1 EXECUTIVE COMMITTEE MEETING MINUTES RIDGEFIELD PARK October 9, :00 PM Mayor Fosdick announced that this meeting was being held in accordance with the Open Public Meeting Act, N.J.S.A et seq. notice of which was sent to the Record and the Star Ledger on December 21, 2007 and was posted on the Municipal Bulletin Board. ROLL CALL***** Those present were s Boyd, Poli, and Mayor Fosdick in the Chair. MacNeill was absent and Anlian was late. APPROVAL OF MINUTES***** 1. Motion by Poli, seconded by Mayor Fosdick, that the minutes of September 18, 2008 be approved. On roll call s Anlian, Poli and Mayor Fosdick voted YEA. Commisioner Boyd abstained. 2. Motion by Poli, seconded by Mayor Fosdick, that the minutes of the Closed Meeting of September 18, 2008 be approved. On roll call s Poli and Mayor Fosdick voted YEA. Boyd abstained. 3. Motion by Boyd, seconded by Poli, that the minutes of Closed Meeting of September 23, 2008 be approved. On roll call s Boyd, Poli and Mayor Fosdick voted YEA. Mr. McIntyre was in attendance. Mr. Ladell has been trying to reach Mayor Fosdick. He probably wants sewer report. Report was sent to Alan O Grady, Martin T. Durkin and Mr. McIntyre for review. Report will be sent to Mr. Ladell. Anlian arrived at 7:05pm. Mr. O Grady reported: 1. Hilton expected to start the line today. 2. Inspections of the sewer lines were done by the Department of Public Works from Emerson Street to the County Park on Challenger Road. The engineer from Hatch Mott MacDonald was with them. The lines were in good condition. A company from Hartz was jetting the line for maintenance. Mayor Fosdick asked Alan O Grady to contact John Rolak regarding report. Chief Lee arrived at 7:15pm. Mr. McIntyre asked Mr. Durkin to obtain a time table for the project. Mr. McIntyre left at 7:17pm. Mr. Durkin stated if policy is not updated, there will be a 20% increase in the cost of the insurance. Also, the Village would have to share in 20% of any damages awarded. Boyd will meet with Steve Frimmer. REPORTS***** Boyd: 1. Boyd met with Joe Kelly. He recommended we have a CFO who works here more hours or an Administrator. We should be more organized about ordering. Also, everything should be computerized. Mayor Fosdick recommended Joe Kelly be asked to attend a meeting to discuss these issues. 2. Ticket books used by the Police Department are not being accounted for as used. Chief Lee will follow up. Also, Judge s payment plan offer results in non-payments. 3. Assessor Art Carlson said letter sent with tax bills had incorrect information. Mayor Fosdick stated Auditor, Joe Kelly, had approved the letter. 4. Due to financial crush, some people are against the purchase of a building for a parking lot. Poli: New ambulance is running. Anlian: Mayor Fosdick: 1. Knights of Columbus and Masonic Lodge Ballgame is scheduled for Saturday morning at 10:00am at the Little League Field. 2. Rescue Squad Dance Saturday in Moonachie

Volunteer Night at St. Frances parking lot on Wednesday evening, October 15, Senator Weinberg s office called regarding Senate bills S492 and S1099 relating to non-partisan elections being held at November General Election. 5. Meeting scheduled with Turnpike Authority has been rescheduled to October 31, Representative from Turnpike Authority had a death in the family. Ed Hynes, Director and Mr. O Malley, Chairman of the BCIA are planning to attend the meeting Park Street Mr. Durkin reported purchase, demolition, etc. will be combined into one resolution. Village Clerk: Alan O Grady: 105 Challenger Road wants Village to pick up garbage. He will check if we are required to do this. Chief Lee: Martin T. Durkin: 1. Contracts have been prepared for 68 Park Street. 2. Parking lot behind High Spirits is always full. 3. October 22, 2008 has been set for judge to view County Park. Boyd stated parks are being used without any payment to the Village. Discussion followed regarding use and payments for park facilities. Bill Betesh: 1. Revised Developer s Fee Ordinance will be introduced at s meeting. 2. A settlement has been reached for appeal of 50 and 55 Challenger Road assessments. Poli announced presentation by State Health Insurance Plan representatives will be held on Tuesday, October 14, 2008, at 5:45pm.
