VechtdalRally 2015 SUPPLEMENTARY REGULATIONS 1. INTRODUCTION 1.1 This rally will be run in compliance with the FIA International Sporting Code and its appendices, the 2015 Standard Regulations Rally of the KNAF (Dutch ASN), the National Sporting Regulations which comply with the FIA regulations and these Supplementary Regulations. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organizer or the Stewards). Saturday June 20 th 2015, 21:15 hrs., 4 ENTRIES 4.1 Entry closing date: Saturday June 13 th 2015, 24:00 hrs. 4.2 Entry procedure: Any Dutch KNAF license holder wishing to enter a Dutch rally, can only do so on the KNAF website. After logging in on Mijn KNAF with license number and personal password, the entry procedure as indicated on this website has to followed. The entry fee has to be paid as stated in the Supplementary Regulations. Foreign license holders are required to download the entry form from the website Pagina 3 van 10
( vechtdalrally.nl ) and send this, duly completed and signed, to the Secretariat before the closing date of the entries as stated in these Supplementary Regulations (Art. 4.1). If the entry form is faxed or send by email, the original entry form must be received by the Organizer no later than 2 days after the entry closing date. 4.2.1 Licenses Accepted Dutch Licenses: 1st driver: at least a KNAF Clublicentie Rijder Rally. 2nd driver: at least a KNAF Clublicentie Navigator Rally. Accepted Foreign Licenses, 1st & 2nd driver: EU License issued by an ASN recognized by the FIA. International license grade C or R with authorization of the issuing ASN. 4.3 Number of competitors accepted and classes 4.3.1 The maximum number of competitors is fixed at: 90. If more than 90 entries have been received, acceptance of the competitors will be at the sole discretion of the Organizing Committee. 4.3.2 Classes / Groups / NL additions 4.4 Entry fees 4.4.1 With Organizers advertising: 425,00* Without Organizers advertising: 700,00* Foreign participants: 230,00* Additional service area, ca. 30m²: 75,00 * The entry fee also includes two rally buffet coupons for the buffet at the end of the rally. 4.4.2 The entry fee includes: Premium liability insurance on the special stages, 2 rally plates with competition number, 2 door plates with competition number and compulsory advertisement, 2 door plates with optional advertisement, 3 window decals with competition number, 2 decals with competition number, for the reconnaissance, 1 Road book 1 Rally magazines + 1 overview maps with special stages 2 rally buffet coupons for the buffet at the end of the rally 1 service package, consisting of: - Service area max. 60m²; - Rally plate Service and window decal for access of ONE service vehicle to the central service area, - 1 Rally magazine Additional features include: - Extra rally buffet coupons for 12.50.- each, indicate on the registration form. 4.5 Payment of the Entry fee The Entry fee must be paid by transfer to the account of Stichting Rallysport Het Vechtdal, Rabobank Vaart en Vechtstreek, Dedemsvaart (stating name of the entrant) Account details: NL12 RABO 0107 9554 07 ; BIC: RABONL2U. The entry fee must be received by the organizer 5 days before start rally (June 16 th 2015 at 24:00 hrs.). The registration will be accepted only when both the registration form and the registration fee is received on time. If the fee is not received in advance and paid on site at the registration table, the entry fee will be increased by 50.- related extra cost. 4.6 Refunds The Entry fee will be refunded: Fully to entrants not accepted. If canceled by the participants until June 14, 2015: entry fee minus 50, -. 50% of the Entry fee in case of not able to participate due to force majeure (duly certified and sent in writing to the Organizer) if canceled between June 14 th and June 20 th, 2015. 5 INSURANCE 5.1 Entrants and/or drivers must have valid insurance covering them against liability for both personal injury and damage to property of third parties on public roads of the rally. It is entrants and/or drivers responsibility to arrange such insurance and/or extend to existing insurance as necessary. Entrants and/or drivers will be required to sign and declare that they are covered by such insurance (see article 5.3). Any failure to sign a declaration shall mean that the car in question shall not be permitted to start. 5.2 In the individual entry fee the premium for the insurance of liability of competitors and drivers is included. Summary: The organizer has made arrangements to insure entrants and drivers against third party risks while taking part in such parts of the rally as are held on private lands or on roads specifically closed for the purpose The indemnity provided under this special insurance is maximum 7.500.000,- covering any incident or occurrence. The deductible for the competitor is 1000,- per incident or occurrence. This cover will come into effect at the start of the rally and it will cease at the finish of the rally or at the moment of retirement, exclusion or disqualification. Pagina 5 van 10
