FRONT LINE SUPERVISOR PROGRAM INSTRUCTOR TEAM Vance Mattis is assigned as the Course Coordinator for the NJSACOP Front Line Supervision Program. He retired from the New Jersey State Police at the rank of Lieutenant while commanding the New Jersey State Police Training Bureau s Law Enforcement Science Unit. Mr. Mattis has extensive experience in teaching, training development, needs assessments, leadership development, strategic planning, in-service training, measurement of training, and the principles and utilization of return on investment. Mr. Mattis holds a Master of Administrative Science Degree from Fairleigh Dickinson University, and a Bachelor of Arts Degree in Criminal Justice from Seton Hall University. Dr. Ernest Bub Kovacs serves as an Assistant Professor for Fairleigh Dickinson University and possesses a doctoral degree from Rutgers University in Education Administration and Theory. His focus is on partnering, facilitation and organizational development programs. He has over 30 years experience assisting individuals and teams to achieve their fullest potential. Dr. Kovacs has trained thousands of police officers in areas ranging from Leadership to Strategic Planning. Michael Anderson retired as a Captain after a distinguished career with the Willingboro Township Police Department in 1999. He spent ten years as the midnight, evening, or day supervisor for the Department at the rank of Lieutenant. Mike possesses extensive experience in training development, classroom instruction, and instructional methodologies across a wide breadth of law enforcement topic areas. Currently serves on the adjunct faculty staff for both the Texas Engineering Extension Service (TEEX) and the Human Resources Development Institute (HRDI). Mike has trained thousands of police officers within the local, county, state, and federal government in (20) States. Dr. Bill Toms retired from the New Jersey State Police at the rank of Major after a 25 year career distinguished by leadership positions in investigations, intelligence, internal affairs, training, and organizational development. Dr. Toms holds a Bachelor s degree in criminal justice and public administration from The College of New Jersey, a Master s degree in educational administration and supervision from Seton Hall University, and an Ed. D. in human resource development from The George Washington University. Dr. Toms focused his doctoral research on the relationship between leadership behaviors and learning styles. Dr. Toms served as the Interim President of Brookdale Community College from March 2011, through June 2012. Brigadier General James J. Grant serves as the Director, Joint Staff-Joint Force Headquarters, of the New Jersey National Guard. As Director he provides supervision to more than 8,300 members of the New Jersey Army and National Guard. General Grant retired from as a Major and Commanding Officer from the New Jersey State Police after a 27 year distinguished career. General Grant holds a Master of Science in Strategic Studies from the United States Army War College, and a Master of Arts in Education from Seton Hall University. Thomas Souchek retired as the Director of New Jersey s Fusion Center, the Regional Operations Intelligence Center in 2011 at the rank of Major.. As the New Jersey State Police Commandant, he developed, implemented, and measured training programs that covered such topics as police reform, the Federal Consent Decree, leadership, supervision, change management, hazing, ethics, and cultural awareness. Mr. Souchek holds a Bachelor of Arts degree in Political Science from The Richard Stockton College of New Jersey, a Master s degree in Education Administration and Supervision and a Human Resources Training and Development certificate from Seton Hall University.

FDU COLLEGE CREDIT PROGRAM It is our mission to offer a first class online in-service training curriculum that meets the rigorous demands of a nationally recognized and accredited university. As such, we are proud to announce a partnership with Fairleigh Dickinson University in Teaneck, New Jersey. The FDU Petrocelli College of Continuing Studies has fully vetted this training program and on January 5, 2011, recommended (3) college credits within the following academic programs: Bachelors of Arts in Individualized Studies - http://view.fdu.edu/default.aspx?id=1510 Or Masters of Administrative Science - http://view.fdu.edu/default.aspx?id=74 Upon successful completion of the NJSACOP Front Line Supervision Program, you will receive a Graduation Certificate from the Richard Stockton College of New Jersey Center for Public Safety and Security. Once accepted into one of the above listed Fairleigh Dickinson University programs, there will be a recommendation for (3) college credits at no cost*. There is no additional work required for the Bachelors of Arts program. However, for the Master of Administrative Science, the student will be required to attend a one day training session at FDU prior to the award of college credits. * This program is subject to the limitations set forth by Fairleigh Dickinson University on the transfer of college credits.
