1.0 Introduction Coahoma County School District (CCSD) desires to contract with a reputable firm for the purchase and implementation of a Virtual Desktop Infrastructure (VDI) project. This project will be designed to repurpose 200 existing PCs for desktop virtualization. CCSD will run these PCs to failure. CCSD is currently using VMware products for server virtualization. 2.0 Schedule of Events Event Date RFP issued January 8, 2016 Deadline of Proposals February 8, 2016 10:30 AM Local Time Public Proposal Opening February 8, 2016 11:00 AM Local Time Anticipated Award Date February 9, 2016 Board of Education Meeting 3.0 Scope of Work 3.1 CCSD requires that the vendor provide 200 concurrent desktop virtualization licenses, along with the server or servers, and professional services to implement this project within our current WAN infrastructure. Current Network Environment 1. Bandwidth between sites (WAN): 1 GB/s 2. Uplink speed to servers: 1 GB/s 3. 802.1Q trunking can be used 4. Current internet speed is 500 MB/s 5. VDI will be delivered across WAN 3.2 The vendor will be the single point of contact for all purchases related to this project and will provide the architectural and engineering resources to implement the entire system. 3.3 Vendor responsibilities will include knowledge transfer and formal training for no more than three (3) CCSD Technology staff members. 3.4 Desktop Virtualization Platform a. VMware Horizon View b. CCSD intends to procure 200 concurrent licenses initially, and will require the flexibility to add additional licenses for the same cost per license, if the student demand exceeds projections, to stay within license compliance. c. Vendor must provide unit and total pricing for the 200 concurrent licenses. d. Specific details will be itemized on the price quote.
3.5 Desktop Virtualization Platform Expectations a. VMware vsphere 5.x or 6.x will provide virtualization services for the entire infrastructure and is included with VMware Horizon view 6.2 (or latest).the VDI environment must run on a single VMware vsphere hypervisor platform. b. One or more student master or gold images will be used to provide Windows 7 and up virtual desktops to the students. c. Vendor will repurpose existing PCs to push images to using a thin client. d. Applications are delivered either as installed applications or streamed applications from centralized servers, which is part of VMware View. e. Vendor must provide written validation that each manufacturer included in the solution has certified the architecture and design of the solution before starting the project. 3.6 Server Platform a. Vendor will supply all server equipment needed for a successful completion of the project. b. Server will be housed at our central office location. c. Supports up to 10Gbit networking interfaces d. At least 256G ddr4 ram e. Enterprise class emlc SSD f. Dual Intel Haswell processors equivalent or better g. Must be compatible with vendor specified VMware software and VDI h. 7x24 hardware and software support i. 1 year basic maintenance j. 3 Year Next Business Day On-site Service 3.7 Planning, Engineering and Installation Services a. The Vendor providing the best solution for CCSD will be responsible for reselling all of the products in their proposal b. The vendor will provide architectural and engineering resources to develop the final design, install and configure all of the back-end services in the data center, and coordinate thin client installations at CCSD sites. c. Part of the training provided by the Vendor will include application virtualization for application streaming. d. The successful Vendor will also provide technical training authorized by VMware for 3 CCSD technology staff members to support the system after implementation. e. The successful Vendor will also provide technical training to the same 3 CCSD technology staff members on any systems required to support the solution, including server management systems, VDI Accelerator management, and Thin Client management. 3.8 All work specified in this RFP must start by no later than February 29, 2016 and must be completed by no later than March 31, 2016.
3.9 Vendors will provide a fully functioning demo of their solution either onsite or remotely before submitting proposal. 4.0 Turnkey Solution All prices quoted must include all the software, related hardware, etc. that will be necessary to make the system specified fully operational for the intent, function, and purposes stated herein. This solution must be able to fully function within our current WAN infrastructure. 4.0 Criteria for Vendor Selection to the RFP The District will award contracts to the vendor who submits the "lowest and best value bid" to the District. Evaluation of bids shall be based on what is the best overall solution for the Coahoma County School District. A number of factors will influence Coahoma County School District s decision in selecting the appropriate vendor. In addition to cost considerations, proposals will be evaluated on the basis of the following factors: 1. Competitive Pricing 2. Supportability 3. Prior Experience 4. Value Added Services 5. Equipment quality Please note that Coahoma County School District will select the vendor based upon the best overall solution and value, and is not obligated to select the lowest price proposal. Additionally, this RFP does not commit Coahoma County School District to any specific course of action. The Coahoma County Board of Education reserves the right to accept or reject any or all bids and to waive informalities. 5.0 Vendor Information The vendor must include the full company name; company contact with address, telephone and e-mail address; details of the company s ownership; and the number of employees worldwide and in Mississippi. 6.0 References In addition to the information highlighted below, the vendor must include two references in providing devices and support. References must be from a learning environment and shall include the size of the project, a brief overview of the project, and address and proper contact information for each reference. 7.0 Submitting Bid All responses should include two (2) hard copies of your completed proposal and one (1) digital as a Word compatible document. Bids along with other supporting documentation must be submitted in a
sealed envelope clearly marked with the word Virtual Desktops. Envelopes not so marked may remain sealed. Coahoma County School District is not responsible for delays in the delivery of the mail by the U.S. Postal Service, private couriers, or the inter-office mail system. It is the sole responsibility of the vendor to ensure that its proposal reaches the designated address by the designated date and hour. Facsimile and e-mail submittals are not acceptable.