5.3 Indemnity clause By signing the Competitors' Signing On Sheet entrant and both members of the team ( hereinafter - called - individually and collectively, the " I " and / or "the participant" ) to be aware and agree to the following (safeguard ) clause: "I have taken note of the KNAF regulations, including the Standard Regulations Rally and the Supplementary Regulations of the VechtdalRally for which is entered ( hereinafter " the event " ) and agree to abide by these. I certify that I am physically and mentally healthy and am capable to participate. I am aware of the fact that participation in the event, both for the participants and third parties, as well as his / her goods, and / or property of third parties, involves risks for damages - personal injury, property damage and including consequential damage - which risks are accepted by the participant. The KNAF, her Section Boards, its organizers and its employees, promoters, circuit employees, board members and officials accept no liability for any damage that the participant in connection with participation in training, reconnaissance and / or races suffer, unless the damage is due to intent or gross negligence on behalf of the KNAF. The participant declares that he / she will not hold the KNAF, neither the above persons or entities, liable for any damage, tangible or intangible, in connection with participation in the event, including personal injury by him / her. If the event is a rally, I declare that the car used in the event is insured, as required by Law, and is valid for that part of the event taking place on public roads. I also declare that I am holder of a valid driver's license. In case the navigator has no valid driver's license and / or a valid driver license, he /she will not participate in the event as a driver and thus the 1st driver and navigator declare not to change function." If a member of the team is under 18 years of age, this Competitors Signing-on sheet shall also be countersigned by the legal representative or a person authorized by the legal representative by submitting a written authorization. 6 ADVERTISING AND IDENTIFICATION 6.1 Compulsory Advertising (SRR article 18.1.2) consists of: will be announced later. 6.2 Optional Advertising (SRR article 18.8) consists of: will be announced later. 6.3 Rally plates. The organizer will provide each crew with two rally plates. 6.4 Competition Numbers. The organizer will provide each crew with 2 front door decals, 2 sets of competition numbers for the rear side windows and 1 set of competition numbers for the rear window. 7 TYRES See attachment V of the SRR 2015. 8 FUEL 8.1 N.A. 8.2 N.A. 8.3 N.A. 8.4 Refueling of the car. 9 RECONNAISANCE 9.1 Registration procedure 9.1.1 Issuing of the Road book for reconnaissance will take place on Saturday June 20th 2015 from 7:00 till 8:30 hrs. in the restaurant of the Evenementenhal Hardenberg. The registration number of the car used during reconnaissance will be registered (the car s registration papers must be shown to the official). 9.1.2 The organizer will provide each crew with 2 recce decals stating the competition numbers. These numbers must be fixed on the car, as follows: - one on the outside of the front windscreen (in the top right corner) - one on the outside of the right rear side window. 9.1.3 In case of absence of one or both prescribed decals on the top right corner of the front windscreen, of the right-hand rear side window, the crew shall be penalized by a cash penalty of 100.- per offense if they do not meet Article 9.1.1 and 9.1.2 9.2 Specific and/or national restrictions and the maximum speed on the special stages. 9.2.1 It is, for potential competitors, strictly forbidden to be present on the special stages used for the event, in any way whatsoever, after publication of the Rally Guide (or any other kind of announcement). The organizer will carefully control the special stages. Reconnaissance is limited to the dates and times as mentioned in the table below. Date: Reconnaissance time: SS: Saturday June 20th, 2015 08:00 11:30 hrs KP 1 / 3 08:00 11:30 hrs KP 2 / 4 08:00 11:30 hrs KP 5 / 6 9.2.2 Any offence against the above mentioned rules (SRR art. 20.2) will be considered as an offence against reconnaissance rules and will be penalized as follows: - 1st offence: A two minutes time penalty (competition time). - 2nd offence: Non-admission to the Start of the Rally. The decision of the Organizing Committee or Clerk of the Course will be final. Such decision can be made irrespective whether or not Police and/or officials have taken any sanction and irrespective of the outcome of such action. There is no right of protest or appeal and the Entry fee will not be refunded. 9.3 Speed and speed checks. During the reconnaissance of the special stages, it is forbidden to drive on roads of the special stages at a speed which exceeds the maximum speed limit permitted by traffic laws. Police and marshals will monitor the behavior of the competitors during the reconnaissance, using visual, electronic, photographic or video equipment. Offences will be reported to the Organizer or Clerk of the Course who may, based on the evidence, impose penalties that may go as far as refusal to start (SRR art 20.4). 9.3.1 During reconnaissance, competitors must adhere strictly to the traffic rules. The maximum speed allowed on special stages during reconnaissance is 60 km/hour, unless local traffic rules indicate a lower speed, as mentioned in art. 9.3. 9.4 It is forbidden during reconnaissance to drive in opposite direction on the stages, violation of this prohibition will be penalized by a cash penalty of 100, -. 10 ADMINISTRATIVE CHECKS 10.1 The following documents will be checked Payments Entrants license (if applicable) Drivers competition licenses Driving licenses Identification of the drivers (passport, national identity card), for access to military areas Completeness and correctness of all information on the entry form Insurance cover of the recce car Registration papers of the recce car Insurance cover of the competition car Registration papers of the competition car. 10.2 Time schedule The administrative checks will take place on Saturday June 20th 2015 from 7.00 till 8.30 hrs. in the restaurant of the Evenementenhal Hardenberg, Energieweg 2, Hardenberg. 