Parc del Segre Barcelona Resume Park Olympic del Segre er en international white water park for rafting, kajak, kano og riverboarding. Parken er essentiel for byen, ideet aktiviteterne er med til at promoverer byen, danne træningsrammer og betingelser for konkurrencer på alle niveauer, lige fra nybegyndere til internationale atleter. Parken åbnede i 1991 og der blev i 1992 afholdt olympiske lege. Der er årligt 300.000 besøgende, hvoraf 40.000 deltager i white water aktiveter. Banen består af fire kanaler: Tilløbskanal (200m) Rolig kanal (640m) Begynder/træningsbane (160m) Olympisk bane (300m) Byens indtjening er estimeret til 3 millioner Euro pr. år (2005) hvor den indirekte indtjening er medtaget. De samlede udgifter er ca. 0,9 millioner pr. år (2005), og hermed er parken økonomisk bæredygtig. Udover det økonomiske aspekt, har parken en positiv indvirkning på lokalområdet. Side 1 af 7
Organisation Anlægget er ejet af La Seu d Urgell kommune, som vedligeholder de omkringlæggende parker mod finansiel kompensation. Selve sportsaktiviteterne og driften er styret af private virksomheder med 100 procent kapital i kommunen. Udvalg i byrådet, bestemmer hvordan parken skal udvikles. Lokale sportsklubber har indgået en aftale med byrådet om at klubben skal promovere og udvikle sportsaktiviteterne, således der afholdes konkurrencer, inddrages børn mm. Bilag 1: Canoe Slalom in la Seu D urgell-spain CANOE SLALOM IN LA SEU D URGELL-SPAIN Slalom Olympic discipline is luckily developed in different scenarios and societies. The natural conditions of water streams and particular circumstances on the site have diversity of solutions for a slalom course. This is a great advantage to our sport and roots the activity to the natural diversity. However some common features should be guidelined, mainly through the ICF rules, specially for the sake of a good competition Consequently the design of a slalom course is related to the particular site but some general characteristics should be accomplished. The canoe slalom facilities can host whitewater recreation activities and other canoe operations like sprint racing, freestyle, teams training or multisport for all. The accommodation for those activities in whitewater courses should be prepared from the beginning on the conceptual design of the facility. They prospective in mind is essential to develop a business plan associated to a whitewater course, able to develop the sport, be socially useful and economically sustainable. Each case is different depending on the facility character and the institutions and society associated. Every situation is specific and should find the way to organize the management according to their particular context. But the knowledge of what happens in other places, with their success and mistakes, can help to identify the way to move Side 3 af 7
on. The associated document presents the case of La Seu d Urgell (ESP) Olympic Parc del Segre, opened in 1991 and venue for canoe slalom in Barcelona 1992 Olympic Games. MANAGEMENT OF PARK OLYMPIC DEL SEGRE. LA SEU D URGELL (ESP) 1. General description The park was build in 1991 in a land of 66.000 sq.m associated to the channel project in river Segre, to prevent flood damage on the outskirts of La Seu d Urgell (12000 inhabitants). Four water spaces host some activities: Feeding canal (200 m) with uniform flow Calm water canal (640 m) for canoeing in flat water Beginner whitewater course (160 m) with intermediate difficulty Olympic whitewater course (300 m) with experienced difficulty Two conveyor belts help to lift boats and people. A rafting course (500 m) is operated connecting both whitewater courses. The building associated has 1700 sq.m.where different services are provided. The total construction cost (including buildings, power station, gardens) at current prices was 5.337.000 euros. 2. Results of economic activities It took some time to organize the management of the facility, mainly due to the temporary circumstances associated to the Olympic Games venue organization, and the lack of similar experiences in the world (Augsburg 1972 was a city park of the city council, hosting two local clubs ; Nottingham 1986 was a national sports facility, without recreation activities). However the whitewater courses started to be used, for sport, immediately after the water was flushing in the new facility. Provisory organized by the members of the local Canoe Club (with a long tradition since 1964) the courses where in service in 1991 well before the works completition (in other areas of the park). During two years (with the exceptional interruption of Olympic Organizing Committee COOB 92 during the O.Games) the Cadí C.K. Club did sporting activities and promotion without any financial assistance. In 1993 the facility was open to the public for recreation activities, combining with high competition training. In July was organized a ICF Slalom World Cup. The management company was established in September 1993 and the Marketing Plan was implemented in 1994. The launching of the recreational activities took 3 years. After the second year the economic balance was obtained, without loses of money. In the last 10 years the economic results have been equilibrated between expenses and incomes. Yearly up to 40,000 costumers use some of the water opportunities. Around 300,000 people visit the park. The budget is approximately 900,000 euros per year. The amortization of the main capital cost investment is not possible. But since 1993 all the complementary investment costs are supported by the management company, and regularly amortizated in the yearly accounting. The permanent staff is 9 persons, and the number of labor contracts for temporary jobs (coaches, boat monitor, waiters, etc ) is close to 40. The employment is the equivalent to 28 full jobs. The economic addition to the city, due to direct and indirect income (food and lodge, shops, tourist attraction) is estimated to be 3 million euros. 