MAEC-AECID GRANTS AND ASSISTANTSHIPS (Official Spanish Gazette [Boletín Oficial del Estado BOE) of 4 February 2015 More information at www.aecid.es History This year we are commemorating the 75th anniversary of International Grants, Scholarships and Assistantships of Spain s Ministry of Foreign Affairs and Cooperation (MAEC) and of the Spanish Agency for International Development Cooperation (AECID), on the occasion of the creation in 1940 of the Consejo de la Hispanidad (Hispanic Culture Council), which established as one of its priorities the awarding of grants to strengthen cultural, educational and scientific ties with Latin America. In subsequent years, the Hispanic Culture Council would be replaced by different cooperation institutions with Latin America, Africa and Asia, which would in turn be integrated, in 1988, into the AECID. The Agency now manages these grants through its Department of University and Scientific Cooperation, within the Directorate of Cultural and Scientific Relations. These grants and assistantships share this anniversary with the AECID Library, both of which are Spanish Cooperation s seminal programmes. Following the creation of the Institute of Hispanic Culture in 1947, the annual grants programmes with Latin America were designed, which would, gradually and continuously, be extended to the rest of the world, and steadily encompass all areas of knowledge and arts and culture programmes, leading up to the current, 68th edition for 2015-2016. In addition to the grants programmes linked to Spanish Cooperation and to the creation of the AECID, there are even older precedents of national grants programmes, such as the fellowships of the Royal Academy of Spain in Rome, founded in 1873, during Spain s First Republic, and the grants programme for Latin American citizens published in the Madrid Gazette on 22 January 1921. MAEC-AECID grants, scholarships and assistantships today After a history of more than seven decades, the MAEC-AECID grant, scholarship and assistantship programmes have become consolidated as one of the foremost instruments of Spain s foreign policy, which now constitutes a diverse network including thousands of former recipients worldwide. The programmes in the present 2015-2016 edition comprise a wide-ranging offer of training and internships aimed at both Spanish and foreign citizens, both in Spain and abroad, in areas of impact involving development cooperation and in areas linked to art, education and culture.
Applications, deadlines and selection process The application process including the submission of the documents required is carried out exclusively online, through the AECID website (www.aecid.gob.es), with different deadlines during the months of February and March, depending on each programme (Item Three of the Terms and Conditions common to all programmes). The duration of each programme varies between one and eighteen months, with the possibility of renewal in certain cases. The Evaluation Committee, chaired by the Director of Cultural and Scientific Relations, is the body responsible for studying and assessing applications, and submits its draft resolution on successful candidates to the AECID Director, in accordance with each programme s corresponding requirements and criteria, including, as the case may be, a list of ranked runners-up to cover possible withdrawals or relinquishments. I. University and Scientific Cooperation for Development The University and Scientific Cooperation for Development programme, carried out in collaboration with institutions representing Spain s university and scientific communities particularly the Executive Committee of the Spanish Universities Internationalization and Cooperation Commission (Comisión de Internacionalización y Cooperación de las Universidades Españolas, or CICUE) reflects the geographical and sectoral criteria and priorities 1 targeted in the Fourth Master Plan for Spanish Cooperation (2013-2016), and aims to facilitate mobility among talented students and researchers, strengthening ties of friendship and cooperation in the fields of culture, education and science between institutions in Spain and in the rest of the world. These grants are awarded on an annual basis through an open competition. I.1 Mobility grants for researchers These grants facilitate mobility by researchers from Spain and Spanish Cooperation s 23 priority countries and populations who are conducting research projects with an impact on the development of said priority countries and populations, or projects that form part of development studies. Who are they for? Citizens of Spain and of Spanish Cooperation s 23 priority countries and populations. Undergraduate degree-holders, pre-admitted to a Master s or Doctorate course at a university or research centre in their country of origin. How much? A monthly stipend of 1,000-1,500 euros (depending on destination), as well as health insurance and a contribution towards travel costs. I.2 Official Master s Degree grants for foreign civil servants at Spanish universities. These grants can be used to fund career development courses, of up to a maximum of 60 ECTS credits, at Spanish universities, and in areas of particular impact on development. Development cooperation; democratic governance and leadership in public management; peacebuilding, conflict prevention and management Gender in development Food security Education and culture for development Global health Water and sanitation Environment Science, technology and innovation for development Teaching of Spanish as a foreign language (for Filipino citizens only) 1 Bolivia, Colombia, Cuba, Dominican Republic, Ecuador, El Salvador, Equatorial Guinea, Ethiopia, Guatemala, Haiti, Honduras, Mali, Mauritania, Morocco, Mozambique, Nicaragua, Niger, Paraguay, Peru, the Philippines, Senegal, the Saharawi Population and the Palestinian Territories.
