To add a representative or gain access to a client account, the client and representative will both require: ONe Key ID: Your unique username and password, used to access ONe-Source. ONe Source for Business or Individuals: The first step in the account creation process. This account allows companies to access various Government of Ontario services, including those provided by the Ministry of the Environment and Climate Change. Ministry of the Environment and Climate Change (MOECC) account: The second step in the account creation process. It is where you will gain direct access to MOECC services including EASR registration and ECA applications. NOTE: Both the business and representative must have a unique ONe-Key ID/ONe-Source for Business profile in order to create a MOECC account and access to Ministry services. This will require a unique business name, accountable person name, and Single Business Number (if applicable). Through the MOECC Client Account Management System (CAMS), clients can add representatives to their account. This will allow the representatives access to the MOECC client account and be able to act on behalf of the business. Depending on the permissions set by the client, the representatives are able to apply for services on behalf of the business. The three types of permissions are: Delegated Authorities, Authorized Representatives and Financial Authority. A Delegated Authority is an individual with assigned permissions that has access to all services associated with the client account and can perform any actions on their behalf. They cannot edit business information. An Authorized Representative is an individual with custom permission levels who can oversee and manage the client s registrations and applications. They cannot edit business information. A Financial Authority is an individual that has customized permission levels that only allows them to perform payment-oriented actions on the client s behalf. In order for a representative to gain access to clients accounts, they must first be added to the client account and given permission. For the purpose of this process, please go to the pages indicated below that best reflect your situation for direction on how to either add a representative to the client account and assign permissions, or to request permissions and gain access to a business s MOECC client account. Set permissions for the representative for EASR first then change the drop down to Sites to set privileges for it. The permissions a client account holder can give a representative are as follows: Delegated Authority: a representative with these permissions will have full access to all services associated with the client account and can perform any actions on their behalf (create, update, view, assign, attest and delete EASRs). They will not have the ability to modify client information Authorized Representative: a representative with this permission will have their permissions further customized by the business. The business has the ability to choose what permissions the consultant can have (create, update, view, attest and/or delete). For example: the business can choose to give create and edit permissions but not delete and attest permissions. Therefore, the consultant can view all EASRs, create and edit them but cannot attest, pay for or submit them that part of the process still resides with the client. Financial Authority: a representative that has customized permission levels that only allow them to perform payment-oriented actions on the client s behalf NOTE: When assigning a representative as an Authorized Representative, you must also select the specific action(s) that you want to grant to the representative (create, update, view, assign, attest, and delete). The view permission is automatically enabled if you choose any other permission. Page 10 of 19
