PROPERTY DETAILS Leeds City Council and the Yorkshire Ambulance Service National Health Service Trust are jointly offering for sale a residential development and refurbishment opportunity at Bramham House, Freely Lane, Bramham, near Wetherby. The property offers potential for a quality proposal and offers are invited, on an informal tender basis, by 1200 noon Friday 25th September 2015, for a purchase of the freehold. SITE LOCATION AND DESCRIPTION The property is located on the western side of Freely Lane to the south of the village of Bramham, in a pleasant rural location where it benefits from close proximity and access to the A1(M). Bramham lies in Yorkshire countryside close to the market town of Wetherby and also to Harrogate which is approximately 10 miles to the north west. Leeds is situated approximately 13 miles to the southwest and is easily accessible by road via the A1(M) and the historic city of York is some 11 miles to the north east. The property on offer comprises Bramham House, a substantial stone built detached mansion house, which is believed to be about 200 years old; and the site of an ambulance station each situated within common landscaped grounds totalling about 2.6 hectares (6.43 acres). The house and ambulance station site are fronted by an area of tarmac and hard surfacing and the site provides a secluded tree covered setting for the properties. Bramham House provides approximately 1088sq m(11,550sq ft) (NIA) of accommodation, arranged over three storeys and was last utilised as a children s home. The building, although in need of substantial restoration, offers an attractive opportunity for reuse, subject to receipt of planning permission, for a range of uses including residential and office uses. Copies of floor plans, provided for identification purposes only, are enclosed with these particulars. PLANNING An approved Planning and Development Brief outlining suitable uses including development and refurbishment potential, essential town planning guidance and technical information for the site has been prepared by Leeds City Council and is contained within this brochure to guide prospective purchasers. The brief indicates that part of the property is capable of conversion to residential use (the house) and that residential new build to parts of the site is acceptable, in principle, subject to receipt of planning permission. From the brief it will be noted that there is a strong presumption that the house will be retained and should be considered in any proposal for the site. Other uses will be considered on their merits. Prospective purchasers are strongly recommended to give consideration to the contents and, if appropriate, seek guidance from the relevant planning officers at Leeds City Council, whose details are contained within the brief, prior to submitting an offer. ACCESS Access is currently taken via the main entrance to the site from Freely Lane to both the house and the ambulance station although it is understood that secondary access from Freely Lane could be created to serve part of the site to the south of the current entrance, subject to receipt of planning permission. In addition to those requirements specified in the Brief the Chief Highways Officer of Leeds City Council has specified that the works to Freely Lane shall include measures to contain speeds to 30 mph or less. Road designs that are sympathetic to the rural appearance of the area will be viewed favourably. To support this aim the proposed carriageway width of Freely Lane may be of variable width to a minimum of 4.2m. A width of 5.5m should be maintained at appropriate locations such as bends. Natural materials for kerbs and traffic calming features and localised footway narrowing will be viewed favourably where they support a design sympathetic to the rural setting. As part of proposals to undertake refurbishment and development there is a town planning requirement that a section of Freely Lane be widened on highway safety grounds. Details concerning this are contained within the brief including information regarding drainage in the locality of the land affected.

An outline specification for the road is available on a CD-ROM or at. This land will be made available to the successful bidder. TENURE Freehold with vacant possession upon completion in the area indicated in blue on the site plan enclosed with these details. The land shown coloured in red is the area available for road widening. The joint ownerships of the Council and the Yorkshire Ambulance Service National Health Service Trust are offered as a single lot and the purchaser would be expected to enter a simultaneous contractual arrangement with both parties. Leeds is outperforming Manchester, Birmingham and Edinburgh as a base for growing businesses, according to new data on business scale-ups companies which have achieved three years of 20% growth in revenues or staff. Figures contained in the Scale Up Report On UK Economic Growth, published in November, have now been broken down by parliamentary constituency and show that central Leeds has 81 fast growing scale up firms, behind only London and Cambridge. 3.