Who are they for? Civil servants or other public system staff from the 23 countries and populations prioritized in the Fourth Master Plan for Spanish Cooperation. The relevant Spanish Embassy will assess candidates eligibility on a case-by-case basis, guaranteeing the best possible impact. How much? A monthly stipend of 1,200 euros, a contribution towards enrolment fees of up to 2,000 euros, health insurance, and a contribution towards travel costs. I.3 Paid internships on the occasion of Spain s UN security Council membership, helping beneficiaries to specialize in: The rule of law and how it relates to global peace and stability The role of women and gender issues in peacebuilding and peacekeeping Climate change as a threat to peace Preventive diplomacy, with particular emphasis on the responsibility to protect and mediation The link between security and development Who are they for? Spanish nationals who hold Master s degrees or doctorates in law, economics, politics, sociology or international relations, or who are enrolled in a doctoral programme in any of these fields. Candidates must not have reached their 36th birthday by 1 June 2015. How much? A monthly stipend of 1,500-2,200 euros (depending on destination), health insurance, and a contribution towards travel costs. Ericka Hannover Vasquez. Bolivia. II. Art, Education and Culture. These funding programmes constitute a key part of Spain s cultural and scientific relations with the rest of the world, as well as helping to increase the international profile of Spanish art and culture and fostering mobility among Spanish creators. The programmes, offered in collaboration with leading Spanish and foreign institutions, provide a range of training and internship opportunities across a broad spectrum of cultural and artistic disciplines. II.1. Scholarships for the Royal Academy of Spain in Rome. These scholarships give Spanish artists and researchers the opportunity to consolidate their careers in their chosen disciplines by carrying out a project at the Academy that contributes to its development as an international platform for Spanish art and culture. Sculpture Painting Engraving Architecture Photography Video art Film Design Fashion design Graphic design Music and musicology Performing arts Literature (Valle-Inclán Grant) Comics New technologies and the arts Museum studies, curation, intermediation in the arts Aesthetics: art theory, philosophy and criticism Archive and documentation studies, historical libraries Art history Cultural conservation and restoration: tangible and intangible artistic and cultural heritage The arts and gastronomy Who are they for? Holders of undergraduate degrees (requiring at least four years study) or Master s degrees, as well as artists and creators of proven track record. Candidates must be either Spanish nationals, European Union citizens resident in Spain, Italian citizens resident in Italy, or Ibero-American citizens, and specialize in one of the following fields: How much? A monthly stipend of 1,200 euros, residence at the Academy (accommodation only), project costs of up to 20,000 euros, health insurance, and a contribution towards travel costs. II.2. Paid internships in international cultural management. These internships offer Spanish specialists in culture management the opportunity to carry out internships at the culture offices of Spain s representations and cultural centres abroad, as well as at the Central Services of the Directorate of Cultural and Scientific Relations.
