ADB (Asian Development Bank) Scholarship program. During its 29 years history of the scholarship program, it has helped over 130 students achieve their degree goals. Department of Urban Engineering FIELDS OF STUDY Environmental Engineering As the number of mega-cities around the world increases, it has become urgent to find solutions to water supply, wastewater treatment and urban drainage, solid waste management, air pollution control, hazardous waste management, and other urban environmental problems. Yet the solutions to these problems are not only found at the urban level. Therefore research in the environmental engineering is not just limited to the urban scale. We also undertake regional and global studies on such issues as climatic change. Our unique approaches to tackling these problems are leading research communities within Japan and throughout the world. State-of-the-art technologies are applied to solve environmental problems in first class experimental facilities outfitted with the newest computer technologies. Urban Planning Increasingly, the role of urban planners is expanding. Since urban problems are inherently multi-faceted, interrelated and complex, physical planning demands an ever broadening knowledge of both theoretical issues and practical concerns. In order to prepare students for these tasks, the department's study programs cover land-use planning, housing, urban analysis, urban design, landscape design, national and regional planning, urban disaster prevention and transportation issues in both developed and developing countries. Students are also expected to gain technical training in the use of Geographic Information Systems (GIS) and/or Internet technologies. Also, studies in legal and organizational issues, historical assets and environment preservation, city management, the role of public and non-profit organizations, Intelligent Transport Systems (ITS) and other subjects are available. 2

The University of Tokyo General Guidance The Graduate School of Engineering offers April (summer) and October (winter) semesters. All MEXT/ADB scholars must matriculate in October 2014. The applicant must also start their studies in Japan between 1 and 7 October 2014. All new comers are immediately required to join the Japanese Language Class offered in the Department of Urban Engineering for a period of not less than 6 months. GRADUATE PROGRAM Master s Program Full time attendance for two years is required for the degree of Master of Engineering. Master s students must take courses in urban and environmental engineering offered in either English or Japanese. Most students enrol in lecture and seminar courses during their first year, and spend the second year researching and writing their theses. All master s students must successfully defend their academic progress at least twice in a year. Only applicants holding, or soon to be awarded, a bachelor s degree from an accredited university are eligible for master s degree studies. Doctoral Program At least three years research and study are required for the degrees of either Doctor of Philosophy or Doctor of Engineering. Although class attendance is not required for doctoral students, most students at this level take classes in their specific areas of interest. All doctoral students must successfully defend their academic progress at least once in a year. Only applicants currently holding, or are soon to be awarded a master s degree from an accredited graduate school are eligible for doctoral degree studies. This program is aimed to nurture professionals, who could solve wide range of problems in the field of Urban and Environmental Health in Asia. This program is jointly operated by school of international health and department of urban engineering. Department of Urban Engineering The MEXT Scholarship(to be determined) Annually this program, sponsored by the MEXT, Japanese Ministry of Education, Culture, Sports, Science and Technology, offers scholarships to outstanding students. The scholarship provides one round trip ticket to and from Japan, a monthly allowance. A monthly allowance is 147,000 Yen for Master`s course and 148,000 Yen for Doctoral course. MEXT scholars are also exempted from tuition, entrance examination and entrance fees. FINANCIAL ASSISTANCE Upon completion of their master s program, students offered a MEXT scholarship will not automatically be awarded an extension for doctoral degree studies. All scholarship recipients must re-apply for the program as applicants for the higher degree. This scholarship is awarded to citizens of countries with a Japanese embassy. Besides holding sufficient educational qualifications, applicants must be born after April 2, 1979. The Asian Development Bank Scholarship The Asian Development Bank (ADB) offers a full scholarship to an outstanding student who apply for Master program in our department. We nominate two or three scholars per year from applicants who wish to apply both MEXT and ADB scholarships. The most important difference between MEXT scholarship and ADB scholarship is that applicants who have more than two-years working experience and of ADB`s developing Member Countries are eligible for the ADB scholarship. Department of Urban Engineering Applicants have to apply for the Program through On-Line application system called "T-cens" to do registration, on-line submission and so on for October 2014 intake for Graduate Programs for Foreign Students, the admission with MEXT/ADB scholarship To apply online, please follow the steps below. 1.Click T-cens icon and follow the instruction. 2.You will then receive email from us for accessing T-cens online application page. 3.Once you logon to T-cens, please read the instruction carefully and fill out all required fields. You will be given your application number which will be used for the rest of your application process. Your application will not be processed until you submit all required information on T-cens. 4.In addition to completing T-cens, all supporting documents must be submitted via registered express mail by the application deadline specified. Please make sure to add your application ID number on all application forms which can be downloaded from T-cens. Please start your on-line application from here https://t-cens.iapply.t.u-tokyo.ac.jp/t-cens/new_user.php How to Apply The following Documents should be uploaded online and be sent via postal. - A completed application form. - An official certificate or an attested copy of the certificate for your degrees in undergraduate and post-graduate studies. -An official academic transcript or an attested copy of the transcript for your undergraduate and postgraduate courses. In case the transcript does not contain Certificate of ranking(gpa), the official letter shall state the class rank or other scale of academic achievement. The photocopies must contain an original attested stamp from a notary service office or the academic institution you belong(ed). If you are a student at the time of application submission, please include an official letter or a certificate of expected graduation which must contain the precise date of expected graduation including month and year. -A copy of official certificate of TOEFL score or any other proof of your English proficiency. - ADB Scholarship check sheet Documents to submit The following Documents should be sent via postal. Two confidential letters of recommendation written on the attached official scholarship form. Each letter should be in a sealed envelope with the signature of the recommender over the flap. The application form, once submitted, will not be returned under any conditions. 8

The University of Tokyo Application Submission Due On-line Registration: 13 th of Dec. On-line Submission: 15 th of Dec. Selection Procedure Preliminary selection will be conducted by the Department of Urban Engineering based on the submitted documents. An interview will be held only when it is necessary and possible. Applicants will be notified of the selection results in January. Based on the recommendation made by Department of Urban Engineering, the University of Tokyo, MEXT/ADB will make a final selection of scholars. 9
