DISTRICT RURAL DEVELOPMENT AGENCY, NUAPADA ADVERTISMENT No. 51 Dates: 05/01/2016 Contractual Engagement under Mahatma Gandhi NREGA Applications are invited from the intending candidates having the requisite eligibility criteria for engagement of one MGNREGA Coordinator in DRDA, Nuapada and two Additional Programme Officers (in Sinapali and Komna Blocks) on contractual basis with consolidated remuneration of Rs. 15,000 (Rupees Fifteen Thousand) Only and Rs. 12,500 (Rupees Twelve Thousand and Five Hundred) respectively per month on contractual basis. The following guidelines shall be adopted to fill up the vacancy against each of the above posts: MG NREGA Coordinator at the District 1. The selection of the candidates shall purely be on merit. 2. DRDA shall publish advertisements in the two Odia and one English largest circulation daily News Papers, with the following eligibility criteria, for engagement of MGNREGA Coordinator in the District with address for submission of hard copy application by the candidates though registered/ speed post. The candidate interested for applying for the posts advertised will have to fill up the application form by downloading the form from our web site www.nuapada.nic.in. He will also paste his/her passport size (3.5cmX2.5cm) photograph on the form mandatorily. 4. Applicant has to submit filled-in application form downloaded from our site for the post. The printed copy of the filled in application form along with the colour passport
size (3.5cmX2.5cm) photograph, self attested photocopies of relevant certificates and mark-sheets as per the checklist with due signature at the appropriate space shall be submitted by the applicant to the Project Director, DRDA of the district only by registered/ speed post within the timeline as per the advertisement. A. Scrutiny of the applications I. On receipt of applications by post complete in all respect (filled in application downloaded from website enclosed with attested photocopies of relevant certificates and mark-sheets as per the checklist) only by the cut-off date, scrutiny of applications will be done at the DRDA and a check list for rejection of the applications shall be prepared as follows: a) Application forms not received through registered/ speed post shall not be considered. b) Candidates crossing the maximum age limit as on 1st January 2016 specified in the advertisement shall be disqualified. c) Applicants not possessing the requisite essential qualification laid down in the advertisement will be disqualified. d) Applications submitted by post without filled application form shall be rejected. e) Applications received not attached with all relevant documents will be rejected. f) Applications received after due date shall not be considered. II. The list of shortlisted candidates after the preliminary scrutiny will be web hosted on the district website by logging on to www.nuapada.nic.in for maintaining transparency. One can see the status of his/her application and send the objections by hard copy addressing to the PD, DRDA, Nuapada III. Objections so received will be scrutinized and the valid objections will be incorporated in the database within the time period and a list of eligible candidates will be prepared.
IV. In order to prepare the district provisional merit list, the following weight age shall Weightage be assigned against mark scored by candidates in respective examination. Five candidates for one post of will be shortlisted in the order of merit arrived at following the criteria prescribed above. VI. The list of provisionally shortlisted candidates (Maximum-5) shall be published by the DRDA in the website. B. Verification at the DRDA Level I. One scrutiny committee shall be constituted at the District level under the chairmanship of the Collector & CEO, DRDA comprising Project Director, DRDA, Additional Project Director (Administration) and any other officer as decided by the Collector. II. The scrutiny Committee will be responsible for scrutiny of application forms, disposal of all objections, scrutiny of all the related documents like certificates and mark-sheets for verifying the factual position of the information provided in the application form of the provisionally shortlisted candidates as well as for reviewing all the steps involved in the recruitment process. III. A shortlist of candidates of 5 for each post will be generated from the provisional merit list. The shortlisted candidates shall-be called for verification of original documents by the DRDA in one date (i.e. 11/02/2016). The candidates shall be intimated by registered post as well as by email, if any. IV. In case of any misrepresentation/ suppression of facts, non production of original documents for verification or resorting to any other kind of manipulations, the scrutiny committee shall reject the candidature of the applicant.
C. Engagement of Candidates 1. Based on the final merit list arrived at after proper scrutiny as mentioned above, DRDA will issue appointment letter for the post of MG NREGA Coordinator on the same day to the candidate having highest weight age if he/she fulfils all other eligibility criteria. 2. If the candidate having highest weight age fails to fulfill all the eligibility criteria or if he fails to turn up for verification of documents, the candidate having next highest weightage shall be considered for engagement. a. Wait list of selected candidates may be maintained by the DRDA which shall normally be valid for one year. b. In case the selected candidate does not join or breaks the contract, then the DRDA can use this merit list for engagement of the next candidate in the order of merit only from the merit list. c. Under no circumstance the DRDA shall violate the merit list of the shortlisted candidates while issuing engagement letter. 3. The appointment letter will be signed by Collector for engagement of MG NREGA Coordinator. 4. District will enter into an agreement with the selected candidate for the post of MG NREGA Coordinator during the time of joining of the candidate. II. Additional Program Officer (MG NREGA) at the Block 1. The applications will be invited taking Block as a unit. 2. A candidate can also apply for more than one block but in separate application form. 3. The selection of the candidates shall purely be on merit. 4.
