All presentations, including discussions and submissions, must be made in the official language. No translation will be provided. Proceedings Each accepted paper reaching us in time will be published in pendrive proceedings, and it will be distributed at the registration desk. All authors are kindly asked to take their presentation on CD or USB. To present the paper it is not allowed to use own computer. All conference rooms are supplied with data projector with PC. WELCOME MESSAGE FROM THE GENERAL CHAIRS On behalf of INES 2013 Committees, it is my pleasure to welcome you to the 17 th International Conference on Intelligent Engineering Systems (INES) to be held in Costa Rica. The growing international competition in the industrial arena has created a demand for the introduction of intelligent techniques to various industrial problems to improve product quality and production process efficiency, as well as reduce production costs. The aim of the INES conference series is to provide researchers and practitioners from industry and academia with a platform to report on recent developments in the area of computational intelligence. INES 2013 focuses on the application of state-of-the-art intelligent techniques to engineering systems. The conference location is Hotel La Condesa in the beautiful skirt of San José. I would like to acknowledge the efforts of the Technical Program Chairman, the Organizing Committee Chairman, the Technical Program Committee members and all those persons responsible for the background activities from local arrangements to conference secretariat. I also want to thank many volunteers who have contributed lots of time and effort to bring INES 2013 to you.
