TOWN COUNCIL ITEM-5 City Government Week Essay Winners Mayor Buchanan During the week of October 19-25, 2014, The Town of Hilliard joined other cities across Florida in celebrating Florida City Government Week. The Town of Hilliard sent an invitation to the 4 th grade students of Hilliard Elementary to volunteer in participating in a short essay contest (100 words) titled, If I was the Mayor of the Town of Hilliard, I would Mayor Buchanan presented certificates and monies for First Place to Delaney Vennard ($25), Second Place to Drew Bunkley ($15) and Third Place to Lauren Thompson ($10). ITEM-6 Agenda Item Request Neighborhood Burning Concerns Dana Wine II Dana Wine II was not in attendance for discussion. ITEM-7 Nassau County Economic Development Board Term Appointment Councilman McConnell advises that his term on the Nassau County Economic Development Board ended on September 30, 2014 and if the Council chooses for him to continue to serve he would do so but should another Councilmember wish to he would support that Councilmember. Motion to reappoint Councilman McConnell for the next two years to serve on the Nassau County Economic Development Board. Approve Approved KS PW Y Y Y Y Y ITEM-7a Hilliard Volunteer Fire Chief Jerry Johnson explains the benefits of having the Emergency Reporting software for the Hilliard Volunteer Fire Station and further states that it is the software that was discussed during the budget workshops. Motion to approve the purchase of the Emergency Reporting Software with a onetime setup fee in the amount of $749.00 and a yearly subscription of $1,188.00. Approve Approved LP CM Y Y Y Y Y TOWN CLERK ITEM-8 Water & Waste Water Treatment Plant Project Financial Update Town Clerk, Lisa Purvis advises she has just sent Osprey Constructors Inc. pay request #6 to USDA Rural Development in the amount of $14,847.30 which will leave a final balance owed to Ospreys Constructors Inc. in the amount of $20,631.94. Also, Mittauer & Associates Inc. final invoice in the amount of $1,680.00 has been sent to USDA Rural Development. Once the final invoices have been approved the project will then be closed out. ITEM-9 Position Hiring Process Administrative Assistant Motion to approve moving Kimberly Corbett from Introductory or Probationary status to Regular Full-Time status and all employee benefits with a start date of December 1, 2014 at the same rate of pay $11.00 an hour. PUBLIC WORKS DIRECTOR ITEM-10 Water & Waste Water Treatment Plant Project Construction Update Public Works Director, David Thompson advises that he is waiting on FDEP and some last minutes requirements on sampling that he does not agree with nor does our engineer, Mittauer & Associates, Inc. FDEP wants some more extensive testing over the next year which are very expensive and time consuming. Mr. Thompson also notes these test were not required on the last two wells. Therefore we are waiting to see what FDEP will require the Town to do. Councilman McConnell states that the additional test were not part of the contract or the permit. PARKS & RECREATION ITEM-11 Position Hiring Process Child Watch Attendant Motion to approve moving Jenna Goodwin from Introductory or Probationary status to Regular Part-Time status at same rate of pay $8.25 per hour. Approve Approved JB KS Y Y Y Y Y TOWN ATTORNEY ITEM-14 Hilliard Volunteer Fire Department Nassau County Agreement Update Town Attorney, Steve Fahlgren advises he has not heard anything since the last meeting and defers to Volunteer Chief Jerry Johnson. Chief Johnson advises that he has spoke to Nassau County Fire Chief Matt Graves and they both agree that Nassau County s SOG s (standard operating guidelines) should be used as they have always been used in the past and that language should be removed from the interlocal agreement. Chief Johnson also questions Chief Graves if the Town and County are on the same page and Chief Graves advised yes. Chief Johnson also advised Chief Graves that County Manager Ted Selby had resent out an agreement and Chief Graves advised that he had no knowledge of that. Councilman McConnell comments of the fact that the agreement does not have any financial support whether it be present or in the future in this agreement and that if that is not included he doubts it will ever be included. PUBLIC COMMENTS: No comment. MAYOR S CLOSING COMMENTS: Mayor Buchanan reads the line up and discusses the Timberfest and Veteran s Day Ceremony at length. The Town will be hosting on November 18, 2014 at 5:30 the swearing in of the newly elected County Commissioner, George Spicer District 4. ADMINISTRATIVE COMMENT Town Clerk Lisa Purvis At the Town s Annual Christmas Tree Lighting in addition to music by Christian Hoyle there will also be the Devoted Dance Group doing 3 to 4 Christmas dances. LEGAL COMMENTS Town Attorney Fahlgren advises that he has an interview for a Judgeship at the Governors Office on November 13, 2014.
