Toxics Cleanup Program Proposed Agreed Order for Cleanup and Environmental Documents Available for Review and Comment The Washington State Department of Ecology (Ecology) prepared this fact sheet to provide you with information about the Phillips 66 Renton Terminal Site. The site name was changed from ConocoPhillips Renton Terminal to Phillips 66 Renton Terminal as a result of the transfer of ownership at the facility. The site is generally located at 2423 Lind Avenue Southwest in Renton, King County, WA. Three parties have worked together on a legal agreement called an Agreed Order in order to clean up this site. The parties are Ecology, Phillips 66 Company, and ExxonMobil Oil Corporation. Under this agreement, the work to be carried out to clean up the site is described in the Cleanup Action Plan. Public Comments are Invited: Ecology invites you to review and comment on the: Draft Agreed Order to clean up the site. Draft Remedial Investigation/Feasibility Study (RI/FS) Report that describes the site contamination and feasible cleanup alternative methods. Draft Cleanup Action Plan (DCAP) containing the proposed cleanup work to remove and treat contamination at this site. State Environmental Policy Act (SEPA) checklist and Determination of Non-Significance (DNS). Updated Public Participation Plan. Site Background The Phillips 66 Renton Terminal site contains an active petroleum distribution terminal. There are seven above ground product storage tanks in the tank farm at the facility. These tanks contain premium and regular unleaded gasoline, diesel fuel, and ethanol. There are also smaller gasoline and diesel additive tanks located at the tank farm. The property is zoned for industrial land use. Known releases of petroleum product that occurred at different times have resulted in the mingling of two known petroleum hydrocarbon plumes in ground water to form one large petroleum plume. Contaminants at the Site The contamination in soil and groundwater are: Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX), Diesel, Ethanol, Gasoline, Lead, Methyl Tertiary-Butyl Ether (MTBE), and associated contaminants in petroleum hydrocarbons. Interim Action Update: Dual Phase Extraction System In the past, portions of the site were being remediated with interim systems to clean up petroleumcontaminated soil and groundwater using two technologies. These are Dual Phase Extraction (DPE) and subsurface petroleum recovery with groundwater extraction and treatment. The DPE system consisted of wells that extract groundwater, petroleum product, and soil gas vapor into an above ground treatment system. The extracted fluids were then treated for proper disposal or reuse. The groundwater extraction and treatment system removed product and contaminated groundwater from the water table and treated it for safe disposal into the sanitary sewer system. These two cleanup systems were dismantled in 2014, in order to construct the new expanded DPE system proposed in the draft cleanup action plan. Remedial Investigation/Feasibility Study The site s Remedial Investigation and Feasibility Study were completed in 2014. The remedial investigation (RI) looked into the nature, extent, and risks of contamination at the site. The feasibility study (FS) used this information to evaluate cleanup options and choose a preferred remedial alternative to clean up the site. The RI/FS report that summarizes this work is available for your review and comments during this comment period. Proposed Cleanup The Draft Cleanup Action Plan contains the new proposed plan to clean up the site based on the conclusions of the RI/FS. The preferred cleanup is to expand the Dual Phase Extraction (DPE) system and conduct limited soil excavation to remove petroleum contaminated soils. The cleanup will also use monitored natural attenuation (MNA) and institutional controls. Institutional controls will be carried out under an environmental covenant which will restrict the use of soil and groundwater as well as any Publication Number: 15-09-202 2 Please reuse and recycle

activities that may interfere with the cleanup or its protectiveness. The DPE system is designed to clean up the plume and contamination sources in soil and groundwater. The system will operate for approximately five years, followed by an assessment of the effectiveness of the DPE remediation. The site will receive periodic reviews at least every five years after the initiation of the cleanup action as required by the state cleanup regulations (Model Toxics Control Act). Further cleanup of any potentially remaining groundwater contamination will be carried out through natural processes (Monitored Natural Attenuation or MNA). MNA lets naturally occurring microorganisms clean up the contamination in groundwater. MNA requires groundwater testing to demonstrate that the contamination is being naturally destroyed, with no risk to human health or the environment. With MNA, this would mean that possible remaining groundwater contamination would have shrunk far into the property interior with no risk expected to the surrounding environment or people. A contingency plan will also be put into place to ensure protection in case MNA does not perform according to expectations. A small area of soil contamination in the retention pond at the southeast corner of the property will be excavated to levels that meet state cleanup standards for groundwater and soil. More details about the proposed cleanup actions are available in the DCAP, which is available for your review and comment during this comment period. Environmental Covenants Part of the proposed cleanup will involve institutional controls on the use of soil and groundwater. These controls will be carried out through an environmental covenant that will restrict the use of soil and ground water at this property. State Environmental Policy Act (SEPA) Checklist and Determination The State Environmental Policy Act (SEPA) environmental checklist and Determination of Non- Significance (DNS) for the proposed cleanup action are available for public review at this time. This checklist evaluates potential environmental impacts if the cleanup plan is carried out. Ecology has reviewed this checklist and determined that no significant adverse environmental impacts will be caused by these proposed cleanup actions. Public Participation Plan Ecology developed a public participation plan according to requirements under the state cleanup regulations. It is designed to promote meaningful community involvement during the cleanup process. The plan outlines and describes the tools and approaches that Ecology will use to inform the public about site activities, and it identifies opportunities for the community to become involved in this process. What Happens Next? After the 30-day public comment period, Ecology will review all comments received and make recommendations for any suggested changes.
