Transnational Association of Christian Colleges and Schools Accreditation Commission Meeting April 8-10, 2013 Embassy Suites 601 Pacific Highway San Diego, CA 92101 PRE-ACCREDITED STATUS (CANDIDATE STATUS) Candidacy is for up to a five-year period. During that time, the institution must come into substantive compliance with all the accreditation standards, conduct a selfstudy, host an on-site team evaluation, and appear before the Accreditation Commission for Accredited Status. To maintain Candidacy Status the institution must remain in compliance with all IER-related Standards. The following institutions were granted Pre-Accredited (Candidate) Status by the TRACS Accreditation Commission after completing a successful self-study and being evaluated by an on-site evaluation team: Ivy Christian College (9401 Mathy Drive, Fairfax, VA 22031) At its April 9, 2013 meeting, the TRACS Accreditation Commission voted to grant Ivy Christian College (ICC) Candidate Status as a Category I institution. Responses to any remaining in process recommendations must be addressed in a Progress Report submitted to the TRACS office by August 15, 2013. The institution must come into compliance with all remaining recommendations prior to receiving approval to begin the process for Accredited Status. Morthland College (202 East Oak Street, West Frankfort, IL 62896) At its April 9, 2013 meeting, the TRACS Accreditation Commission voted to grant Morthland College (MC) Candidate Status as a Category II institution. Responses to any remaining in process recommendations and suggestions must be addressed in a Progress Report submitted to the TRACS office by August 15, 2013. The institution must come into compliance with all remaining recommendations prior to receiving approval to begin the process for Accredited Status. Oikos University (7850 Edgewater Drive, Oakland, CA 94621) At its April 9, 2013 meeting, the TRACS Accreditation Commission voted to grant Oikos University (OU) Candidate Status as a Category IV institution. The Commission made note that the Master of Science in Asian Medicine program approval is contingent upon approval of the State of California and the necessity of
the institution to immediately address any issues regarding the validity of the Doctor of Ministry program. Responses to any remaining in process recommendations and suggestions must be addressed in a Progress Report submitted to the TRACS office by August 15, 2013. The institution must come into compliance with all remaining recommendations prior to receiving approval to begin the process for Accredited Status. REAFFIRMATION I Reaffirmation I is for a period of ten years with an Interim Five-Year Quality- Compliance Review (QCR). For Reaffirmation II, each institution must complete a successful self-study, host an on-site team evaluation, respond to the team recommendations and appear before the Accrediting Commission. The following institutions were granted Reaffirmation I by the TRACS Accreditation Commission after completing a successful self-study and being evaluated by an onsite evaluation team: New Life Theological Seminary (3117 Whiting Avenue, Charlotte, NC 28205) grant New Life Theological Seminary (NLTS) Reaffirmation I status as a Category III institution, with one condition. The Commission action requires that NLTS submit a Progress Report by August 15, 2013, documenting progress toward compliance for the condition, and progress toward compliance on any remaining recommendations and suggestions. The institution must come into compliance with the condition and all remaining recommendations by August 15, 2014, and provide documentation supporting this for presentation at the November 2014 Commission meeting. Northland International University (W10085 Pike Plains Road, Dunbar, WI 54119) grant Northland International University (NIU) Reaffirmation I status as a Category IV institution, with one condition. The Commission action requires that NIU submit a Progress Report by August 15, 2013, documenting progress toward compliance for the condition, and progress toward compliance on any remaining recommendations and suggestions. The institution must come into compliance with the condition by the time of its Annual Report submission on October 31, 2013 and all remaining recommendations by August 15, 2014, and provide documentation supporting this for presentation at the November 2014 Commission meeting. The Commission action requires that OGS submit a Progress Report by August 15, 2013, documenting compliance for the condition, and progress toward compliance on any remaining recommendations. The institution must come into compliance with the condition and all remaining recommendations by August 15, 2014, and provide documentation supporting this for presentation at the November 2014 Commission meeting. Heritage Bible College (747 Bud Hawkins Road, Dunn, NC 28335) grant Heritage Bible College (HBC) Reaffirmation II status as a Category II institution, with one condition. The Commission action requires that the institution submit a Progress Report by August 15, 2013, documenting compliance for the condition, and progress toward compliance on any remaining recommendations and/or suggestions. The institution must come into compliance with all remaining recommendations by August 15, 2014, and provide documentation supporting this for presentation at the November 2014 Commission meeting. Messenger College (400 S. Industrial Boulevard, Euless, TX 76040) grant Messenger College (MC) Reaffirmation II status as a Category II institution, with two conditions. The Commission action requires that MC submit a Progress Report by August 15, 2013, documenting progress toward compliance for the two conditions, and progress toward compliance on any remaining recommendations and suggestions. The institution must come into compliance with the two conditions and all remaining recommendations by August 15, 2014, and provide documentation supporting this for presentation at the November 2014 Commission meeting. DENIALS The following institution was denied Accreditation by the TRACS Accreditation Commission after completing a self-study and being evaluated by an on-site evaluation team: California Preparatory College (1030 Nevada Street, Redlands, CA 92374) At its meeting on April 10, 2013, the TRACS Accreditation Commission voted to deny California Preparatory College (CPC) Candidacy status as a Category I institution. This action was based on the following; Documentation submitted does not establish the level of organizational independence required in IER #2 (Standard 6.1) or the financial independence required (Standard 17.2) Accounting methods leave doubt that institutional financial statements comply in all aspects of generally accepted accounting principles (GAAP). (Standard 17.4). Failure to establish compliance with IER #7 (Standards 17.1 and 17.4.c.) Failure of the institution to meet all conditions set by the Commission in its action to defer the institution of April 4, 2013. Failure to establish the basis required for TRACS to certify the institution s financial stability to the U.S. Department of Education. (Standards 17.1 and 17.5, b.). In summary, CPC failed to meet two of the IER s required for basic compliance at the Candidate level, in addition to other requirements. Page 4 of 6
ADVERSE ACTIONS Gutenberg College (1883 University Street, Eugene, OR 97403) After due consideration, the Accreditation Commission on April 10, 2013, voted to place Gutenberg College (GC) on Probation for non-compliance with TRACS Standards 17.1 and 17.5, as revealed through the required annual submittal of audit information received by TRACS. The TRACS Policies and Procedures provide for various degrees of non-compliance with the Accreditation Standards. The Commission has determined that GC is at the third level. An institution s non-compliance with the Accreditation Standards is substantively significant and rises to the level where the institution s ability to fulfill its mission or to provide a quality educational experience consistent with that associated with an accredited post-secondary institution is in question. This is a level of non-compliance which, in the professional judgment of the members of the Accreditation Commission, the institution must correct immediately and which the institution has, or can reasonably obtain the resources to correct. The Commission determined GC was not in compliance with all Accreditation Standards. Solely on the basis of this determination and consistent with TRACS Policy, the Commission passed a motion to place the institution on Probation. GC will have 1 year to come into compliance with Standards (17.1 and 17.5) with the first Progress Report due August 15, 2013.