3. Statutes of Parc del Segre S.A. Ownerships of the facility is entirely to the Municipality of La Seu d Urgell. The City Council intervene directly on the gardening operations, and gets a financing compensation for that service. The management is done by a company (Parc del Segre S.A.) with 100 per cent capital belonging to the Municipality. The operation is regulated by this independent stock company, through their statutes. Board of Directors is nominated by the City Council. Normally there is 2 members of the City council and 3 members of local relevant people experienced in business and tourism. Renovation of Directors is made every 5 years (3 members) and automatically when new majorities come after the municipal elections (2 members) The objectives of the society are: Management and maintenance of the facility Organization of events (sports, culture, social, art, tourism, leisure) Sponsoring and marketing Management of the reversible power station The Board of Director appoint a General Manager 4. Preservation of sport in the facility The presence of whitewater canoeing sport is assured through different actions that come out of different contracts that normally have 4 years term. 4.1. Cadí Canoe Club Side 5 af 7
A canoe club was integrated within the facility. Some spaces are destinated to the local club, like office, storage, boat repair.other services are open to the members of the club, without return of direct payment. Canoe Club, through a contract with City Council, must do some actions for promotion and development of the sport. Organizing competition at local, regional and national level Promotion of canoeing in schools Partnership with international clubs (Germany, France) Promotion of canoe-kayak for young people (summer) Participation in Catalan Federation and Spanish Federation 4.2. Contracts with Regional Sports Council (Catalonia), Spanish Canoe Federation and National Sports Council (CSD). Through two contracts there is a guideline to host in Parc del Segre a so called High Sport Performance Programme that helps the development of sport at regional level, specially for young people. The engagements involve Regional Sports Council, City Council, Regional Federation and Parc del Segre. Nowadays there are 2 coaches and 14 permanent athletes and 30 tracking to sport men involved in this programme. Another contract establish the conditions to host National Team and some training and control of High performance athletes. There are 1 coach and 8 sportmen in this programme. 5. Organization of ICF competitions The ICF competitions are organized by Spanish Canoe Federation on behalf of ICF. A contract between partners Spanish Canoe Federation (RFEP), Catalan Sports Council (CCE), Spanish Sports Council (CSD), Catalan Canoe Federation (FCP), City Council (ALS), Province (DLL) and Parc del Segre, fix the duties and contribution of every one. Since 1993 several World Cups, and World Championships in 1999. 6. Mountain bike (BTT) A particular contract is developed to integrate the BTT activities and bike promotion. Parc del Segre provides together with Country Council and City Council the signaling of trails. 7. Management and business rely on persons The leading persons on a company and the human capital are essential to the result. Consequently the selection of the management team and the structure to organize their work is a key point to success. Side 6 af 7
8. A whitewater course Should be a place to combine different activities, related to sport, to recreation or social meetings. These activities depend from different organizations and often have very different format and issues. The proper result of the whitewater course is the adequate combination of all these activities and the capacity of all different organizations to fit in an unique common programme. 9. Summary Park Olympic del Segre is an international facility where rafting, canoeing and hydrospeed have an outstanding area to be developed, The sporting activities are essential, because bring promotion, permit training and host competition events, at all levels from beginners to international athletes. Combination of sport and tourism permit an economic sustainability of the Park. In addition there is an extraordinary positive impact on the area. The experience of La Seu d Urgell (ESP) in Spain have been used in other whitewater parks like Penrith (AUS). Whitewater Park in La Seu d Urgell is one of the facilities of the legacy of Barcelona 1992, that has a healthy economy and social positive impact.
