Foreword To an increasing extent, authority and reputation in the art world are being determined in an international context. It is therefore important for the development of artists and designers from the Netherlands to be able to measure themselves against international standards. It is also important to facilitate and stimulate cooperation between Dutch organisations and partners abroad. In 2006, a new crop of Dutch artists and designers once again succeeded in attracting international attention. The majority of applications came from Europe and the United States. That is understandable in itself, as an extensive, established infrastructure is in existence there. We have also seen interesting developments in other parts of the world, which have been attracting great interest in recent years. In countries such as China, South Africa and Brazil, there are organisations that can count on growing international interest. So we are happy that 2006 saw considerable growth in the numbers of supported applications from Central and South America, Asia and Africa. 1. Mondriaan Foundation The Mondriaan Foundation aims to stimulate visual arts, design and cultural heritage from the Netherlands. Contemporary art and design from the Netherlands is exhibited by renowned institutions all over the world. As we are committed to strengthening international cooperation and exchange, we offer financial support to enable institutions, companies and authorities, both national and international, to reach their audience and to extend that reach. At the same time, we also believe it important that artists, professionals and the public in the Netherlands have an accurate view of the latest international developments. To this end, we stimulate initiatives designed to bring foreign projects of topical interest, and news of them, to the Netherlands. International projects supported by the Mondriaan Foundation include international cooperation and exchange, exhibitions and publications of art and design from the Netherlands abroad, gallery attendance at art fairs abroad, international visitors and group programmes, and participation in biennials and triennials. In addition to international projects, the Mondriaan Foundation supports other activities within the Netherlands such as acquisitions for museum collections, activities in the field of cultural heritage, publications and magazines, programming of artists run spaces, art and design projects, exchange programmes and an art purchase scheme for private individuals. The Mondriaan Foundation has an annual budget of approximately 20 million. Every year more than a thousand applications are processed. Over one third of the projects supported by the foundation take place abroad. In order to fulfil this function, the Mondriaan Foundation operates with a six-member board, ten advisory committees comprising about sixty members, and a staff of twenty. 5

2. Facts and figures Art and design from the Netherlands should match international standards and keep pace with international developments. The Mondriaan Foundation therefore values contacts worldwide and reserves a substantial budget for the presentation of art and design from the Netherlands abroad. The foundation responds to international demands and can grant requests from foreign institutes. 7

3. Exhibitions and publications The Mondriaan Foundation supports and stimulates galleries, museums and exhibition spaces that exhibit contemporary art or design from the Netherlands. The main criteria are the institution s artistic standing and reputation, which are assessed on the basis of its exhibition programme. The Mondriaan Foundation usually helps to cover the cost of transporting and insuring works of art, plus the cost of the artist s travel and accommodation. We also co-support the cost of publications that provide contextual information concerning the artist s work. In 2006, we supported 287 presentations/ publications in 49 countries. 4. Art fairs The presentation of art and design from the Netherlands at leading international art fairs has proven to be an important promotional tool. These fairs are a valuable source of international contacts for the participating galleries and artists. They create opportunities for new exhibitions and lead to acquisitions by collectors and museums all over the world. The Mondriaan Foundation supports presentations at art fairs by contributing to the costs of renting stands. A gallery can get a refund for half the rent of the stand if at least half the stand space is used for art from the Netherlands. A number of relevant art fairs are selected each year. In 2006, the selection comprised Arco (Madrid), The Armory Show (New York), Art Basel, Art Basel Miami Beach, Art Cologne, Artissima (Turin), Collect (London), European Artforum Berlin, Fiac (Paris) Frieze Art Fair (London), Liste Bazel and Paris Photo. 37

