Environmental zones 2007 in Stockholm, Göteborg, Malmö and Lund New regulations
Why we need environmental zones. Like a number of other European cities, we are experiencing problems with poor air quality caused by high levels of emissions from traffic, among other things. This is being followed up on through Stockholm, Göteborg, Malmö and Lund becoming responsible for fulfilling environmental quality norms, which means that we must be able to guarantee the inhabitants of these cities a minimum acceptable air quality level. In order to be able to do this, emissions of nitric oxide and particles must be reduced, which is where the environmental zones come in. An environmental zone places environmental requirements on the heavy vehicles that pass through our towns and cities and thus reduces emissions where this is needed most, i.e. in areas where most people live and work. The environmental zones act as a badly-needed complement to the exhaust emission requirements for new vehicles, as they prevent vehicles that are too old or dirty from using the roads. Most modern Euro-class vehicles are permitted. The local regulations are the same for all Swedish towns and cities with environmental zones and are based on the rules specified in the Swedish Road Traffic Ordinance (SFS 1998:1276, chapter 10). This means that the EU s environmental classification system for vehicles is used to determine who is permitted to enter an environmental zone. Heavy buses and lorries permitted in an environmental zone l All heavy diesel vehicles are permitted to use the environmental zone for 6 years. With the exception of Euro 2 and Euro 3 vehicles, which may use the environmental zone for 8 years. In both instances, the period is calculated from the first year of registration. l Vehicles certified for or complying with Euro 4 classification may use the environmental zone until 2016 (inclusive). Vehicles certified for or complying with Euro 5 classification may use the zone until 2020 (inclusive). In both instances, the vehicle s year of registration is irrelevant l Vehicles given special dispensation to use the environmental zone as per earlier regulations must have their exemption permit clearly displayed in their windscreen. Lund The environmental zone in Lund remains unchanged and is indicated by a red line on the map. Entry into the zone by heavy vehicles is only permitted for the models specified in this publication. Malmö The expanded environmental zone (red line) applies from 1 September 2007 (inclusive). Until then, the smaller environmental zone applies (broken blue line). Please note that one part of a street may be outside the environmental zone, while another part is inside the zone. Example: Limhamnsvägen between Kalkbrottsgatan and Geijersgatan is outside the new environmental zone, while Limhamnsvägen between Geijersgatan and Mariedalsvägen is inside the new zone. göteborg From 1 April (inclusive) an expanded environmental zone will apply in Göteborg (the area within the red line). The environmental zone does not include Lundbyleden/Lundbytunneln (E6.21) or Oscarsleden/Götaleden. Neither does it include through-traffic between Oscarsleden/Götaleden and the ferry at the Denmark/Germany terminals or through-traffic between Lundbyleden/ Lundbytunneln (E6.21) and the ferry at Frihamnen.