11 SCRUTINEERING, SEALING AND MARKING 11.1 Location and schedule noise check. Prior to the Scrutineering, a noise check will take place at Garagebedrijf Hofsink en Nijland, Kruiwiel 10, Hardenberg on Saturday June 20th 2015 from 8.00 hrs - 11.30 hrs conform time schedule. Time limit without penalty: Entry Time +/- max 10 min Time limit with penalty: Entry Time +/- max 30 min 100, - Spoco decision: Entry Time +/- more than 30 min There is a time control present at the entrance of the Scrutineering. For clarity, the penalties apply to both early and late reporting. The entry-time for the Scrutineering will be listed in the letter of acceptance. The crew does not need to be present; per crew maximum two mechanics may be present. Therefore, the crew needs to fill in the form authorization Scrutineering (appendix of Rally guide) in twofold, to be handed over at the Scrutineering. 12 OTHER PROCEDURES 12.1 The official start of the rally will take place on: Saturday June 20th 2015 at 13.01 hrs. on the Starting Ramp (TC0) at the service area, Evenementenhal Hardenberg. 12.2.1 Starting procedure: The start of the special stages will be given by an electronic countdown system, that will count down the seconds, clearly visible for the team on the starting line. This system is provided with a start light system and connected to a start detection system, to register an early start of the competitor. In case of failure of the electronic system or when the start has been delayed the start official may choose for a manual start procedure. 12.2.2 Finish Procedure Not applicable, finish procedure as described in SRR. 12.3 Early check in at the end of a leg, or at the end of the rally. Crews may check-in early without incurring a penalty from the Time Control at the end of a leg, and at the finish of the rally. 12.4 Deviating prescriptions 12.4.1 The maximum speed allowed on special stages during reconnaissance is 60 km/hour, unless local traffic rules indicate a lower speed, as mentioned in art. 9.3. 12.4.2 Maximum speed at the service area is walking pace = 5 km/h. Infringement will be punished as an offence of traffic rules observing SRR art. 20.4 and art. 12.6 of these regulations. 12.4.3 The service area is at parkeerplaats P2 Evenementenhal Hardenberg, Energieweg 2, Hardenberg. The service area is open at Saturday June 20 th 2015, 06:30 hrs. 22:30 hrs, 12.4.4 Only one service vehicles per competitor will be admitted to the service area. This car should be equipped with the special admission vignette for service cars. These vignettes will be handed over at the entrance of the service area. 12.4.5 Each competitor will be given a marked service area. In case a competitor is using more m² than given the following. Punishment will be imposed: - 1st infringement: official warning and retake on additional space - 2nd infringement: cash penalty of 100.- and retake of the space. 12.4.6 Traffic Rules: - 1st infringement: In case of a speeding infringement the organisation will always impose the maximum cash penalty of 250.-. This article is a supplement to SRR 20.4.4. NOTE: In case of infringement of traffic rules during reconnaissance penalties will be given as mentioned in SRR 20.2 (in this these Supplementary Regulations adopted as art. 9.2.2). Attention please: on the special stages a maximum speed applies (art. 9.3.1) and driving in opposite direction is forbidden (art. 9.4). Pagina 8 van 10
12.4.7 According SRR article 45.5 the interval between the participating cars will be one minute. To maintain this start interval also on the last two special stages, which will be run directly behind each other, the competitors will leave the last regroup before these stages with intervals of two minutes. 12.4.8 Foreign participants, as a participant in the WERC, starting in group S, are exempt from applying for a Technical Passport and the associated verification (SRR Annex XII - 0:10 art, unless they have already 2015 for another event (SRR exemption according to one entry per season, BSR Bulletin 21-01-2015; therefore in 2nd rally they need to apply for a Technical passport inspection and carriage) 13 IDENTIFICATION OF OFFFICIALS Officials can be identified as follows: - Stage Commander: Orange jacket - Control-official: Yellow jacket - Marshals: Yellow jacket 14 PRIZEGIVING The following prizes will be presented: General overall classification VechtdalRally 2015: 1st-3rd place, 2 prizes per crew Highest classified Dutch Short Rally Championship: 1st place, 2 prizes 3 Highest classified West Euro Rally Cup: 1st-3rd place, 2 prizes per crew Classes RC1-RC5 and RGT, see art. 4.3.2): 1 5 starters per class: 1st place, 2 prizes 6 10 starters per class: 1st-2nd place, 2 prizes 11 and more starters per class: 1st-3rd place, 2 prizes Dutch Cups (provided Vechtdal Rally is on Cup Calendar): 1 5 starters per class: 1st place, 2 prizes 6 10 starters per class: 1st-2nd place, 2 prizes 11 and more starters per class: 1st-3rd place, 2 prizes 15 FINAL SCRUTINEERING 15.1 Final Scrutineering Following article 28 of the SRR, the final Scrutineering will take place at Garage Hofsink en Nijland, Kruiwiel 10, Hardenberg on Saturday June 20th 2015 from 18:45 hrs. The crews concerned, will be notified in writing at the Finish. 15.2 Protest fees Any protest must be lodged in writing and handed over to the Clerk of the Course together with the relevant protest fee according the KNAF ASJ 2015. 15.3 Appeal fees. Together with the lodge of a national (ASN) appeal, a fee according the appeal rules of the ASN must be paid. Pagina 9 van 10