Who are they for? Holders of undergraduate degrees, preferably in fields related to culture management, culture in development cooperation, the humanities, or international relations. Candidates must not have reached their 31st birthday by 1 October 2015. These grants may be renewed for an additional year. How much? A minimum monthly stipend of 1,200 euros, health insurance, a contribution towards travel costs, and additional contributions towards travel for activities relating to the work of the intern s assigned centre. These grants may be renewed for an additional year (see Programme II.9 of this section). II.3. Paid internships at AECID Training Centres in Latin America. Who are they for? Spanish nationals or EU citizens resident in Spain who hold undergraduate degrees, preferably in fields related documentation and/or knowledge management. Candidates must not have reached their 36th birthday by 1 July 2015. How much? A monthly stipend of 1,000-1,300 euros (depending on destination), health insurance, a contribution towards travel costs, and additional contributions towards travel for activities relating to the work of the intern s assigned centre. These grants may be renewed for an additional year. II.4. Paid internships at Latin American Spanish Language Academies. These internships give lexicographers the opportunity to contribute to the production of dictionaries and grammars at the RAE s Associate Academies. Who are they for? Holders of undergraduate degrees (requiring at least four years study) or Master s degrees in fields related to linguistics or Spanish language studies. Candidates must be resident in the same country as the RAE Associate Academy at which the placement is to be carried out. How much? A monthly stipend of 700 or 750 euros (depending on destination). These grants may be renewed for an additional year. II.5. Scholarships for the college of Europe. These scholarships give Spanish specialists in European studies related to law, politics, economics or the institutions of the European Union the opportunity to study at the College of Europe campuses in Bruges (Belgium) and Natolin (Poland). Who are they for? EU citizens resident in Spain, in the terms set forth in Item Two of the Terms and Conditions. Candidates must hold an undergraduate degree in a subject related to law, economics, politics, sociology, or international relations on commencing their studies at the College of Europe. How much? MA monthly stipend of 1,980 euros, health insurance, and a contribution towards travel costs.
II.6. ART-EX grants for artistic projects abroad These grants help Spanish artists to carry out arts projects abroad, making use of Spain s extensive network of cultural centres, embassies and consulates and fostering North- South cultural cooperation. Who are they for? Spanish nationals or EU citizens resident in Spain. How much? A single payment of 1,500 euros on commencing the project. A contribution of up to 8,000 euros towards the cost of carrying out the project. II.7. Scholarships for musical training. Who are they for? Candidates from the 23 countries and populations prioritized in the Fourth Master Plan for Spanish Cooperation, who have completed secondary education, specializing in music piano, violin, viola, cello, bass, oboe, clarinet, bassoon, flute or voice and have been pre-admitted at the Escuela Superior de Música Reina Sofía. How much? A monthly stipend of 1,200 euros, health insurance, and a contribution towards travel and enrolment costs. These grants may be renewed for an additional year. II.8. Paid internships in graphic design at AECID. Training and internships in graphic design in AECID S communication and culture departments. Who are they for? Spanish nationals or EU citizens resident in Spain who hold a Master s degree in graphic or website design. Candidates must not have reached their 33rd birthday by 1 July 2015. How much? A monthly stipend of 1,500 euros, health insurance, and contributions towards travel for activities relating to the work of the intern s assigned centre. These grants may be renewed for an additional year. II.9 Paid internships in editing and publishing at AECID. Internships at AECID s Publications unit. Who are they for? Spanish nationals or EU citizens resident in Spain awarded a Programme II.6. grant for internships at AECID publications in the 2014/15 period. How much? A monthly stipend of 1,500 euros, health insurance, and contributions towards travel for activities relating to the work of the intern s assigned centre.
III. Assistantship Programme. Thanks to cooperation agreements with more than 100 universities around the world, the assistantship programme has become one of the most important instruments in Spain s work in the dissemination and teaching of Spanish as a foreign language abroad. The programme gives young Hispanists the opportunity to teach Spanish as a foreign language at universities abroad, strengthening Spanish language and culture programmes, and acting as a focal point for stimulating cooperation between the host university and Spain s university network. Who are they for? Spanish nationals with an undergraduate degree (requiring at least four years study) or a Master s degree in Hispanic studies, linguistics, translation, or the humanities. Candidates must not have reached their 37th birthday by the assistantship start date. How much? A monthly stipend of 600-1,200 euros (depending on the destination and the co-financing arrangement in place with the host university), health insurance, and contributions towards travel costs and teaching materials.
