FRA Approvals Jan 28, 2010: President and VP delivered good news in Tampa Florida one of top three recipients in the nation High Speed Rail Express Track 2 Application approved: TAMPA ORLANDO MIAMI CORRIDOR $1.25 billion Grant for Phase 1 Tampa Orlando ($2.7 billion requested) May 7, 2010: Administrator Szabo signed ROD May 28, 2010: Secretary LaHood announced first grant for Florida $66.6 million (out of a total of $80 million) August 6, 2010: submitted application to FRA for additional $1.14 billion in 2010 HSR (80/20 match) 20% local match from Florida Rail Enterprise FLORIDA HSR: Opportunity to be first HSR Express system in nation with speeds >150 mph 3

Early Works Objectives and Timeline Clear corridor for later HSR construction Discover unforeseen conditions on smaller contract Create jobs soon! (Construction on first early works contract will start by March 2011) Work complete in advance of HSR construction Five early works projects are planned totaling approximately $165 million

DBOM&F (PPP) Timeline RFQ for teams Nov. 2010 (subject to FRA approval) Statements of Qualifications submitted by January 2011 Short list by March 2011 and RFP issued to qualified teams. Winning team selected /negotiations in late 2011 Construction starts late 2012 Trains roll 2015

High Speed Rail Industry Forum

HSR Industry Forum Highlights Expect high level USDOT/FRA participation and senior elected officials from Florida Regional leadership presentations: Central Florida and Tampa Bay Partnerships as well as three mayors HSR update: Early Works and PPP Request for Quals Stations stakeholder presentations Stations networking forum Teams forming to compete for PPP invited to set up tables Individual meetings with teams intending to compete for PPP to be held by appointment immediately after forum Anticipate great attendance and media coverage

Phase 2: Miami Orlando FDOT initiated PD&E (NEPA) in May, 2010 Three phases of development Target completion late 2012 (subject to funding) PB Americas/Jacobs FRA funding competition for Planning $50 million available nationally Florida application submitted May 19, 2010 $8 million request (20% State match required) Funding for first phase Results will be known by September 15