International network programmes With a view to promoting art and design from the Netherlands abroad, the Mondriaan Foundation also organises special visitors programmes for foreign visual art and design professionals. In order to offer curators and other professionals greater insight into contemporary visual arts and design from the Netherlands, we organise an orientation programme to strengthen international ties and promote the exchange of ideas. Professionals are invited to the Netherlands for a uniquely tailored programme of visits to museums, galleries, artists and designers. The aim of these visits is to stimulate international exchange projects. Besides individual visitors programmes, the Mondriaan Foundation initiates orientation trips together with the Prince Claus Fund. These orientation programmes focus on certain regions, in order to intensify the exchange of knowledge, visions and perceptions of the professionals working in these areas. The first visit to the region of the Middle East (2004) was followed by the visit to regions in China in 2005. In 2006, South Africa and Senegal were the destinations of the third visit. 39
6. State manifestations The Mondriaan Foundation is responsible for the Dutch entries at the biennials in Venice and São Paulo and other cultural manifestations. State manifestations are commissioned by the Dutch government and implemented by the Mondriaan Foundation and other organisations (Service Centre for International Cultural Activities, Fund for Amateur Art and Performing Arts, Foundation for the Production and Translation for Dutch Literature). They concern presentations of Dutch art and culture in which the Dutch government thinks it important to participate for reasons of cultural politics. Venice Biennale The Mondriaan Foundation has been responsible for the Dutch contribution to the Venice Biennale since 1995, and appoints a curator for each contribution. In 2006, Maria Hlavajova (1971, Czechoslovakia), director of the art institute BAK (base for contemporary art in Utrecht), was appointed the curator of the Dutch contribution for 2007. The Dutch contribution to the Venice Biennale for the coming year will be a three-part project on the themes of fear, immigration, violence and safety. The project is made up of three equal parts that are linked together: a new work by Aernout Mik, a publication of essays by various artists, philosophers, sociologists and political scientists compiled by philosopher Rosi Braidotti, curator Charles Esche and Maria Hlavajova and, as an extension of the presentation in the Dutch Pavilion, a series of lectures and discussions in BAK, in Utrecht. The last part involves collaboration with other art institutions in the Netherlands, including the Van Abbemuseum in Eindhoven. The Venice Biennale will take place from 10 June to 21 November 2007. São Paolo Biennale The 27th edition of the São Paolo Biennale took place from 7 October to 17 December 2006. For this edition, instead of a state manifestation in which countries are responsible themselves for their own national presentation, the Biennale opted for an international exhibition, put together by their own team of curators. This meant that the Mondriaan Foundation, which is responsible for the Dutch contribution to this biennial, did not appoint its own curator this year, but provided financial support to the value of 100,000 for the participation of artists from the Netherlands who were selected by the curator. Chief curator of the Biennale, Lisette Lagnado, paid a visit to the Netherlands as part of the Visitors Programme. The São Paolo 41
Biennale received a contribution for the participation of Meschac Gaba, Servet Koçyigit, Bregtje van der Haak, Barbara Visser, Lara Almarcegui and Yael Bartana. Respect! Forms of Society (catalogue) In 2005, the Mondriaan Foundation was responsible for the successful exhibition Respect! Forms of Society, which took place as part of the 400th anniversary of relations between Morocco and the Netherlands in Marrakesh, Morocco, and which was put together by Roel Arkesteijn. Respect! showed the work of fifteen artists working and living in the Netherlands, who investigated the marks left by the recent tempestuous developments in Dutch society and politics in contemporary art. The participating artists work from various cultural backgrounds and disciplines, and they created mainly new and site-specific work for the exhibition. The catalogue of the exhibition, with contributions from Abdelkader Benali, Edwin Zwakman en Bas Heijne, was published in 2006 in the Netherlands. The catalogue was received with great enthusiasm and positive reviews. The publication has been available in bookshops in the Netherlands and abroad since December 2006. Dutch Dare: Dutch photography in Australia 2006 was the 400th anniversary of the first time the Dutch set foot in Australia. As part of the celebrations of relations between Australia and the Netherlands, the Mondriaan Foundation, the Fund for Amateur and Performing Arts and the SICA were asked by the Dutch Ministry of Foreign Affairs and Ministry of Education, Culture and Science to provide a cultural programme. The Mondriaan Foundation appointed Frits Gierstberg, head of exhibitions at the Dutch Photo Museum, as the curator of the photographic exhibition Dutch Dare. Contemporary Photography from the Netherlands. The exhibition comprised work by Elspeth Diederix, Marnix Goossens, Gert Jan Kocken, Anouk Kruithof and Jaap Scheeren, Hans van der Meer, Julika Rudelius, Gerco de Ruijter, Viviane Sassen and Martine Stig, Marike Schuurman, Roy Villevoye and Useful Photography, and was shown from 19 October to 12 December 2006 in the Australian Centre for Photography in Sydney. The accompanying catalogue was published by NAi Uitgevers, and is available from various bookshops worldwide. The exhibition then went to Indonesia, and was presented at the Erasmushuis in Jakarta from 25 January to 2 March 2007. 42
7. International developments The Mondriaan Foundation also supports international activities in the Netherlands. The main aim is to show international developments to the public in the Netherlands as well as to stimulate the participation of the Netherlands within the international circuit. In this context, the activities supported by the foundation in 2006 included, among others: Made in Mirrors, a communication and exchange model, in which Het Domein from Sittard will cooperate in 2007 with Vitamin Creative Space from Ghuangzhou, and in 2008 with the Museu de Arte Moderne Aloisio Magalhães in Recife; the international touring exhibition Games! The art of playing by the Cobra Museum, about artists who integrate the structure of games and playing into their work; the biennial festival DEAF07 by V2_ that aims to bring national and international current developments in the areas of art and media technology to the attention of professionals and the general public. Besides these activities, travel expenses of journalists were covered as well as the introduction of interesting activities from abroad. This concerned journalists from major international journals and newspapers. Four contributions were made in 2006, including those for international publications about activities in Witte de With and De Appel. Dutch journalists also received support from the Mondriaan Foundation for writing about important activities abroad. For instance, Kunstbeeld wrote about Art Basel Miami and Frieze Art London and Het Financieele Dagblad covered the Berlin Biennale, the Art Forum Berlin, the 27th São Paulo Biennale and the Pusan Biennale. In the field of cultural heritage, support has been given to The New Holland Foundation for the project Atlas of Dutch Brazil. The project will increase knowledge of the area of military defence works related to the Dutch presence in the coastal state of Paraiba in Brazil in the seventeenth century. The Netherlands Architecture Institute, in Rotterdam, received a contribution for Modernity in the tropics. The project about the history of Dutch and Indonesian architecture will be realised in cooperation with Pusat Documentasi Arsitektur Indonesia and Arsip Nasional Republik Indonesia. 43
